77.001 RADIATION CONTROL-TRAINING ASSISTANCE AND ADVISORY COUNSELING

FEDERAL AGENCY: NUCLEAR REGULATORY COMMISSION
AUTHORIZATION: Atomic Energy Act of 1954, as amended, Section
274; Public Law 86-373; 73 Stat. 688; 42 U.S.C. 2021.
OBJECTIVES: To assist States in achieving, maintaining, and improv-
ing their capabilities to conduct radiation control programs. This
will assure that State programs established through agreements
with NRC for transfer of certain NRC regulatory authority over
atomic energy materials to the States will continue to be adequate
to protect health and safety and be compatible with NRC's regula-
tory program.

TYPES OF ASSISTANCE: Advisory Services and Counseling; Dis-
semination of Technical Information; Training.

USES AND USE RESTRICTIONS: Training is provided at no cost to personnel of State and local governments in order to improve the radiological health training of staff members responsible for carrying out radiation control programs. Courses and counseling are provided in health physics and radiation protection, safety aspects of using radioactive materials, regulatory practices and procedures, and compliance inspection. States may also request reimbursement of their employees' expenses incurred in NRC approved training activities.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: State and local government agencies which are
or will be responsible for administering radiation control programs
under an agreement with NRC for assumption by the State of reg-
ulatory authority initially exercised by the NRC.
Beneficiary Eligibility: Personnel nominated by State and local gov-
ernment agencies for specific training courses must have academic
training or experience in one of the physical or life sciences equiv-
alent to a bachelor's degree.

FEDERAL AGENCY: NUCLEAR REGULATORY COMMISSION AUTHORIZATION: Atomic Energy Act of 1954, as amended, Energy Reorganization Act of 1974, Executive Orders 11051 and 11490. OBJECTIVES: To assist State and local governments develop and maintain radiological emergency response plans and preparedness in support of fixed nuclear facilities and transportation involving radioactive materials.

TYPES OF ASSISTANCE: Advisory Services and Counseling; Training.

USES AND USE RESTRICTIONS: Training is provided at no cost to

personnel of State and local governments who are responsible for planning for, and responding to, emergencies involving radioactive materials, especially those involving nuclear power facilities. Courses are provided in planning and operational response. ELIGIBILITY REQUIREMENTS: Applicant Eligibility: State or local government personnel who are, or will be, responsible for developing radiological emergency response plans and who are, or will be, responsible for responding to accidents involving radioactive materials. Applicants must be nominated by either the State Director of Radiological Health or the State Director of Civil Defense or Emergency Services. Beneficiary Eligibility: Same as Applicant Eligibility. Credentials/Documentation: In some cases, written documentation of the applicant's eligibility is required.

78.004 COMMODITY FUTURES REPARATIONS CLAIMS

FEDERAL AGENCY: COMMODITY FUTURES TRADING COMMISSION

AUTHORIZATION: Commodity Exchange Act, as amended by the Commodity Futures Trading Commission Act, Public Law 93-463, October 23, 1974, and the Futures Trading Act of 1978, Public Law 95-405.

OBJECTIVES: To respond to customer complaints and inquiries and to examine complaints indicating a need for enforcement action. In addition, the Commission provides a forum for hearing and ruling on reparations complaints against registrants regarding monetary damages resulting from violation of the Commodity Exchange Act or regulations.

TYPES OF ASSISTANCE: Investigation of Complaints.

USES AND USE RESTRICTIONS: Customer complaints are an important source of information about possible violations and assist the Commodity Futures Trading Commission in its enforcement and regulatory functions. Persons who believe they may have been cheated or defrauded in their trading transactions should advise the Commission so that it may take appropriate action. The Commission also provides a customer reparations forum where monetary awards may be directed to any person who can prove damage received as a result of violation of the Commodity Exchange Act in dealing with persons or companies registered with the Commission. Information on future trading is also available to the general public upon request.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Market users and the general public can submit
customer complaints or inquiries. Reparations complaints may be
received from market users stating a claim for damages as a result
of violations of the Commodity Exchange Act or regulation there-
under by a person or firm registered under the Act.
Beneficiary Eligibility: Same as Applicant Eligibility.
Credentials/Documentation: Reparations complaints must be proven
by the complainant and must meet requirements for filing specified
by Commission regulations.

Application Procedure: Customer complaints and inquiries may be made by letter or telephone, or in person to any office of the Commission.
