Daniels, of New Jersey. The bill was referred to the Committee on Education and Labor. It was reported from that committee on May 28, 1965 (Rept. No. 432). It passed the House on July 29, 1965. It was reported in the Senate, from the Committee on Labor and Public Welfare, on September 30, 1965 (Rept. No. 806). It passed the Senate, amended, on October 1, 1965. On October 7, 1965, the House asked for a conference. The Senate agreed to the conference on October 15, 1965. The conference report was filed on October 21, 1965 (Rept. No. 1204). The act was approved by the President on November 8, 1965, and became Public Law 89-333.

The principal provisions of the act are designed—

(1) to liberalize the Federal financing of the vocational rehabilitation program, so that, in securing non-Federal funds, the State vocational rehabilitation agencies, private and public local agencies, and, in fact, the disabled persons of the Nation, are not adversely affected by the higher Federal shares now provided for various other grant-in-aid programs;

(2) to encourage the development of new programs of rehabilitation services; especially programs of services for those suffering particularly severe or catastrophic disabilities;

(3) to permit the extension of rehabilitation services to greater numbers of disabled, particularly severely disabled persons;

(4) to assist in the construction and operation of new rehabilitation workshops and facilities;

(5) to provide for improved training opportunities in existing workshops and rehabilitation facilities;

(6) to initiate a concerted effort to remove architectural barriers to the rehabilitation of the handicapped;

(7) to provide expanded training opportunities for persons entering the field of vocational rehabilitation;

(8) to permit more flexibility with respect to the State administration of the programs; and

(9) to establish an intramural research program and data processing service in the Vocational Rehabilitation Administration.

Following is a digest of the act:

Authorizes specific appropriations for fiscal 1966-68 for existing programs of grants to the States for vocational rehabilitation. Liberalizes Federal financing of vocational rehabilitation programs. Authorizes the use of Federal funds for new vocational rehabilitation services and projects.

Liberalizes existing requirements with respect to State administration of vocational rehabilitation programs.

Broadens the existing definition of vocational rehabilitation services to include determination of rehabilitation potential. Authorizes grants to the States for construction of rehabilitation facilities and workshops and for the improvement of existing workshops.

Establishes in the Department of Health, Education, and Welfare a 12-member National Policy and Performance Council to advise the Secretary on policy matters and to make recommendations with respect to workshop improvement.

Establishes in the Department of Health, Education, and Welfare a 15-member National Commission on Architectural Barriers to Rehabilitation of the Handicapped to determine architectural barriers which impede handicapped persons.

Lists a number of fields in which grants for training and traineeships may be made.

Provides for special programs and comprehensive planning to expand vocational rehabilitation services and raises the time limitation on training.

Establishes an intramural research program and data processing service in the Vocational Rehabilitation Administration.

PART II

A. FIRST SESSION, 1961

1. Practical Nurse Training Extension Act

Appropriation authorized for fiscal year ending June 30, 1957: Not to exceed $5 million and the same for each of the next 8 fiscal years (to June 30, 1965).

Termination of authorization of appropriation: June 30, 1965.

2. Establishment of a teaching hospital for Howard University

Operation of hospital: Annual appropriation authorized in such sums as the Congress may determine for the partial support of the operation of the teaching hospital facilities. Fiscal year ending June 0, 1962, $3,736,000.

Fiscal year ending June 30, 1963.
Fiscal year ending June 30, 1964-

Fiscal year ending June 30, 1965

Appropriations terminate at end of each fiscal year.

Construction of hospital facilities: Authorization of such sums as may be necessary for the construction of a building and facilities. No termination date of authorization stated.

3. Training of personnel for juvenile delinquency control

Appropriation authorized for fiscal year ending June 30, 1962, and for each of the two succeeding fiscal years: $10 million (75 Stat. 573). Authorization was extended until fiscal year ending June 30, 1965: $10 million.

Fiscal year ending June 30, 1966: Only such sums may be appropriated as the Congress may authorize by law (78 Stat. 309).

Reconsideration of authorization necessary before fiscal year ending June 30, 1965.

4. Training for teachers of deaf persons

Authorization of appropriation for fiscal year ending June 30, 1962, and for fiscal year ending June 30, 1963: $1,500,000. Termination of act: June 30, 1963.

5. Promotion of education for the blind

Authorizes an annual appropriation of such sum as the Congress may determine (in addition to the permanent appropriation made by act of Mar. 3, 1879, 20 Stat. 468).

The annual appropriation of $865,000 for this fiscal year ends June 30, 1965.

6. Extension of the National Defense Education Act and school assistance to impacted areas

Authorization under Public Law 815 (construction): $60 million for fiscal year ending June 30, 1962, and for fiscal year ending June 30, 1963. For districts with large numbers of children on tax-exempt Indian lands: Authorization raised from $40 million to $60 million. National Defense Education Act, extension: The act was extended for 2 years, through June 30, 1964, with the following authorizations for the 2-year period:

Title II, $180 million (loans to student in institutions of higher education).

Title III, $150 million (strengthening science, mathematics, and language instruction).

Title IV, $50 million (national defense fellowships).

Title V, $44.5 million (guidance, counseling, and testing).
Title VI, $30.5 million (language development).

Title VII, $10 million (research in utilization of educational media).

Title VIII, $30 million (State grants for area vocational programs).

Title X, $5.2 million (statistical services, State educational agencies).

7. Amendment of the National Defense Education Act

No authorization involved in amendment.
Does not call for reconsideration.

B. SECOND SESSION, 1962

1. Manpower Development and Training Act

Title I-Manpower requirements: Authorization of appropriation for fiscal year ending June 30, 1963, $2 million; for fiscal year ending June 30, 1964, $3 million; for the fiscal year ending June 30, 1965, $3 million (like amount authorized for 1966 fiscal year by 1963 amendment).

Title II-Training and skill development programs: Authorized $97 million for fiscal year ending June 30, 1963; $161 million for fiscal year ending June 30, 1964; $161 million for fiscal year ending June 30, 1965 (increased to $407 million by 1963 amendment).

Title III-Miscellaneous: Authorized $1 million for fiscal year ending June 30, 1963; $1 million for fiscal year ending June 30, 1964; $1 million for fiscal year ending June 30, 1965.

Planning and starting program: Authorized $5 million for the fiscal year ending June 30, 1962.

Termination dates:

Title I-Manpower requirements, development, and utilization: Authorization of appropriation terminates at the end of the fiscal year ending June 30, 1966.

Title II-Training and skill development programs: Authorization of appropriation terminates at the end of the fiscal year ending June 30, 1966.

Title III-Miscellaneous: Authorization of appropriation terminates at the end of the fiscal year ending June 30, 1966.

2. Revision of formula of the School Lunch Act

Authorizes for each fiscal year sums to be appropriated as may be necessary to carry out the provisions of the act.

Authorization of appropriation terminates at the end of this fiscal year ending June 30, 1965.

EIGHTY-EIGHTH CONGRESS

A. FIRST SESSION, 1963

1. The Higher Education Facilities Act of 1963

Title I-Construction grants, undergraduate academic facilities: Authorized $230 million for the fiscal year ending June 30, 1964, and each of the 2 succeeding fiscal years; but for fiscal year ending June 30, 1967, and the succeeding fiscal years, only such sums may be appropriated as the Congress may hereafter authorized by law. In addition for the fiscal year ending June 30, 1965, and the succeeding fiscal year, there is authorized to be appropriated the difference (if any) between the sums authorized to be appropriated for preceding fiscal years and the aggregate of the sums which were appropriated for such preceding

years.

Title II-Construction grants, graduate academic facilities: Authorized to be appropriated for the fiscal year ending June 30, 1964, the sum of $25 million; $60 million for the fiscal year ending June 30, 1965, and the succeeding fiscal year; but for the fiscal year ending June 30, 1967, and the succeeding fiscal year, only such sums may be appropriated as the Congress may hereafter authorize by law.

Title III-Loans, construction of academic facilities: Authorized to be appropriated for the fiscal year ending June 30, 1964, and each of the 2 succeeding fiscal years the sum of $120 million; but for the fiscal year ending June 30, 1967, and the succeeding fiscal year, only such sums may be appropriated as the Congress may hereafter authorize.

Title IV-General provisions: Authorized to be appropriated for the fiscal year ending June 30, 1964, and for each fiscal year thereafter such sums as may be necessary for the cost of administering the provisions of the act.

Termination: Authorizations for appropriations for all titles of the act terminate at the end of fiscal year ending June 30, 1968.

2. The Vocational Education Act of 1963

Part A-Vocational education: Authorization of appropriation for fiscal year ending June 30, 1964, $60 million; for fiscal year ending June 30, 1965, $118.5 million; for fiscal year ending June 30, 1966, $177.5 million; for the fiscal year ending June 30, 1967 and each year thereafter $225 million.

No termination of authorization stated.

Section 13, work study programs for vocational education students, and section 14, residential vocational education schools: Authorizes for sections 13 and 14, $30 million for the fiscal year ending June 30, 1965; $50 million for the fiscal year ending June 30, 1966; $35 million for the fiscal year ending June 30, 1967; and the succeeding fiscal year. Authorization of appropriations terminates at the end of the fiscal year ending June 30, 1968.
