The Pennsylvania State Grant application for 1979-80 may be used to apply for both a State Grant through PHEAA and a Basic Educational Opportunity Grant (BEOG) through the federal government. The application may also be used to apply for institutional financial aid at certain Pennsylvania schools. Check with the financial aid officer at the college you will attend for further information.

The Pennsylvania Higher Education Assistance Agency will use its State Grant application to gather BEOG data and transmit it to the federal government. PHEAA has undertaken this task in order to simplify the application process for Pennsylvania residents and eliminate the need for students to file separate applications for State and BEOG federal aid.

Here's how it will work. High school seniors who took the College Board SAT or American College Testing Program ACT during their junior year will receive an application from PHEAA at their home in November. Applications will also be available from high school counselors at that time. The application should be completed and returned to PHEAA on or after January 1, 1979. ALTHOUGH APPLICATIONS WILL BE AVAILABLE IN NOVEMBER AND DECEMBER, THEY SHOULD NOT BE COMPLETED AND SENT TO PHEAA UNTIL AFTER DECEMBER 31, 1978. This is because certain financial information from the 1978 tax year is required on the form and this cannot be entered until the 1978 tax year is over. Applications completed before January 1, 1979, will be returned to the student by PHEAA.

While it is important that the form not be submitted before January 1, it is equally important that the completed form be submitted to PHEAA as soon as possible after December 31, 1978. This will insure an earlier announcement of your status in both the State Grant and Basic Educational Opportunity Grant Programs.

After receipt of your application, PHEAA will utilize the information to determine your eligibility for a State Grant and notify you accordingly. At the same time, PHEAA will send data from the form to the federal government so that the BEOG program can determine your eligibility for aid in the federal BEOG program. BEOG will notify you directly of your status in the Basic Educational Opportunity Grant Program. There is no fee for the filing of the PHEAA State Grant/Basic Grant Application.

Q. Where can I obtain a 1979-80 State Grant/BEOG Application?

A. If you do not receive an application at your home directly from PHEAA in November, you may obtain one from your high school counselor or financial aid officer at the postsecondary school which you plan to attend or are attending. Applications will be available from these sources or from PHEAA by November 15, 1978.

Q. What are the filing deadlines for 1979-80?

A. For State Grant consideration, May 1, 1979, is the deadline for all renewal applicants and non-renewal applicants who are entering baccalaureate degree programs including two-year college transfer programs at Pennsylvania community colleges. Non-renewal applicants for State Grants who are entering business or technical schools, nursing schools and other two-year terminal programs will have until August 1, 1979. The filing deadline for all 1979-80 BEOG applicants is March 15, 1980.

Q. Is there a fee for filing the State Grant/BEOG composite applice

tion?

A. No, the processing of the application is free.

Q. If I am filing for a State Grant, is it required that I also complete the BEOG portion of the form?

A. Yes, State Grant applicants must also file for BEOG aid. This is to your advantage since extensive changes are under consideration for 1979-80 that could extend eligibility in that program. These changes could cause an applicant to become eligible even though the same applicant was previously denied aid by BEOG

Q. If I have questions about the completion of the application, whom should I contact?

A. If you are now in high school, contact your high school counselor. If in college, see your financial aid officer. There is also a toll-free number for PHEAA on the application if you have questions which cannot be answered by your counselor or aid officer.

Q. After submitting my application to PHEAA, when can I expect to hear from PHEAA and BEOG?

A. In approximately 8 weeks after submitting your application to PHEAA, you will receive a Student Eligibility Report directly from BEOG. At approximately the same time, you will receive notification of your complete or incomplete status in the State Grant Pro gram.

Q. If I wish to submit additional data or wish to know the status of my application, whom should I contact?

A. If you have a question concerning your State Grant eligibility, contact PHEAA in Harrisburg. If you have a question concerning your BEOG status, contact BEOG, PO. Box C, lowa City, Iowa 52240, or call 1-800-553-6350, a toll-free number.

Q. Will I have to file any other financial aid applications for 1979-80? A. This depends on the postsecondary school you will attend. For 1979-80, many (but not all) colleges will still require their students to complete an institutional financial aid application and either a CSS Financial Aid Form (FAF) or an ACT Family Financial Statement (FFS). Some require only the PHEAA/BEOG application. Contact the college or postsecondary school to determine what applications you must file in addition to the State Grant/BEOG composite application.

Q. If I indicate more than one school choice on my application, will I be considered for State Grant aid at those schools indicated?

A. PHEAA will process a student's State Grant at the primary choice school. Your financial data and State Grant status will be available for your second or third choice school.
