EIGHTY-EIGHTH CONGRESS

A. FIRST SESSION, 1963

1. The Higher Education Facilities Act of 1963

Title I-Construction grants, undergraduate academic facilities: Authorized $230 million for the fiscal year ending June 30, 1964, and each of the 2 succeeding fiscal years; but for fiscal year ending June 30, 1967, and the succeeding fiscal years, only such sums may be appropriated as the Congress may hereafter authorized by law. In addition for the fiscal year ending June 30, 1965, and the succeeding fiscal year, there is authorized to be appropriated the difference (if any) between the sums authorized to be appropriated for preceding fiscal years and the aggregate of the sums which were appropriated for such preceding years.

Title II-Construction grants, graduate academic facilities: Authorized to be appropriated for the fiscal year ending June 30, 1964, the sum of $25 million; $60 million for the fiscal year ending June 30, 1965, and the succeeding fiscal year; but for the fiscal year ending June 30, 1967, and the succeeding fiscal year, only such sums may be appropriated as the Congress may hereafter authorize by law.

Title III-Loans, construction of academic facilities: Authorized to be appropriated for the fiscal year ending June 30, 1964, and each of the 2 succeeding fiscal years the sum of $120 million; but for the fiscal year ending June 30, 1967, and the succeeding fiscal year, only such sums may be appropriated as the Congress may hereafter authorize.

Title IV-General provisions: Authorized to be appropriated for the fiscal year ending June 30, 1964, and for each fiscal year thereafter such sums as may be necessary for the cost of administering the provisions of the act.

Termination: Authorizations for appropriations for all titles of the act terminate at the end of fiscal year ending June 30, 1968.

2. The Vocational Education Act of 1963

Part A-Vocational education: Authorization of appropriation for fiscal year ending June 30, 1964, $60 million; for fiscal year ending June 30, 1965, $118.5 million; for fiscal year ending June 30, 1966, $177.5 million; for the fiscal year ending June 30, 1967 and each year thereafter $225 million.

No termination of authorization stated.

Section 13, work study programs for vocational education students, and section 14, residential vocational education schools: Authorizes for sections 13 and 14, $30 million for the fiscal year ending June 30, 1965; $50 million for the fiscal year ending June 30, 1966; $35 million for the fiscal year ending June 30, 1967; and the succeeding fiscal year. Authorization of appropriations terminates at the end of the fiscal year ending June 30, 1968.

3. National Defense Education Act amendments and extension (1963) (Public Law 88-210)

Title II-Loans, students in higher education institutions: The 1963 amendment increased the authorized appropriation for the fiscal year ending June 30, 1964, from $90 million to $125 million, authorized $135 million for the fiscal year ending June 30, 1965. (NOTE. See 1964 act for further increase in authorization and for extension.)

Title III Strengthening science, mathematics, and language programs: Extended for 1 fiscal year (through June 30, 1965) the authorization of $70 million. (NOTE.-See 1964 amendment for further increase in authorization and extension.)

4. School assistance to federally affected areas, extension (Public Law 88-120, pt. C)

No change in the authorizations.

Extends program through June 30, 1965. (See 1965 act for amendment.)

5. Manpower Development and Training Act amendments (Public Law 88-214)

Title I-Manpower requirements, development, and utilization: Extended the $3 million authorization for fiscal year ending June 30, 1964 for the 2 succeeding fiscal years (to June 30, 1966).

Title II-Training and skill development programs: Increased the authorized appropriation for the fiscal year ending June 30, 1965, from $161 million to $407 million and authorized $281 million for the fiscal year ending June 30, 1966.

Title III-Miscellaneous provisions: Authorized an appropriation of $1 million for the fiscal year ending June 30, 1966. (NOTE.-See 1965 amendments for further increases and extensions of above authorizations.)

B. SECOND SESSION, 1964

1. The Library Services and Construction Act

Title 1-Public library services: Amended existing authorization to increase authorization to $7.5 million for fiscal year 1963 and $25 million for the fiscal year ending June 30, 1964, and for each of the next 2 fiscal years such sums as the Congress may determine.

Title II-Public library construction: Authorizes $20 million for the fiscal year ending June 30, 1964; and for each of the next 2 fiscal years such sums as the Congress may determine.

Authorization of appropriations for the act terminates at the end of fiscal year ending June 30, 1966.

2. Extension of the Juvenile Delinquency and Youth Offenses Control Act of 1961

The 1964 amendment authorized $10 million appropriations for the 3 fiscal years succeeding June 30, 1962, instead of only for the 2 fiscal years succeeding June 30, 1962, and permitted appropriation of such sum for fiscal year ending June 30, 1966, as the Congress may hereafter authorize.

In addition, the sum of $5 million is authorized to be appropriated for a special study of school attendance and child labor laws and a national juvenile delinquency demonstration project, to remain available until expended.

Authorization of appropriation terminates at the end of fiscal year ending June 30, 1966.

3. Educational and training aspects of the Economic Opportunity Act of 1964

Title I-Youth programs: Authorizes $412.5 million for the fiscal year ending June 30, 1965; and for the fiscal years ending June 30, 1966 and 1967, such sums as Congress may authorize hereafter by law.

Title II-Urban and rural community action programs: Authorizes an appropriation of $340 million for the fiscal year ending June 30, 1965; and for the fiscal year ending June 30, 1966 and 1967, such sums as the Congress may hereafter authorize.

Title V-Work experience programs: Authorizes an appropriation of $150 million for the fiscal year ending June 30, 1965; and for the fiscal years ending June 30, 1966 and 1967, such sums as Congress may hereafter authorize by law.

Title VI-Administration and coordination: Authorizes an appropriation of $10 million for the fiscal year ending June 30, 1965; and for the fiscal years ending June 30, 1966 and 1967, such sums as Congress may hereafter authorize by law.

Authorizations for appropriations for all titles terminate at the end or fiscal year ending June 30, 1967.

4. National Arts and Cultural Development Act of 1964

Authorizes such sums as may be necessary, not to exceed $150,000, to carry out the act.

No termination date stated for the act.

5. Loans to students of optometry

No additional authorization involved; this act extends the provision of the Health Professions Educational Assistance Act, supra. 6. National Defense Education Act amendments and extension (1964)

Title II-Loans to students in institutions of higher education: The 1964 amendment increased the authorized appropriation for the fiscal year ending June 30, 1965, from $135 million to $163 million, authorized $179.3 million for the fiscal year ending June 30, 1966, $190 million for the fiscal year ending June 30, 1967, and $195 million for the fiscal year ending June 30, 1968.

Authorization of appropriation for title II terminates at the end of fiscal year ending June 30, 1968.

Title III-Programs for strengthening science, mathematics, and language instruction: The 1964 amendment provides for authorizations of $90 million for the fiscal year ending June 30, 1965, and for each of the 3 succeeding fiscal years for payments to State educational agencies for acquisition of equipment, remodeling, and loans to nonprofit private schools; and $10 million for the fiscal year ending June 30, 1965, and for each of the 3 succeeding fiscal years for programs to expand supervisory services in public elementary and secondary schools.

Authorization of appropriation for title III terminates at the end of fiscal year ending June 30, 1968.

Title V-Guidance, counseling, and testing: The 1964 amendment increased the authorized appropriation for the fiscal year ending June 30, 1965, from $17.5 million to $24 million and authorized $24.5

million for the fiscal year ending June 30, 1966, and $30 million for each of the 2 succeeding fiscal years.

Authorization of appropriation for title V terminates at the end of fiscal year ending June 30, 1968.

Title VI-Language development: The 1964 amendment substituted provisions authorizing appropriation of $8 million for fiscal year ending June 30, 1964, $13 million for fiscal year ending June 30, 1965, $14 million for fiscal year ending June 30, 1966, $16 million for fiscal year ending June 30, 1967, and $18 million for fiscal year ending June 30, 1968, for former provisions which authorized the appropriation of such sums as may be necessary to carry out the provisions of the title, not to exceed $8 million in any one fiscal year.

Authorization of appropriation for title VI terminates at the end of the fiscal year ending June 30, 1968.

Title XI-Institutes: Authorized to be appropriated $32,750,000 for the fiscal year ending June 30, 1965, and each of the 3 succeeding fiscal years.

Authorization of appropriation for title XI terminates at the end of the fiscal year ending June 30, 1968.

7. School assistance to federally affected areas amendment and extension (Public Law 874, 81st Cong.)

Provisions of title XI extended for 1 year; no increase in authorizations.

Provisions of title XI terminate June 30, 1966 (but see 1965 extension).

EIGHTY-NINTH CONGRESS

A. FIRST SESSION, 1965

1. The Elementary and Secondary Education Act of 1965

Title I-Financial assistance for local educational agencies in areas affected by Federal activity (amending Public Law 874, 81st Cong.): The act sets forth a formula for making allotments to school districts for fiscal year 1966 which has the effect of authorizing the appropriation of approximately $1.06 billion for title I for that year. The act provides that for the next 2 years Congress will determine the lowincome factor and the percentage of State per pupil expenditures to be used in the allotment formula.

The establishment of these two factors in the allotment formula will determine the amount of the authorization for those years.

Title II-School library resources, textbooks, and other instructional materials: Authorizes an appropriation of $100 million for the fiscal year ending June 30, 1966; but for the fiscal year ending June 30, 1967, and the 3 succeeding fiscal years, only such sums may be appropriated as Congress may hereafter authorize by law.

Title III-Supplementary educational centers and services: Authorizes to be appropriated $100 million for the fiscal year ending June 30, 1966; but for the fiscal year ending June 30, 1967, and the 3 succeeding fiscal years, only such sums as Congress may hereafter authorize.

Title IV-Educational research and training, construction of facilities: Authorizes to be appropriated over a period of 5 fiscal years beginning with the fiscal year ending June 30, 1966, $100 million in the aggregate.

Title V-Grants to strengthen State departments of education: Authorizes to be appropriated $25 million for the fiscal year ending June 30, 1966; but for the fiscal year ending June 30, 1967, and the 3 succeeding fiscal years, only such sums as Congress may hereafter authorize.

Terminations:

Title I-Extends present Public Law 874 provisions until June 30, 1968; authorizations terminate at end of fiscal year ending June 30, 1968.

Title II-Authorization terminates at the end of fiscal year ending June 30, 1970.

Title III-Authorizes a 5-year program with authorization terminating at the end of fiscal year ending June 30, 1970.

Title IV-This authorization remains available until expended for payments with respect to projects which have been approved before July 1, 1971.

Title V-Authorization terminates at the end of fiscal year ending June 30, 1970.

2. The Manpower Act of 1965

Title I-Manpower requirements, development, and utilization: Authorizes to be appropriated not in excess of $46 million for the fiscal year ending June 30, 1966, and for each fiscal year thereafter such amounts as may be necessary.

Title II-Training and skill development programs:

Part A, duties of Secretary of Labor; and part B, duties of Secretary of Health, Education, and Welfare, authorizes not in excess of $385 million for the fiscal year ending June 30, 1966, and for each fiscal year thereafter such amounts as may be

necessary.

Part C, redevelopment areas, authorizes not in excess of $22 million for the fiscal year ending June 30, 1966, and for each year thereafter such amounts as may be necessary.

Title III-Miscellaneous provisions: Authorizes not in excess of $1 million for the fiscal year ending June 30, 1966, and for each year thereafter such amounts as may be necessary.

Termination: Authorizations of appropriations terminate at the end of the fiscal year ending June 30, 1966.

3. National Technical Institute for the Deaf Act (Public Law 89–36)

Authorizes "to be appropriated for each fiscal year such sums as may be necessary for the establishment and operation, including construction and equipment of a National Institute for the Deaf, including sums necessary for the acquisition of property, both real and personal, and for the construction of buildings and other facilities for such Institute."

Terminations: No termination dates stated for the act.
