agreements in restraint of trade or guilty of unlawful discriminations in violation of the laws or statutes of the state and in any and all proceedings for the enforcement of judgments, orders and decrees and in the recovery of fines assessed or penalties imposed for the violation of said laws, and in the enforcement of the provisions of the corporation registration laws of the state, and in any litigation or proceeding for the enforcement of the anti-trust laws of the state, and in the enforcement of any of the laws of the state, and in protecting the rights and interests of the state in any suit, case or proceeding or in any prospective suit, case or proceeding, and in any and all matters wherein the state is a party or is interested.

Sec. 7. Attorney general's office. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of two thousand five hundred ($2,500.00) dollars, or so much thereof as may be necessary to be drawn from time to time on vouchers signed by the attorney general to meet any expenses of the attorney general's office in the recovery of such sums as may be due the state from various railroads, receivers, etc., for overcharge in passenger fares and freight charges, and in protecting the interests of the state in any suit, or, proceeding now pending, or, which it may be brought by, or, against any railroad company, receiver, etc.

Sec. 8. Attorney general's office. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of two thousand five hundred ($2,500.00) dollars, to be expended by the attorney general in the purchase of books, reports, etc., for his office to be paid from time to time upon vouchers signed by the attorney general.

Sec. 9. Attorney general's office. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of fifteen thousand ($15,000.00) dollars, or so much thereof as may be necessary for the use of the attorney general's office in carrying out and enforcing the provisions of the inheritance tax law to be drawn from time to time upon vouchers signed by the attorney general.

Sec. 10. Attorney general's office. There is hereby appropriated out of the state treasury, chargeable to the state. revenue fund, the sum of five thousand ($5,000.00) dollars, or so much thereof as may be necessary for the use of the attorney general's office in carrying out and enforcing the provisions of corporation franchise tax law to be drawn from time to time upon vouchers signed by the attorney general.

Sec. 11. Expenses auditing and junketing committees.There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the purpose of paying the per diem and expenses of the auditing and junketing committees

to be appointed by the governor in 1920, the sum of four thousand ($4,000.00) dollars, or so much thereof as may be necessary.

Sec. 12. State auditor's office.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the contingent expenses of the office of the state auditor, including the actual expenses of state auditor or the revenue clerk in his office in visiting counties to examine into matters affecting the assessment and the collection of the revenue when necessary; postage, expressage, telegraphing, telephoning, extra stenographic help, pay of janitor, traveling expenses of the state auditor or his representative within the state, and other miscellaneous expenses, the sum of eleven thousand ($11,000.00) dollars, or so much thereof as may be necessary; of traveling expenses of three (3) examiners in the auditing department within the state, the sum of ten thousand ($10,000.00) dollars; for contingent expenses of examiners including postage, stationery and other miscellaneous expenses in the auditing department, the sum of seven hundred and fifty ($750.00) dollars or so much as may be necessary; and for the purchase of stamps required by the secured debt tax law for postage, telephoning, telegraphing, traveling expenses of the auditor or his representative within the state, and other miscellaneous expenses incident to carrying into effect the provision of said secured debt tax law the sum of five thousand ($5,000.00) dollars, or so much thereof as may be necessary, in all the sum of thirty-one thousand seven hundred and fifty ($31,750.00) dollars.

Sec. 13. State board of agriculture. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the board of agriculture, the sum of one hundred fifty-nine thousand one hundred ($159,100.00) dollars, as follows:

Sec. 14. State board of agriculture Missouri co-operative crop reporting service. There is hereby appropriated out of

the state treasury, chargeable to the state revenue fund not otherwise appropriated, the sum of five thousand ($5,000) dollars, for the work of collection, preparation, publication and distribution of the co-operative crop reports, and other bulletin service, of the Missouri state board of agriculture; provided, that this appropriation shall not be available unless the state auditor shall have filed with him satisfactory proof that federal funds in amounts equal to the requisitions as made under this section have been expended or are available for use, on a monthly, annual, or biennial basis, by the bureau of crop estimates of the United States department of agriculture in the Missouri co-operative crop reporting and farm statistics service in field and office work, under a co-operative agreement between the said state board and the said bureau of crop estimates of the United States department of agriculture and signed by the then acting U. S. secretary of agriculture, dated April 22, 1918.

Sec. 15. State board of agriculture co-operative veterinary service. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, not otherwise appropriated, the sum of ten thousand ($10,000.00) dollars, for the veterinary service of the Missouri state board of agriculture; provided, that this appropriation shall not be available unless the state auditor shall first have had filed with him satisfactory proof that federal funds in amounts equal to requisitions made. under this section have been expended or are available for use on a monthly, annual or biennial basis, by the bureau of animal industry of the United States department of agriculture in cooperative regulatory work in control of animal diseases under a co-operative agreement between said state board and said bureau of animal industry of the United States government, effective January, 1918, and further supplemented by an additional signed agreement dated March 17, 1919.

Sec. 16. Beer inspection.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the years 1919 and 1920, for the pay of the inspector of beer under an act approved May 4, 1899, entitled "An act creating the office of inspector of beer and malt liquors, manufactured and sold in this state," one thousand ($1,000.00) dollars, for pay of three (3) deputy inspectors, one thousand five hundred ($1,500.00) dollars; for rent, stationery, office equipment, fuel, printing, traveling expenses of the inspector and his deputies and special inspectors, within the state, pay for chemical and clerical help and accountants, postage and other necessary expenses pertaining to the work of inspection, including additional and special inspectors when necessary, and other expenses, when necessary in carrying out and enforcing the provisions of an act providing for inspection of all non-intoxicating and carbonated beverages, and so-called "soft drinks" of every kind passed by the 49th general assembly session acts 1917, page 307, eight thousand ($8,

000.00) dollars; in all a total of ten thousand five hundred ($10,500.00) dollars.

Sec. 17. Readers for indigent blind students.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of two thousand four hundred ($2,400.00) dollars, to provide readers for certain indigent blind students in institutions of higher learning in the state or so much thereof as is necessary.

Sec. 18. Bureau of labor statistics.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the support of bureau of labor statistics, including salaries of special agents and clerks, and the contingent and traveling expenses of the commissioner, his deputies and assistants, within the state, the sum of fifty thousand ($50,000.00) dollars; for stationery and office supplies, two thousand ($2,000.00) dollars, in all the sum of fifty-two thousand ($52,000.00) dollars, provided that a free employment bureau shall be maintained at St. Louis, Kansas City and St. Joseph.

Sec. 19. Bureau of geology and mines.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the support of the bureau of geology and mines, including the salaries of the geologist and employees, traveling expenses, within the state, cost of instruments, equipment and supplies, and cost of printing and publishing reports of the surveys, the sum of fifty-three thousand ($53,000.00) dollars; for topographic mapping in co-operation with the United States geological survey, and for such printing, engraving and preparing of maps as may be necessary in connection with the work, fifteen thousand ($15,000.00) dollars, in all a total of sixtyeight thousand ($68,000.00) dollars.

Sec. 20. County superintendents of schools.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of ninety-one thousand two hundred ($91,200.00) dollars, which shall be apportioned at the rate of four hundred ($400.00) dollars per annum, to each county in the state, the same to be applied on the salaries of the county superintendents of schools; and the state auditor, shall, quarterly, upon requisition made by any county draw a warrant for the proportional amount due such county.

Sec. 21. Supreme court-contingent. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for contingent expenses of the supreme court including incidental expenses of marshal, the incidental expenses of the supreme court commission, for the pay of janitors, elevator operators, engineer, night watchman, library, insurance, postage, expressage, telegraphing, telephoning, and incidental expenses, twenty thousand ($20,000.00) dollars.

Sec. 22. Stenographers supreme court commission. There is hereby appropriated out of the state treasury, chargeable

to the state revenue fund, the sum of eighteen thousand ($18,000.00) dollars, for the salaries of six (6) stenographers for the supreme court commission.

Sec. 23. Kansas City court of appeals.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the contingent expenses of the Kansas City court of appeals, including books, stationery, printing, postage and gas, the sum of three thousand five hundred ($3,500.00) dollars; for pay of marshal, four thousand ($4,000.00) dollars; rent of judges' rooms and clerks offices and court room, four thousand ($4,000.00) dollars; for pay of janitors, three thousand ($3,000.00) dollars; for salary of three stenographers, nine thousand ($9,000.00) dollars; for purchase of books for library, four thousand ($4,000.00) dollars; for carpets, furnishings and typewriters, fifteen hundred ($1,500.00) dollars; in all twenty-nine thousand ($29,000.00) dollars; provided that the purchase of books for law library shall be by or under the direction of the judges of said court, and the accounts and bills for the purchase thereof shall be audited by said court and reaudited by the state auditor; also provided that Jackson county, Missouri, shall furnish rooms in its court house at Kansas City for said library, free of cost to the state.

Sec. 24. St. Louis court of appeals.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for rent of the St. Louis court of appeals and judges' rooms and clerks' and marshal's offices, and for lighting, heating and care of same, ten thousand four hundred forty ($10,440.00) dollars; for contingent expenses of said court including books, stationery, printing, rebinding, postage, office supplies, appliances and furniture, one thousand five hundred ($1,500.00) dollars; for use of books and library of St. Louis law library association by said court, two thousand ($2,000.00) dollars; for pay of marshal of St. Louis court of appeals, four thousand ($4,000.00) dollars; for pay of three stenographers for judges of said court, nine thousand ($9,000.00) dollars; for use of clerk's office, for printing dockets and other printing, for telephones, postage stamps, record books, express charges, telephoning, telegraphing, repairs, stationery, office fixtures, two thousand five hundred ($2,500.00) dollars; for pay of janitor, one thousand eight hundred ($1,800.00) dollars; for the salaries of the three court commissioners $36,000.00; for pay of the three stenographers for the court commissioners $9,000.00; for room rent for the three court commissioners $3,600.00; for furniture for the offices of the court commissioners, $1,200.00; in all eighty-one thousand and forty ($81,040.00) dollars.

Sec. 25. Springfield court of appeals.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the contingent expenses of the Springfield court of appeals, the sum of twenty-eight thousand three hundred ($28,300.00) dollars, as follows:
