for the years 1919 and 1920, for the pay of the inspector of beverages under an act approved April, 1919, entitled "An act creating the office of inspector of beverages, manufactured and sold in this state," six thousand ($6,000.00) dollars; for pay of four (4) deputy inspectors, fourteen thousand four hundred ($14,400.00) dollars; for rent, stationery, office equipment, fuel, printing, traveling expenses of the inspector and his deputies and special inspectors, within the state, pay for chemical and clerical help and accountants, postage and other necessary expenses pertaining to the work of inspection, including additional and special inspectors when necessary, and other expenses, when necessary in carrying out and enforcing the provisions of an act providing for inspection of all non-intoxicating and carbonated beverages, and so called "soft drinks" of every kind passed by the 50th general assembly known as house bill No. 466, one hundred and twenty-nine thousand six hundred ($129,600.00) dollars; in all a total of one hundred and fifty thousand ($150,000.00) dollars.

Sec. 97. State tax commission.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund the sum of nine thousand dollars ($9,000.00) for the purpose of paying salaries of the commissioners, salary of secretary and such other clerical assistance, stenographers, etc., and all necessary expenses in carrying out the provisions of an act. of the 49th general assembly of the state of Missouri creating a state tax commission, up to June 1, 1919. There is further appropriated out of the state treasury, chargeable to the revenue fund, the sum of ($26,000.00) twenty-six thousand dollars, to be placed in the contingent fund of the governor for the purpose of paying salaries of clerks, stenographers and necessary employees and for the expense of printing, office supplies, janitor service, postage, telegraphing, telephoning and traveling and other necessary and incidental expenses in the collection of the corporation franchise tax and for administering the secured debt law of 1917 and for the purpose of assessing the railroads, street railroads, telephone, telegraph companies and other public corporations and to be used for the purpose of paying the necessary expenses of the assessing and collecting of any other taxes or revenue not otherwise provided for by law.

Sec. 98. State auditor-library.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of four hundred ($400) dollars, for the completion of a library of supreme court reports and Missouri appeal reports in the office of the state auditor.

Sec. 99. Workmen's compensation commission. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of fifty thousand ($50,000.00) dollars or so much thereof as may be necessary, to be placed to the credit of the fund for the support of the Missouri workmen's

compensation commission, and to be transferred back to the general revenue fund when the board of fund commissioners shall so determine.

Sec. 99a. Missouri workmen's compensation fund.-There is hereby appropriated out of the state treasury, chargeable to the "Missouri workmen's compensation fund," on account of support of the Missouri workmen's compensation commission, the sum of one hundred fifty thousand ($150,000.00) dollars, or so much thereof as may be necessary, for the payment of the salaries and other expenses of the Missouri workmen's compensation commission, its appointees and employees, and all other expenses authorized to be charged against said fund under the workmen's compensation act, for the years 1919 and 1920. When the board of fund commissioners shall so determine the state treasurer and state auditor shall make transfers from said fund so as to refund any appropriations from said fund to the general revenue fund.

Sec. 99b. Missouri workmen's compensation for state employees. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of ten thousand ($10,000.00) dollars, or so much thereof as may be necessary, to provide compensation for every employee, as defined in the workmen's compensation act, whose salary is wholly paid out of any appropriation of the funds of the state, for the years 1919 and 1920. As the board of fund commissioners and the superintendent of the insurance department shall determine, the state may carry its own insurance under said act and pay claims thereunder out of said fund on the warrant of the auditor, or such part of said sum as may be necessary, may be used to pay the premiums for insuring the state against liability to such employees under said act.

Sec. 101. Board of charities and corrections.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of twenty-five thousand ($25,000.00) dollars, for the state board of charities and corrections, as follows: For salary of secretary, four thousand eight hundred ($4,800.00) dollars; salary of superintendent county and out-door relief, mothers pensions, and juvenile work, three thousand six hundred ($3,600.00) dollars; traveling expenses secretary, board members and superintendent county and out-door relief, within the state, six thousand four hundred ($6,400.00) dollars; printing, postage and contingent expenses, six thousand two hundred ($6,200.00) dollars; salary stenographers and clerk, four thousand ($4,000.00) dollars.

Sec. 102. Rural high schools. There is hereby appropriated out of the state treasury, chargeable to the (one-third) part of the ordinary revenue paid into the state treasury for the fiscal years from July 1, 1918, to June 30, 1920, and set apart for the support of the public schools of the state, the sum of three hundred

thousand ($300,000.00) dollars, for the purpose of carrying out the provisions of an act of the 47th general assembly, entitled "An act to provide for the organization of consolidated school and rural high schools, and to provide state aid for such schools, etc.," approved March 14, 1913, as amended by the laws of 1915.

Sec. 103. Teachers' training courses in high schools. There is hereby appropriated out of the state treasury, chargeable to the one-third (1-3) part of the ordinary revenue paid into the state treasury for the fiscal years from July 1, 1918 to June 30, 1920, and set apart for the support of the public schools of the state, the sum of two hundred thousand ($200,000.00) dollars, for the purpose of carrying out the provisions of an act of the 47th general assembly, entitled "An act to provide for teacher training courses in certain high schools and academies, and to provide for state aid to high schools, etc.," approved March 14, 1913, with subsequent amendments thereto.

Sec. 104. Teachers' training courses in certain city school districts.-There is hereby appropriated out of the state treasury, chargeable to the one-third (1-3) part of the ordinary revenue paid into the state treasury for the fiscal years from July 1, 1918, to June 30, 1920, and set apart for the support of the public schools of the state, the sum of one hundred forty thousand ($140,000.00) dollars, for the purpose of carrying out the provisions of an act of the 48th general assembly establishing teachers' training courses in certain city school districts; to be paid according to the provisions of said act.

Sec. 104a. Missouri negro industrial commission. There is hereby appropriated out of the state treasury, and chargeable to the state revenue fund, the sum of two thousand six hundred ($2,600.00) dollars or so much thereof as may be necessary, payable to John Nunelly, treasurer of the Missouri Negro Industrial Commission, to reimburse those members of Missouri Negro Industrial Commission who advanced the funds necessary to pay the expenses of their work, and such amount when paid shall constitute full payment for all and every claim of the Missouri Negro Industrial Commission and every member and employee thereof.

Sec. 105a. Statute revision committee.-There is hereby appropriated out of any moneys in the state treasury not otherwise appropriated, chargeable to the state revenue fund, the sum of thirty thousand ($30,000.00) dollars, or so much thereof as may be necessary, for the payment of the per diem and expenses of the statute revision committee, to be applied to the payment of the per diem and expenses of the members of said committee from the date of its organization as provided by law. And the state auditor, upon filing with him, monthly, by the members of said committee, of itemized statements of their per diem and expenses as provided by law, is authorized and directed to draw his warrant upon the state treasurer in payment of same.

Sec. 105c. Food and drug department-fixing salaries and expenses. There is hereby appropriated out of any money in the state treasury chargeable to the state revenue fund the sum of twenty-seven thousand, one hundred dollars ($27,100.00) or so much thereof as may be necessary for the enforcement of an act entitled, an act defining ice cream, prescribing the manner of taking and analyzing samples thereof; requiring permits to engage in the manufacture and sale of ice cream; providing for the inspecting and grading of factories, plants, buildings, premises, equipment and method of conducting business of ice cream manufacturers; authorizing the state food and drug commissioner to adopt and promulgate a schedule for said purpose which may hereafter be adopted by the United States department of agriculture; requiring the state food and drug commissioner to divide the state into not less than three convenient districts and to assign to each of said districts a deputy state food and drug commissioner or an inspector of the state food and drug department; defining the powers and duties of the state food and drug commissioner, his deputy and inspectors, with reference to the enforcement of this act; prescribing the powers and duties of the state food and drug commissioner; fixing the term of office of the state food and drug commission, his deputy, and inspectors of the food and drug department, and directing the state auditor to issue his warrant in payment of the salaries and expenses of the state food and drug commissioner, his deputy and inspectors, and prescribing penalties for the violation of the provisions of this act; with an emergency clause. For office rent in Kansas City, Jackson county, $1,800.00; for chemist in Kansas City office, $2,750.00, for traveling expenses, Kansas City office, $4,500.00; for supplies Kansas City office, $1,500.00; for supplies Jefferson City office, $1,500.00; for traveling expenses, Jefferson City office, $4,500.00; for office rent in St. Louis, Missouri, $1,800.00; for chemist, St. Louis office, $2,750.00; for traveling expenses, St. Louis office, $4,500.00; for supplies, St. Louis office, $1,500.00. Total, $27,100.00. Provided, that all moneys arising from the enforcement of the act herein referred to and from the enforcement of all other laws by the state food and drug department wherein inspection or permit fee is required by law to be charged, shall be paid into the state treasury, and there become a part of the general revenue fund of this state.

Sec. 105d. Providing for testing under uniform seed law. There is hereby appropriated to the Missouri state board of agriculture out of the state treasury, chargeable to the state revenue fund, not otherwise appropriated, the sum of seven thousand dollars ($7,000.00) as follows:

(a) For seed testing administration under the uniform seed law as lately enacted by the fiftieth general assembly, three thousand five hundred dollars ($3,500.00).

(b) For seed testing equipment and service, three thousand five hundred dollars ($3,500.00) which shall not be available except under the contingency that the United States department of agri

culture and Missouri college of agriculture and experiment station make it impossible for said board to co-operate and share in the joint maintenance and use of the seed laboratory at Columbia, which very probable co-operative agreement is now pending.

Sec. 106. Excess funds-appropriated. All moneys accruing to any funds, under the provisions of this act, in excess of the respective amounts herein appropriated, are hereby appropriated to the general revenue fund of the state.

Sec. 107. Prohibiting use for traveling expenses. Provided that none of the money herein appropriated shall be used for traveling expenses of state officials or employees of the state unless said money is specifically authorized by law to be so used.

Sec. 107a. Pay of civil officers.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of thirty-five thousand eight hundred and eighty-three dollars and thirty-eight cents ($35,883.38), for the purpose of paying the civil officers during the years 1919 and 1920 as follows: Executive department, the sum of one thousand one hundred and sixty-six dollars and sixty-seven cents ($1,166.67); state department, the sum of eight thousand two hundred and thirty-three dollars and thirty-four cents ($8,233.34); treasury department, the sum of three thousand two hundred and sixty-six dollars and sixtyseven cents ($3,266.67); auditing department, the sum of eight thousand one hundred and sixty-six dollars and sixty-eight cents ($8,166.68); department of education, the sum of six thousand and sixty-six dollars and sixty-seven cents ($6,066.67); militia department, the sum of two thousand five hundred and sixty-six dollars and sixty-seven cents ($2,566.67); bureau of labor statistics, the sum of one thousand seven hundred and fifty dollars ($1,750.00) and the inspection of petroleum, the sum of four thousand six hundred and sixty-six dollars and sixty-eight cents ($4,666.68).

Sec. 107b. County service flags.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of fifteen hundred dollars ($1,500.00) to be disbursed by the adjutant general for cases to properly preserve the county service flags, and for any other expenses in connection with the proper preservation of these flags.

Sec. 108. Emergency. A portion of the money appropriated herein, being now due and payable, an emergency exists within the meaning of the Constitution; therefore, this act shall take effect and be in force from and after the date of its passage.
