Salary of officers and employees. .

Books, binding, newspapers, periodicals and cases.. For actual and necessary traveling expenses of the commission members, secretary and assistants, within the state, for contingent expenses, including printing, (exclusive of annual report), postage, express, telephoning, telegraphing, drayage, freight, janitor service, office equipment and other incidental and miscellaneous expenses.

Sec. 47. National guard-support.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the support and maintenance of the national guard and other military forces of the state of Missouri for the years 1919 and 1920, including rent of armories and quarters, fuel, light, janitor and clerical service, postage, express, freight, telephone, telegraph, traveling expenses, within the state, subsistence and per diem, brigade and military council expenses, lockers, equipment, furniture, brigade printing and other expenses, to be disbursed upon itemized accounts approved by the military council, the sum of two hundred and sixty-five thousand ($265,000.00) dollars.

Sec. 48. Missouri naval reserves.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of five thousand ($5,000.00) dollars, or so much thereof as may be necessary to be drawn from time to time as may be required upon proper vouchers signed by the commanding officer, the adjutant-general, and the governor for rent, repair, alteration, and maintenance of armories, travel and subsistence of crew and officers when on duty or on training cruises; maintenance, custodians, clerical service, postage, express, freight, telegraph and telephone and other expense which may be necessary for the protection, safekeeping and handling of property, (belonging to the state of Missouri for use of the Missouri naval reserve or naval militia) or property belonging to the state of Missouri, or for expenses incurred while naval militia is acting under orders of the governor upon patrol or flood protection.

Sec. 48a. Pay of prison guards.-There is hereby appropriated out of the state treasury, chargeable to the state revenue. fund for the Missouri penitentiary for the sum of thirty-two thousand six hundred ($32,600.00) dollars for additional pay of guards as provided in House bill 115.

Sec. 48b. Deputy insurance superintendent. There is hereby appropriated out of the state treasury, chargeable to the "insurance department fund" for the years 1919 and 1920

for the salary of the deputy insurance superintendent the sum of four hundred and sixty-six dollars and sixty-seven cents ($466.67).

Sec. 49. Contingent expenses of the state oil inspector.There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the contingent expenses of the office of the oil inspector, including office rent, furnishings, postage, expressage, telephoning, telegraphing, stationery and traveling expenses, within the state, for the inspector, his chief clerk, and deputies, the sum of twenty-two thousand ($22,000.00) dollars, said traveling expenses shall be paid only when itemized and verified by the person incurring the same as required by law, and approved by the state oil inspector.

Sec. 50. Missouri state poultry experiment station, Mountain Grove. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the Missouri state poultry experiment station and association, the sum of eighty-seven thousand two hundred and thirty ($87,230.00) dollars, as follows:

Sec. 51. Printing. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for printing and distribution of reports and documents ordered by the General Assembly including the reports of the state auditor, state treasurer, curators of the state university, banking department, thirty thousand eight hundred ($30,800.00) dollars; for the printing for the bureau of labor statistics, eight thousand ($8,000.00) dollars; for printing for the executive department as follows: department of state, of finance and accounts, militia, education, law and the supreme court, thirty thousand ($30,000.00) dollars; for printing for warehouse commissioner, four thousand ($4,000.00) dollars; for printing and distribution of laws and journals, twenty-five thousand ($25,000.00) dollars; for printing, compiling and distribution of the Missouri manual, twenty-two thousand five hundred ($22,500.00) dollars; in all one hundred twenty thousand three hundred ($120,300.00) dollars; and the secretary of state is authorized and instructed

to compile, print and distribute the same number as was authorized to be printed the previous biennial period.

Sec. 52. Paper for state printing. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for material and paper for state printing for all departments and bureaus, one hundred and ten thousand ($110,000.00) dollars. For cutting machine and other fixtures in paper stock room, including material and labor, six thousand ($6,000.00) dollars; for stock and shipping clerk and drayage five thousand ($5,000.00) dollars; in all one hundred twenty-one thousand ($121,000.00) dollars.

Sec. 53. Publishing and distributing decisions of the supreme court, etc.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of thirty-six thousand eight hundred ($36,800.00) dollars, as follows: For the publication and distribution of the decisions of the supreme court, the sum of twenty-four thousand three hundred ($24,300.00) dollars, of which amount ten thousand ($10,000.00) dollars, may be expended by the official reporter of said court for assistants, and eight hundred ($800.00) dollars for the contingent expenses of his office, or so much thereof as may be necessary to purchase furniture, necessary supplies and janitor hire; for publishing and distributing the decisions of the St. Louis, Kansas City and Springfield courts of appeals, twelve thousand five hundred ($12,500.00) dollars; in all thirtysix thousand eight hundred ($36,800.00) dollars.

Sec. 54. Printing and binding Revised Statutes of Missouri, 1919. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the purchase of paper and other materials and for printing and binding, and for packing, labor, material for packing and shipping, and other necessary expenses provided for by law for publication of the Revised Statutes of Missouri, 1919, the sum of one hundred fifty-six thousand eight hundred one ($156,801.00) dollars: Provided however, that no part of this appropriation shall be paid for material or work in this section mentioned unless such material and work shall in all respects be of as good quality as required by law.

Sec. 55. State printing commission.-All printing provided for or to be paid for by money appropriated by this act shall be done under the direction and by the authority of the state printing commission.

Sec. 56. Stationery. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for stationery of office of governor, secretary of state, state auditor, state treasurer, department of education, attorney-general and supreme court, (including lithograph blanks and embossed stationery), twelve thousand ($12,000.00) dollars.

Sec. 57. Blind commission.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of forty thousand ($40,000.00) dollars, to carry out the provisions of an act of the 48th general assembly, entitled, "An act creating a commission for the blind and providing for the appointment of the members of such commission, fixing their term of office and defining their duties," provided that the money therein appropriated shall be used only according to the provisions of the act herein referred [to]. Provided, that out of the money hereby appropriated six thousand dollars, ($6,000.00) thereof shall be paid by the blind commission to the united workers for the blind for Missouri, located at St. Louis, Missouri; and that forty-eight hundred dollars ($4,800.00) thereof shall be paid to the Kansas City association for the blind at Kansas City, Missouri; and two thousand and four hundred dollars, ($2,400.00) thereof shall be paid to the Jefferson City association for the blind at Jefferson City, Missouri; said payments to be made in monthly installments, that is to say two hundred and fifty dollars ($250.00) per month to the united workers for the blind for Missouri, at St. Louis, two hundred dollars ($200.00) per month to the Kansas City association for the blind, at Kansas City, Missouri, and one hundred dollars ($100.00) per month to the Jefferson City association for the blind, at Jefferson City, Missouri. And it is hereby made the duty of the blind commission in the expenditure of the appropriation aforesaid to make the payments as herein provided.

Sec. 58. General contingent fund. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the purchase of fuel, water, ice, engine, electrical, janitor and other supplies, tools, mechanical equipment and emergency repairs (including storage vaults in basement of capitol building) for capitol building, supreme court building and executive mansion, the sum of seventy thousand ($70,000.00) dollars; for salaries day and night engineers, day and night firemen at power house, day and night watchmen, janitors and helpers around the capitol grounds and such other assistants as may be deemed necessary by the board of permanent seat of government, seventy-five thousand ($75,000.00) dollars; to meet expenses and pay of board of permanent seat of government, seven thousand five hundred ($7,500.00) dollars; for the purchase of flags for use on the dome of the capitol building, seven hundred and fifty ($750.00) dollars; and for care of state cemetery, one hundred ($100.00) dollars, in all one hundred fifty-three thousand three hundred and fifty ($153,350.00) dollars.

Sec. 59. Department of land reclamation.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the salary of the commissioner of the land reclamation department, the sum of five thousand ($5,000.00)

dollars; for salary of stenographer four hundred twenty-five ($425.00) dollars; expense of department two hundred ($200.00) dollars.

Sec. 60. Secretary of state's office. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the contingent expenses of the office of the secretary of state, janitor, postage, expressage, telegraphing, telephoning, and other miscellaneous expenses, eleven thousand dollars ($11,000.00).

Sec. 61. State treasurer's office.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the contingent expenses of the office of state treasurer, including postage, expressage, telephoning, telegraphing, traveling expenses, within the state, and other incidental expenses, four thousand five hundred ($4,500.00) dollars; for the purchase of stamps to be used in beer inspection, soft drink inspection, oil inspection and incidental expenses incurred in connection therewith, four thousand ($4,000.00) dollars; in all eight thousand five hundred ($8,500.00) dollars.

Sec. 61a. State treasurer's office.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of twenty thousand ($20,000.00) dollars, for the purpose of refunding inheritance taxes erroneously paid upon the filing of proof thereof, according to law.

Sec. 61b. State treasurer's office.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the purpose of carrying out and enforcing the provisions of the inheritance tax law and the corporation franchise tax law, the following: Salary, supervisor of department, forty-eight hundred ($4,800.00) dollars; other clerical help, four thousand ($4,000.00) dollars; salaries of field agents, not to exceed two thousand ($2,000.00) dollars per year each, twelve thousand five hundred ($12,500.00) dollars; postage, traveling and other necessary expenses, ten thousand ($10,000.00) dollars; in all thirty-one thousand three hundred ($31,300.00) dollars, to be drawn from time to time, as required, upon vouchers approved by the state treasurer.

Sec. 62. Warehouse commissioner and grain inspection department. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for expenses of the warehouse commissioner and grain inspection department at Kansas City, St. Louis and St. Joseph, the sum of twentynine thousand dollars ($29,000.00) for rent of offices, postage, telephone, traveling expenses, within or without the state, machinery and accessories, moisture testing, supplies, car seals, grain bags, and other necessary expenses of the department.
