schools, for the years 1919 and 1920, the sum of four thousand ($4,000.00) dollars, to be used in payment of all expenses of publishing lists and other information for the use of county text book commissions, clerk hire and other necessary expenses in connection with filing of all text books submitted for distribution in the state of Missouri.

Sec. 17a. Secretary of state for purchase of license plates, clerk hire, etc.-There is hereby appropriated from the "State road fund” arising from the fees charged for the registration of motor vehicles, the sum of three hundred twenty-five thousand ($325,000.00) dollars, or so much thereof as may be necessary for the use by the secretary of state for the years 1919 and 1920 in the purchase of license plates, badges, seals, placards, record books, certificates, necessary office supplies, janitor hire, postage, freight, telegraph and telephone service, clerk hire, salary of inspector, and such traveling expenses within the state, as are necessary to enforce the law concerning the registration of motor vehicles.

Sec. 17b. State treasurer for necessary clerical help. There is hereby appropriated out of the state treasury, chargeable to the "State road fund," for the years 1919 and 1920, the sum of six thousand ($6,000.00) dollars, or so much thereof as may be necessary for the use of the state treasurer for necessary clerical help.

Sec. 17c. State road fund option stamps.-There is hereby appropriated out of the state treasury, chargeable to the "State road fund," for the years 1919 and 1920, the sum of four thousand five hundred ($4,500.00) dollars, or so much thereof as may be necessary for the use of the state auditor, for the purchase of option stamps, clerk hire, postage, telegraph and telephone service, necessary traveling expenses within the state, of the state auditor or his representative, and for the payment of such other expenses as may be incident to the issue of such option stamps.

Sec. 17d. State road fund corporation registration fees. There is hereby appropriated out of the "State road fund" arising from the collection of corporation registration fees, fines and penalties, the sum of twenty-two thousand ($22,000.00) dollars, or so much thereof as may be necessary for the use of the secretary of state, for the years 1919 and 1920, in paying the salaries of the supervisor of corporations, assistant, registration clerks, and four other clerks during the months of June, July and August of each year, and for the purchase of supplies, stamps and other necessary articles and all the actual and necessary traveling expenses within the state, of the secretary of state or the supervisor of corporation registration or his assistants.

Sec. 17e. State highway department, etc. There is hereby appropriated out of the "state road fund," the sum of three hundred and twenty thousand ($320,000.00) dollars, for the support of the state highway department, for the years 1919 and 1920, three hundred thousand ($300,000.00) dollars of which may be used to pay the salaries of the members of the state high

way board, the secretary and ex-officio superintendent, the state highway engineer, assistant engineers and such other engineers, draftsmen, clerks, employees, stenographers and other help as may be required, together with necessary office supplies, printing, janitor hire, postage, freight, telegraph and telephone service, providing additional office room, instruments and equipment, and such traveling expenses as are necessary, and twenty thousand ($20,000.00) dollars of which may be used to pay for the equipment and transportation of convict labor camps and convict laborers.

Sec. 17f. Road drag fund.-There is hereby appropriated out of the "State road fund" not otherwise appropriated, for the years 1919 and 1920, the sum of four hundred thousand ($400,000.00) dollars, to pay the cost of dragging or otherwise improving inter-county seat highways, under an act of the forty-seventh general assembly of the state of Missouri, entitled "An act to provide a system of dragged roads to connect all county seats in the state in one general system, and appropriating money therefor, with an emergency clause."

Sec. 17g. For rural post roads. There is hereby appropriated out of the "State road fund" not otherwise appropriated, derived from the fees charged for the registration of automobiles, and from the sales of stamps under chapter 91, Revised Statutes of Missouri of 1909, and from the registration of corporations under an act of the forty-seventh general assembly of the state of Missouri, entitled, "An act to provide for annual registration, supervision and filing of annual reports of certain corporations; suspension and forfeiture of corporate charters for violation of this act; reinstatement after suspension or forfeiture; and fixing fees for registration, prescribing fines and penalties for violation, and repealing all acts in conflict therewith, with an emergency clause," as amended, the sum of four million five hundred thousand dollars ($4,500,000.00), to meet and comply with the requirements of an act of the sixtyfourth congress of the United States, entitled "An act to provide that the United States shall aid the states in the construction of rural post roads, and for other purposes," and all amendments thereto, and to meet the obligation of the state of Missouri assumed under an act of the forty-ninth general assembly of the state of Missouri, entitled, "An act giving assent to an act of the congress of the United States, entitled 'An act to provide that the United States shall aid the states in the construction of rural post roads and for other purposes;' and creating a state highway department, defining its powers and duties and providing for its maintenance and for the establishment of 'state roads;' and for their construction, maintenance and supervision, creating a state road fund, and providing penalties and repealing an act of the forty-seventh general assembly, entitled, 'An act creating a state highway department,' providing for a state highway commissioner and deputy, and defining their duties, with an emergency clause," approved March 22,

1913; and repealing article X of chapter 102 of the Revised Statutes of Missouri of 1909, relating to "state highway engineer;" and repealing an act of the forty-eighth general assembly, entitled, “An act to repeal section 11915 and section 11917 of the Revised Statutes of Missouri of 1909 relating to the general state road fund and to enact two new sections in lieu thereof to be known as section 11915 and section 11917, with an emergency clause, approved March 22, 1915; and also repealing article V, chapter 121 of the Revised Statutes of Missouri of 1909, relating to the general state road fund, with an emergency clause," as amended by the fiftieth general assembly of Missouri, and to pay the cost of making surveys and plans not exceeding one hundred dollars per mile on an average. It is intended only that the appropriation mentioned sections 17a, 17b, 17c, 17d, 17e and 17f shall have priority over in the appropriation made in this section from the "state road fund."

Sec. 17h. State road fund. There is hereby appropriated out of any money in the state treasury to the credit of the "Road fund," arising from the registration of corporations under an act of the forty-seventh general assembly, approved March 27, 1913, entitled, "An act to provide for annual registration, supervision and filing of annual reports of certain corporations; suspension and forfeiture of corporate charters for violation of this act; reinstatement after suspension or forfeiture; and fixing fees for registration, prescribing fines and penalties for violation, and repealing all acts in conflict therewith, with an emergency clause," as amended by the fiftieth general assembly of Missouri, the sum of one hundred thousand dollars ($100,000) which said sum is hereby transferred and directed to be placed to the credit of the "state road fund," and the board of fund commissioners is hereby authorized and directed to place the same to the credit of "state road fund" upon the proper books in the office of the state auditor and state treasurer.

Sec. 171. State road fund.-There is hereby appropriated out of any money in the state treasury to the credit of the "Road fund," arising from the sale of stamps under chapter 91 of the Revised Statutes of Missouri of 1909, the sum of sixty thousand ($60,000.00) dollars, which said sum is hereby transferred and directed to be placed to the credit of the "state road fund" and the board of fund commissioners is authorized and directed to place the same to the credit of said "state road fund" upon the proper books in the offices of the state auditor and state treasurer.

Sec. 18. Capitol decoration fund. There is hereby appropriated out of the state treasury, chargeable to the "Capitol decoration fund" the sum of one hundred thousand ($100,000.00) dollars to carry into effect the provisions of an act of the forty-ninth general assembly of Missouri, entitled, "An act creating a capitol decoration commission etc.," approved April 10, 1917.

Sec. 19. Capitol building tax fund. There is hereby appropriated out of the state treasury, chargeable to the "Capitol building tax fund," the sum of twenty-one thousand five hundred ten and 29-100 ($21,510.29) dollars, as follows, to-wit: For the amount expended by the senate from their contingent fund for furniture to equip the committee rooms for the use of the senate of the 50th general assembly, the sum of.. For the amount expended by the house out of its contingent fund for furniture to equip the committee rooms for the use of the house of the 50th general assembly, the sum of. . . . . For the amount expended for the equipping and furnishing of the capitol cafe, paid for out of the contingent fund of the senate and house of the 50th general assembly, the sum of.

Which said sum by the aforesaid appropriation shall be transferred to the general revenue fund of the state of Missouri and be credited to such fund.

Sec. 20. Excess accruing to funds, how appropriated.-All moneys accruing to any funds, except road funds and game funds, under the provisions of this act, in excess of the respective amounts herein appropriated, are hereby appropriated to the general revenue fund of the state.

Sec. 21. State printing commission.-All printing provided for or to be paid for by money appropriated by this act shall be done under the direction and by the authority of the "State printing commission."

Sec. 22. Mining department. There is hereby appropriated out of the state treasury, chargeable to the "Mining department fund," the sum of forty-one thousand four hundred ($41,400.00) dollars, to defray the expenses of the bureau of mines as follows: Salary of six (6) inspectors, twenty-one thousand six hundred ($21,600.00) dollars; salary of secretary, three thousand six hundred ($3,600.00) dollars; salary of stenographer, two thousand four hundred ($2,400.00) dollars; for traveling expenses of inspectors, within the state, janitor, printing and other contingent expenses, thirteen thousand eight hundred ($13,800.00) dollars.

Sec. 23. Emergency.-A portion of the money appropriated herein, being now due and payable, an emergency exists within the meaning of the Constitution; therefore, this act shall take effect and be in force from and after the date of its passage.

Be it enacted by the General Assembly of the State of Missouri, as follows: Sec. 1. Purpose of act.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, and special funds therein, the following sums to meet the deficiencies in the expenses of the state government for the years 1917 and 1918 and preceding years.
