Appendix V: Sources of Additional Information Contacts

Additional information concerning Federal programs and services is available from the sources listed below. The information in this Appendix is in addition to that supplied in Appendix IV (Regional and Local Office Addresses), but are not the offices to which an applicant applies for an assistance program. If a potential applicant or information seeker is not certain which agency to contact, there are three types of organizations ready to help: The Federal Information Centers, the Federal Regional Councils, and the Federal Executive Boards. Additional sources include the Federal Register which provides specific information on new programs, proposed and revised program regulations, new policy circulars, and changes to circulars; the Code of Federal Regulations which consolidates permanent rules and regulations and Federal policy circulars published in the Federal Register; the Federal Budget which provides information on existing and proposed programs; and the State Central Information Reception Agencies (SCIRAs) which maintain information on grants previously awarded.

FEDERAL INFORMATION CENTERS

The Federal Information Centers, or FIC's, exist primarily to assist persons by answering questions concerning the Federal Government. A visit, letter or telephone call to the nearest Center will get a direct answer to a query or put the individual in touch with the proper Federal agency that can be of assistance. Addresses and telephone numbers of Federal Information Centers are listed in this Appendix. Also listed are telephone numbers in cities which have toll-free tielines that will put the inquirer in contact with the nearest Center.

FEDERAL REGIONAL COUNCILS

The Federal Regional Councils, or FRC's, consist of the principal regional officials of the Departments of Agriculture; Commerce; Energy; Health, Education, and Welfare; Housing and Urban Development; Interior; Labor; Transportation; the Community Services Administration; and Environmental Protection Agency. One of the functions of the Councils is to coordinate the operations of the larger assistance programs.

The Federal Regional Councils can answer many questions concerning assistance programs, but they best serve the needs of larger organizations and units of State and local governments. (Individuals should contact the Federal Information Centers.) Each Council has an office and permanent staff. The addresses and telephone numbers are listed

below.
