Sec. 26. Criminal costs.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the payment of costs in criminal cases, three hundred fifty thousand ($350,000.00) dollars; for per diem mileage, and expenses in conveying convicts to the penitentiary and other penal institutions, sixty thousand ($60,000.00) dollars; in all a total of four hundred ten thousand ($410,000.00) dollars. Provided that all charges for transporting convicts to the penitentiary and other penal institutions shall be fully itemized and sworn to before the same are paid.

Sec. 28. For diseased animals slaughtered. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of fifty thousand ($50,000.00) dollars, to pay for diseased animals slaughtered under the state veterinary act.

Sec. 29. Educational department. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund for the contingent and traveling expense of the department of education, the sum of twenty-seven thousand and eighty-one ($27,081.00) dollars, as follows:

Sec. 30. Excise commissioner, city of St. Louis.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the contingent expenses of the office of excise commissioner for the city of St. Louis, the sum of two thousand and five hundred ($2,500.00) dollars, including pay of clerical help, printing, postage, stationery, telephoning and telegraphing.

Excise commissioners, St. Louis county. hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the contingent expenses of the office of the excise commissioners of St. Louis county for telephoning, postage, stenographic and clerical hire, the sum of five hundred dollars ($500.00).

Sec. 32. Fund commissioners.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of two thousand ($2,000.00) dollars, to pay the salary of the members of the board of fund commissioners for the performance of special duties, to be paid quarterly by warrants drawn by the state auditor therefor.

Sec. 33. Fair, state. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the use and benefit of the state fair, the sum of one hundred and twenty-seven thousand ($127,000.00) dollars, as follows:

Sec. 34. State fair.-There is hereby appropriated to the use and for the support of the state fair, all moneys that may be received and collected from the sale of privileges and from entrance fees, and from all other sources of income of the state fair, including all gifts and donations for special purses and premiums; and all such incomes and receipts of the state fair shall be used by the board of directors for the support and maintenance of the state fair, and shall be duly accounted for in the official report of the board of directors; subject to the following rules and conditions, namely: No free pass for admission to grounds shall be granted except to directors, officers, superintendents, judges and employees of the state fair, and to the exhibitors of live stock and personal property, and their employees necessary to care for and handle the same, and to licensees and their employees selling food, non-alcoholic drinks and other commodities; and to postal employees in the discharge of their duties, and to railway employees engaged in the handling of passenger and

freight traffic to and from the fair grounds; and to telephone and telegraph employees working within the grounds.

Sec. 35. Food and drug commissioner.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund for the years 1919 and 1920, as follows: for pay of salary of the commissioner, seven thousand dollars; for the salary of the deputy commissioner, five thousand six hundred dollars, for the salary of inspectors, chemists, helpers, stenographers, clerical help, janitor, rent, printing, stationery, postage, freight, expressage, chemicals for laboratory, traveling expenses of commissioner, deputy commissioner, inspectors, chemists, helpers, stenographers, and clerical help within or without the state while in the discharge of their official duties, contingent and incidental expenses in connection with the office, one hundred ten thousand three hundred dollars, in all, a total of one hundred and twenty-two thousand nine hundred dollars, provided, that all moneys received by the food and drug commissioner from the ice cream inspection and permit act, cold storage license act, the traffic in egg license act, the egg-breaking inspection permit act, and all other acts wherein an inspection fee, permit fee, or license fee is collected, shall be paid into the state treasury.

Sec. 37. Fruit experiment station-Mountain Grove.There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for salaries, support and maintenance of the fruit experiment station at Mountain Grove, the sum of fifty-one thousand ($51,000.00) dollars, as follows:

Sec. 38. Governor's office. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the contingent expenses of the governor's office, including the pay of janitor, extra clerical and stenographic help, postage, expressage, telephoning and telegraphing, furniture, furnishings, repairs, equipment and all other office expenses, including traveling expenses of the governor, secretary of the governor, or other

office force while in connection with the official business of the state, general and incidental expenses of the office; payment of Missouri's share expense of maintaining conference of governors; and for pay of the lieutenant governor while acting as governor, the sum of seven thousand three hundred ($7,300.00) dollars.

Sec. 39. Governor's mansion—insurance.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the payment of premiums on fire insurance policies covering the executive mansion and contents, the barn, garage and all other buildings on the mansion grounds, the sum of three hundred ($300.00) dollars. Said premium to be paid on vouchers approved by the governor and filed with the state auditor.

Sec. 40. Governor's mansion-current expenses.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the current expenses of the executive mansion, including salary, keep and maintenance of the servants and employees, furniture and repair of furniture, carpets, rugs, furnishings, silverware, chinaware, curtains, shades, linens, lights and light fixtures, papering, painting and care of walls, bath room fixtures and supplies, repair of hot water system, plumbing, fuel, water license, fire apparatus, improvement and care of grounds surrounding the mansion, repair of lights and light posts on mansion grounds, repair of stable, vehicles, maintenance and repair of vehicles, harness and repair of harness, supplies generally for the mansion, improvements and repairs generally, night watchman, street sprinkling and general maintenance of the executive mansion, the sum of sixteen thousand seven hundred ($16,700.00) dollars.

Sec. 41. Historical society. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the support of the state historical society of Missouri, the sum of thirty-five thousand six hundred fifty ($35,650.00) dollars, as follows:

Sec. 42. Lieutenant-governor's office.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the contingent expenses of the lieutenantgovernor's office, including stenographer, postage, expressage, telephoning, telegraphing, and other incidental office expenses, and the traveling expenses of the lieutenant-governor, in connection with the business of the state, twenty-four hundred ($2,400.00) dollars.

Sec. 43. Board of health and vital statistics.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for support of state board of health as follows: Salaries, twenty-five thousand ($25,000.00) dollars; printing, six thousand ($6,000.00) dollars; postage, four thousand ($4,000.00) dollars; office expense, such as office rent, lights, fuel, water and all other necessary contingent expense of office, two thousand five hundred ($2,500.00) dollars; laboratory equipment and all other necessary expense of laboratory, two thousand five hundred ($2,500.00) dollars; in all, the sum of forty thousand ($40,000.00) dollars, provided that the state board of health and vital statistics shall pay into the state treasury all moneys. arising from fees as the registrar of vital statistics may collect for issuing certified copies of births and deaths.

Sec. 44. State board of health.-There is hereby appropriated out of the state treasury, chargeable to the "state board of health fund," of the money arising from examinations for license to practice medicine and surgery, in pursuance of the requirements of an act entitled: "An act to regulate the practice of medicine, surgery, and mid-wifery, and to prohibit the treatment of sick and afflicted without a license and to provide penalties for the violation thereof" approved March 12, 1901; for the payment of per diem of ten dollars ($10.00) to the members of said board while acting in their official capacity, and a reasonable compensation for grading examination papers as provided by law, and for the payment of expenses and maintaining said board of health for the years 1919 and 1920, the sum of fifteen thousand ($15,000.00) dollars, or so much thereof as may be necessary.

Sec. 45. Books for state library. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for purchasing and binding books for the state library ordered by the supreme judges, six thousand ($6,000) dollars; for contingent expenses of the state library, including janitor, postage, expressage, etc., one thousand three hundred ($1,300.00) dollars; in all seven thousand three hundred ($7,300.00) dollars.

Sec. 46. Missouri library commission.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the salaries and expenses of the Missouri library
