The subcommittee met, pusuant to call, at 10 a. m., in the committee room, New House Office Building, Hon. Edward C. Eicher presiding. Mr. EICHER. The committee will come to order. All of the members of our subcommittee are not yet here, but in order to conserve time, I think we will proceed. The bills before the subcommittee for the purpose of this hearing are H. R. 5531, introduced by Mr. Lanham, a bill to aid engineering and industrial research in connection with colleges and schools of engineering in the several State and Territorial universities and colleges, and for other purposes; H. R. 739, by Mr. Randolpb, a bill for the promotion of the general welfare in relation to the economic effects flowing from scientific and technological developments; H. R. 7001, introduced by Mr. Robinson of Utah, a bill to promote business and economic research in the United States by establishing and maintaining, in connection with State university schools of business administration, research stations which will cooperate with the Department of Commerce. Mr. BOREN. Is that the same bill we considered? Mr. EICHER. That is the same bill our subcommittee has heretofore given consideration to. And the last bill is H. R. 7643, introduced by myself, at request, which is a bill to provide for the further development of industry and commerce through research in the physical sciences, and to promote industry and commerce through business research. R. 5531, 75th Cong., 1st sess.] A BILL To aid engineering and industrial research in connection with colleges and schools of engineering in the several State and Territorial universities and colleges, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That in order to aid in developing and conserving the natural resources of the United States, and for the creation of new forms of common wealth, and to promote scientific investigations respecting the application of the principles of engineering economics in the development of our several States and Territorial possessions (hereinafter styled "Territory"), there shall be established in each State and Territorial possession an engineering research bureau or station. These engineering research bureaus or stations shall be under the direction of one or more colleges or schools of engineering of graduate grade: Provided, That in each State in which there is no State-supported engineering college of graduate grade or in which there is more than one State-supported engineering college of graduate grade, the legislature of such State, or governing body 1 |
