AUTHORIZATION FOR APPROPRIATIONS

June 30, 1962:

B. Termination of authorizations: Planning and starting program under the Manpower Development and Training Act of 1962 (Public Law 87415). June 30, 1963:

A. Termination of enactments: Training for teachers of deaf persons under act of 1961 (Public Law 87-276).

B. Termination of authorizations: School assistance to federally impacted areas construction-under 1961 extension (Public Law 87-344) of Public Law 815 (extended through June 30, 1965, by 1963 act).

June 30, 1964:

A. Termination of enactments: 1961 extension of the National Defense Education Act (Public Law 87-344) (later extended by acts in 1963 and 1964).

B. Termination of authorizations:

Title IV, Higher Education Facilities Act (Public Law 88-204) (administrative appropriation authorization): The act authorized such sums for each fiscal year after 1964 as may be necessary for the cost of administering the provisions of the act.

Library Services and Construction Act (Public Law 88-269) (statute authorized stated amounts for fiscal year ending June 30, 1964, but for each of the next 2 fiscal years only such sums as the Congress may determine).

June 30, 1965:

A. Termination of enactments: School assistance to federally affected areas, under act of 1963 (Public Law 88-210) (amending Public Laws 815 and 874).

B. Termination of authorizations:

Practical Nurse Training Extension Act of 1961 (Public Law 87-22). Training of personnel for juvenile delinquency control, under act of 1961 (Public Law 87-274).

Promotion of education for the blind under act of 1961 (Public Law 87-294).

School Lunch Act (under 1961 revision of formula, Public Law 87-823).

Title II of National Defense Education Act under amendments and extension of 1963 (Public Law 88-210) (1964 act extends through June 30, 1968).

Title III of National Defense Education Act under amendments and
extension of 1963 (Public Law 88-210) (1964 act extends through
June 30, 1968).

Establishment of a teaching hospital for Howard University (Public
Law 87-262).

B. Termination of authorizations:

Juvenile Delinquency and Youth Offenses Control Act (Public Law 88-368) (act authorized stated amounts through fiscal year 1965 but such sums for fiscal year ending June 30, 1966, as the Congress may hereafter authorize).

Economic Opportunity Act, educational and training aspects of (Public Law 88-452) (act authorized stated amounts through fiscal year ending June 30, 1965, but for the fiscal years ending June 30, 1966 and 1967, such sums as Congress may hereafter authorize).

June 30, 1966:

B. Termination of authorizations:

The Manpower Development and Training Act; Manpower Act of
1965 (Public Law 89-15), titles I, II, and III (the act provides
that for each fiscal year after 1966 "such amounts as may be neces-
sary" are authorized to be appropriated).

Library Services and Construction Act (Public Law 88-269), titles
I and II.

Juvenile Delinquency and Youth Offenses Control Act, extension of
1964 (Public Law 88-368).

The Higher Education Facilities Act of 1963 (Public Law 88-204), titles I, II, and III (statute provides also that for the fiscal year ending June 30, 1967, and the succeeding fiscal year only such sums may be appropriated as the Congress may hereafter authorize by law).

The Elementary and Secondary Education Act of 1965 (Public Law 89-10), title I, III, and V (the act authorized stated amounts through fiscal year ending June 30, 1966, but for each of 3 succeeding fiscal years (through fiscal 1970) only such sums may be appropriated as Congress may hereafter authorize by law).

June 30, 1967:

(Title I authorizations for fiscal years ending June 30, 1967 and 1968, will be determined by Congress based on formula set forth with act.)

B. Termination of authorizations:

The Vocational Education Act of 1963, part A (Public Law 88-210) (also authorizes a continuing appropriation "each year thereafter" of $225 million).

Economic Opportunity Act (Public Law 88-452), educational and training aspects of; titles I, II, V, and VI.

June 30, 1968:

A. Termination of enactments:

Title I of the Elementary and Secondary Education Act of 1965 (Public Law 89-10) (amending Public Law 874, 81st Cong., federally impacted areas).

Titles I, II, and III of the Higher Education Facilities Act of 1963 (Public Law 88-204).

B. Termination of authorizations:

Sections 13 and 14 of the Vocational Education Act of 1963 (Public
Law 88-210).

The National Defense Education Act, amendments and extensions
of 1964 (Public Law 88-665), titles II, III, V, VI, and XI.
Title I of the Elementary and Secondary Education Act of 1965
(Public Law 89-10) (amending Public Law 874, 81st Cong.,
federally impacted areas).

June 30, 1970:

A. Termination of enactments: The Elementary and Secondary Education Act of 1965 (Public Law 89-10), programs under titles II and III terminate.

B. Termination of authorizations: The Elementary and Secondary Education Act of 1965 (Public Law 89-10), titles II, III, IV, and V.

Indefinite termination date:

A. Termination of enactments: National Arts and Cultural Development Act (Public Law 88-579).

B. Termination of authorizations:

The Vocational Education Act of 1963 (Public Law 88-210) (author-
ized appropriations of $225 million for fiscal year 1967 and "each
year thereafter."

The Manpower Act of 1965 (Public Law 89-15).

Establishment of a teaching hospital for Howard University (Public
Law 87-262), hospital construction provisions.

In Part "A. Termination of Enactment" insert in a new paragraph after "National Arts and Cultural Development Act (Public Law 88-579)" the following: National Technical Institute for the Deaf Act (Public Law 89-36). In Part "B. Termination of Authorizations" insert the following before the signature:

National Technical Institute for the Deaf Act (Public Law 89-36) (authorizes "for each fiscal year such sums as may be necessary" for establishment and operation, construction and equipment, and acquisition of real and personal property).
