Teacher Training Institute: Authorizes $500,000 for the fiscal year ending June 30, 1966, and each of the 2 succeeding years. For the fiscal year ending June 30, 1969, and each subsequent fiscal year such sums as Congress may hereafter authorize.

10. Educational aspects of the Economic Opportunity Amendments of 1965 (Public Law 89-253)

Title I-Extends programs through fiscal year ending June 30, 1968: Authorizes $412,500,000 for the fiscal year ending June 30, 1965; $700 million for the fiscal year ending June 30, 1966; and for the succeeding 2 fiscal years such sums as Congress may hereafter authorize.

Title II-Extends programs through fiscal year ending June 30, 1968: Authorizes $340 million for the fiscal year ending June 30, 1965; $850 million for the fiscal year ending June 30, 1966; and for the next 2 succeeding fiscal years such sums as Congress may hereafter authorize.

Title V-Extends program through fiscal year ending June 30, 1968: Authorizes $150 million for the fiscal years ending June 30, 1965, and June 30, 1966; and such sums as Congress may hereafter authorize for the fiscal years ending June 30, 1967, and June 30, 1968. Title VI-Extends programs through fiscal year ending June 30, 1968: Authorizes $10 million for fiscal year ending June 30, 1965; $30 million for the fiscal year ending June 30, 1966; and such sums as Congress may hereafter authorize for the fiscal years ending June 30, 1967, and June 30, 1968.

11. Loan service of educational media for deaf persons (Public Law 89-258)

Authorizes $3 million for each of the fiscal years 1966 and 1967; $5 million annually for each of the fiscal years 1968 and 1969; and $7 million for fiscal year 1970 and each succeeding year thereafter. Indefinite termination.

12. National Vocational Student Loan Insurance Act of 1965 (Public Law 89-287)

Vocational student loan insurance fund (sec. 13): Authorizes (A) $250,000 and (B) such further sums, if any, as may become necessary. Interest on insured loans (sec. 9): Authorizes to be appropriated such sums for the fiscal year ending June 30, 1966, and succeeding fiscal years, as may be required therefor.

Advances for reserve funds of State and nonprofit private loan insurance programs (sec. 3): Authorizes $1,875,000 for such fund to remain available until the close of fiscal year ending June 30, 1968.

Direct loan program (sec. 10): Authorizes $1 million for the fiscal year ending June 30, 1966, and for each of the 4 succeeding fiscal years.

Terminations: The loan insurance program shall terminate June 30, 1972.

13. School construction in areas affected by disasters (Public Law 89–313) School construction (school construction assistance (sec. 16) and assistance for current school expenditures (sec. 7)): Authorizes to be

appropriated for each fiscal year such amounts as may be necessary to carry out sections 16 and 7. Pending such appropriation other funds heretofore or hereafter appropriated for other sections of Public Laws 815 and 874, 81st Congress, as may be necessary for immediate assistance may be expended and reimbursed from the appropriations authorized, when made.

14. The Higher Education Act of 1965 (Public Law 89-329)

Title I-Community service and continuing education programs: Authorizes $25 million for the fiscal year ending June 30, 1966: $50 million for fiscal years ending June 30, 1967 and 1968; and for fiscal years ending June 30, 1969 and 1970, such sums as may hereafter be authorized.

Title II-College library assistance, training, and research:

Part A (grants, library resources): Authorizes $50 million for fiscal years ending June 30, 1966, 1967, and 1968; for the fiscal years ending June 30, 1969 and 1970, such sums as hereafter may be authorized.

Part B (training and research): Authorizes $15 million for fiscal years ending June 30, 1966, 1967, and 1968; for fiscal years ending June 30, 1969 and 1970, such sums as may hereafter be authorized.

Part C (strengthening resources): Authorizes $5 million for the fiscal year ending June 30, 1966; $6,315,000 for the fiscal year ending June 30, 1967; $7,770,000 for the fiscal year ending June 30, 1968; and for the fiscal years ending June 30, 1969 and 1970, such sums as may hereafter be authorized.

Title III-Strengthening developing institutions: Authorizes $55 million in the fiscal year ending June 30, 1966.

Title IV-Student assistance:

Part A (scholarships): Authorizes $70 million for fiscal years ending June 30, 1966, 1967, and 1968; and for fiscal years ending June 30, 1969 and 1970, such sums as may hereafter be authorized.

Part B (insured loans):

Authorizes $17,500,000 for advances for fiscal years ending June 30, 1966, 1967, and 1968.

Authorizes $1 million and such further sums as may become necessary for student loan insurance fund.

Authorizes for fiscal year ending June 30, 1966, and succeeding fiscal years, such sums as may be required for interest on student loans.

Part C (work-study program): Authorizes $129 million for the fiscal year ending June 30, 1966 (including $60 million transferred from the antipoverty authorization), $165 million for fiscal year ending June 30, 1967, and $20 million for fiscal year ending June 30, 1968.

Part D (National Defense Education Act Amendments):

Authorizes, under title III, NDEA, $100 million for fiscal years ending June 30, 1966, 1967, and 1968.

Authorizes, under title XI, NDEA, $50 million for fiscal years ending June 30, 1966, 1967, and 1968. Title V-Teacher programs:

Part B (National Teacher Corps): Authorizes $36,100,000 for the fiscal year ending June 30, 1966, and $64,715,000 for fiscal year ending June 30, 1967.

Part C (teacher fellowships): Authorizes $40 million for fiscal year ending June 30, 1966; $160 million in fiscal year ending June 30, 1967; $275 million in fiscal year ending June 30, 1968; and such sums for the 2 succeeding fiscal years as necessary to enable persons awarded scholarships prior to July 1, 1968, to complete their study under the fellowships.

Title VI—Improvement of Undergraduate Instruction

Part A (Equipment, minor remodeling): Authorizes $35 million for the fiscal year ending June 30, 1966; $50 million for fiscal year ending June 30, 1967; $60 million for fiscal year ending June 30, 1968.

Grants, television equipment, and minor remodeling: Authorizes $2,500,000 for the fiscal year ending June 30, 1966; $10 million for fiscal years ending June 30, 1967,and 1968.

Administration of State plans: Authorizes $1 million for the fiscal year ending June 30, 1966, and each of the two succeeding fiscal years. For the fiscal years ending June 30, 1969 and 1970, such sums may be appropriated for all the above as Congress may hereafter authorize by law.

Part B (Faculty development programs): Authorizes $5 million for the fiscal year ending June 30, 1966, and for each of the two succeeding fiscal years; for fiscal 1969 and 1970 such sums as may hereafter be authorized.

Title VII-Amendments to the Higher Education Facilities Act of 1963 (Public Law 88-204):

Title I-Undergraduate facilities: Authorizes $460 million for the fiscal year ending June 30, 1966.

Title II-Graduate facilities: Authorizes $120 million for the fiscal year ending June 30, 1966.

15. Vocational Rehabilitation Act Amendments of 1965 (Public Law 89-333)

Section 2 (grants to States, cost of services): Authorizes $300 million for the fiscal year ending June 30, 1966; $350 million for the fiscal year ending June 30, 1967; $400 million for the fiscal year ending June 30, 1968; and for the fiscal year ending June 30, 1969, such sums as may hereafter be authorized.

Section 3 (grants to States, costs of project innovations): Authorizes $5 million for the fiscal year ending June 30, 1966; $7 million for the fiscal year ending June 30, 1967; $9 million for the fiscal year ending June 30, 1968; and for the fiscal year ending June 30, 1969, such sums as may hereafter be authorized.

Section 4(a) (grants for research, demonstration, training, and traineeships, etc.): Authorizes $80 million for the fiscal year ending June 30, 1966; $104 million for the fiscal year ending June 30, 1967; $117 million for the fiscal year ending June 30, 1968; for the fiscal year ending June 30, 1969, such sums as may hereafter be authorized. (Terminations on special programs under section 4 (a) are not listed).

Section 12 (grants for construction of facilities and workshops): Authorizes $1,500,000 for the fiscal year ending June 30, 1966; $7 million for the fiscal year ending June 30, 1967; $9 million for the fiscal year ending June 30, 1968; and for each of the 2 succeeding fiscal years such sums as may hereafter be authorized.

Termination of grants: June 30, 1970.

Section 13 (grants for projects for training services): Authorizes $1,500,000 for the fiscal year ending June 30, 1966; $9 million for fiscal year ending June 30, 1967; $14 million for fiscal year ending June 30, 1968; and for each of the 3 succeeding fiscal years such sums as may hereafter be authorized.

Termination of grants program: June 30, 1971.

Section 15 (National Commission on Architectural Barriers to Rehabilitation of the Handicapped): Authorizes $250,000 for the fiscal year ending June 30, 1966, and each of the 2 succeeding fiscal

years.

Section 7 (research and information): Authorizes for the fiscal year ending June 30, 1966, and each succeeding fiscal year, such sums as may be necessary.

Section 14 (President's Committee on National Employment of the Handicapped): Authorizes $500,000 annually.

Title IV, Higher Education Facilities Act (Public Law 88-204) (administrative appropriation authorization). The act authorized such sums for fiscal year 1964 and each year thereafter as may be necessary for the cost of administering the provisions of the act. Library Services and Construction Act (Public Law 88-269) (statute authorized stated amount for fiscal year ending June 30, 1964, but for each of the next 2 fiscal years only such sums as the Congress may determine).

June 30, 1965:

A. Termination of enactments: School assistance to federally affected areas, under act of 1963 (Public Law 88-210) (amending Public Laws 815 and 874). (Extended further by Public Law 88-665).

B. Termination of authorizations:

Practical Nurse Training Extension Act of 1961 (Public Law 87-22). (See later indefinite extension.)

Training of personnel for juvenile delinquency control, under act of 1961 (Public Law 87-274). (See later extension.)
