APPROPRIATIONS: Assessing and Collecting the Revenues, 1919 and 1920.

AN ACT to appropriate money for the cost of assessing and collecting the revenue, the per diem of the members of the state board of equalization, with emergency clause.

SECTION

Be it enacted by the General Assembly of the State of Missouri, as follows:

Section 1. For assessing and collecting revenues. There is hereby appropriated out of the state revenue fund for the purpose of paying the cost of assessing and collecting the revenue for the years 1919 and 1920, including the per diem of the members of the state board of equalization, the sum of four hundred and sixty thousand ($460,000.00) dollars.

Sec. 2. Emergency. It being necessary to use a portion of the money hereby appropriated before the expiration of ninety days after the adjournment of the present general assembly, an emergency exists within the meaning of the Constitution, therefore, this act shall take effect and be in force from and after its passage.

AN ACT authorizing the appropriation of twenty-five thousand ($25,000.00) dollars from the general revenue fund to be expended under the direction of the state capitol commission board for the improvement of the grounds and approaches to the capitol. SECTION

Be it enacted by the General Assembly of the State of Missouri, as follows:

Section 1. Appropriation for improvement of capitol grounds. -There is hereby appropriated out of any money in the general revenue fund not otherwise appropriated the sum of twenty-five thousand ($25,000.00) dollars to be expended under the direction of the state capitol commission board for the improvement of the capitol grounds and approaches to the capitol. Provided, the said

board shall receive compensation not to exceed five days for services, together with necessary traveling expenses.

Sec. 2. Emergency.-Inasmuch as the condition of the grounds is such as to require immediate attention and it is important that the planting of trees and sowing of seed should be done in the early spring-time, an emergency is created under the Constitution and therefore this act shall take effect and be in force from and after its passage. AN ACT to appropriate money for the purpose of paying the salaries of civil officers for the years 1919 and 1920, commencing January 1, 1919, and ending December 31, 1920, with an emergency clause.

Be it enacted by the General Assembly of the State of Missouri, as follows:

Section 1. Purpose of act.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the purpose of paying salaries of civil officers during the years 1919 and 1920, commencing January 1, 1919, and ending December 31, 1920, the following sums:

Sec. 2. Executive department. For the salary of the governor, ten thousand ($10,000.00) dollars; for the salary of the lieutenant-governor, two thousand ($2,000.00) dollars; for salary of the secretary of the governor, four thousand and eight hundred ($4,800.00) dollars; for salary of executive clerk, governor's office, three thousand six hundred ($3,600.00) dollars; for salary of two stenographers, governor's office, six thousand ($6,000.00) dollars, in all twenty-six thousand four hundred ($26,400.00) dollars.

Sec. 3. Judicial department.-For salary of seven judges of the supreme court, sixty-three thousand ($63,000) dollars; for salary of six commissioners, fifty-four thousand ($54,000) dollars; for salary of Missouri supreme court commission for selection of opinions to be published and for supervision of preparation of syllabi thereof, seventy-eight thousand ($78,000) dollars; for salary of the official reporter of supreme court, six thousand ($6,000) dollars; for salary of three judges of St. Louis court of appeals, thirty-three thousand ($33,000) dollars; for

salaries of St. Louis court of appeals commission for selection of opinions to be published and for supervision of preparation. of syllabi thereof, three thousand, ($3,000) dollars; for salary of the official reporter of St. Louis court of appeals, four thousand ($4,000) dollars; for salary of clerk of the St. Louis court of appeals, six thousand ($6,000.00) dollars; for salary of deputy clerk of the St. Louis court of appeals, four thousand ($4,000.00) dollars; for salary of three judges of Kansas City court of appeals, as judges, twenty-one thousand, ($21,000.00) dollars; for salaries of Kansas City court of appeals commission for selection of opinions to be published and for supervision of preparation of syllabi thereof, fifteen thousand ($15,000.00) dollars; for salary of official reporter of Kansas city court of appeals, four thousand ($4,000.00) dollars; for salary of clerk of the Kansas City court of appeals, six thousand ($6,000.00) dollars; for salary of deputy clerk of the Kansas City Court of appeals, four thousand ($4,000.00) dollars; for salaries of judges of Springfield court of appeals, twenty-one thousand ($21,000.00) dollars; for salaries of Springfield court of appeals commission for selection of opinions to be published and for supervision of preparation of syllabi thereof, fifteen thousand ($15,000.00) dollars; for salary of official reporter of Springfield court of appeals, four thousand ($4,000.00) dollars; for salary of librarian of Springfield court of appeals, two thousand ($2,000.00) dollars; for salary of clerk of the Springfield court of appeals, six thousand ($6,000.00) dollars; for salary of deputy clerk of the Springfield court of appeals, four thousand ($4,000.00) dollars; for salaries of sixty-five judges of circuit courts, three hundred forty-two thousand ($342,000.00) dollars; for salary of the judge of the criminal court of Jackson county, four thousand ($4,000.00) dollars; for salary of the judge of the criminal court of the fifteenth circuit, three thousand ($3,000.00) dollars; for salary of the judge of Cape Girardeau court of common pleas, four thousand ($4,000.00) dollars; for salary of attorney-general, six thousand ($6,000.00) dollars; for salaries of four assistant attorney-generals, twenty thousand ($20,000.00) dollars; for salaries of stenographers in the office of the attorneygeneral fourteen thousand ($14,000.00) dollars; for salary of chief clerk in the attorney-general's office, four thousand ($4,000.00) dollars; for salary of the state librarian, three thousand ($3,000.00) dollars; for salary of the assistant state librarian, three thousand ($3,000.00) dollars; for salary of the marshal of the supreme court, four thousand ($4,000.00) dollars; for salary of stenographers of the supreme court twenty-one thousand, ($21,000.00) dollars; in all seven hundred and twenty-one thousand, ($721,000.00) dollars.

Sec. 4. State department.-For salary of secretary of state six thousand, ($6,000.00) dollars; for salary of chief clerk in the office of secretary of state, four thousand eight hundred ($4,800.00) dollars; for salary of bookkeepers, clerks and stenog
