Table V was constructed upon the data presented in Table II. It shows the year at which any particular state showed its highest or lowest percentage voting. The last column at the right, headed 8, gives the difference between the lowest and the highest percentage voting. The figures in this column are therefore equivalent to rough indices of percentage variability of any particular state; thus, the percentage variability of South Carolina is merely ten times the percentage variability of Indiana.
