The committee will be in order. At this time, we start our hearings with the Department of Education concerning the budget request for fiscal year 1985. We have before the committee the Secretary of the Department of Education, Mr. T. H. Bell. Dr. Bell, it is a pleasure to have you appear before our committee at this time. Before you proceed, tell us who you have with you at the table? INTRODUCTION OF STAFF Secretary BELL. We are pleased to be here this morning and on my left is Gary Bauer, Deputy Under Secretary for Planning, Budget and Evaluation; and on my right is Sally Christensen, Director of Budget Service, we think the best Budget Director in the Government. We may be engaging in braggadocio about that, but we don't think we are exaggerating very much. We are really very proud of Sally. And Bill Dingeldein, Deputy Director of the Budget Service. FISCAL YEAR 1985 EDUCATION REQUEST Secretary BELL. I will submit my statement and make a couple summarizing comments. Our 1985 budget request totals $15.5 billion and if it is enacted, it would be the largest education appropriation in history. It is up $100 million from 1984. We propose $7.4 billion for elementary and secondary education, and $6.6 billion of that would be for State and local educational agencies in the field of elementary and secondary education, where we target the money on the disadvantaged and the handicapped.
