CHAIRMAN: In connection with your subcommittee's continuing study of intergovernmental relations, we are pleased to make available to you a manuscript prepared under our auspices. In addition to our desire to be helpful to the Intergovernmental Relations Subcommittee, we particularly welcome an opportunity to make this material available because of our common interest in improving intergovernmental relations generally and also in the Nation's metropolitan areas where governmental problems and relationships are especially challenging This manuscript was prepared by Mr. Bernard J. Frieden, associate professor of city planning at the Massachusetts Institute of Technology, for the Advisory Commission on Intergovernmental Relations. Pursuant to its statutory responsibilities under Public Law 86-380, the Commission has undertaken a number of studies and made recommendations dealing with governmental organization, the provision of services, and intergovernmental relations in metropolitan areas. This volume, designed to present in a single place the Commission's recommendations for metropolitan areas, draws on previous studies by the Commission, places them in a broad context, and summarizes recommendations made by the Commission to all levels of government to provide intergovernmental approaches for utilizing the resources of the federal system in metropolitan areas.
