COMMITTEE ON APPROPRIATIONS EIGHTY-FIRST CONGRESS SECOND SESSION AN ACT MAKING SUPPLEMENTAL APPROPRIATIONS Printed for the use of the Committee on Appropriations 76469 UNITED STATES WASHINGTON: 1950 SECOND SUPPLEMENTAL APPROPRIATION BILL, 1951 SATURDAY, DECEMBER 9, 1950 UNITED STATES SENATE, Washington, D. C. The committee met pursuant to notice at 10 a. m., Hon. Kenneth McKellar (chairman) presiding. Present: Senators McKellar, Hayden, Thomas, Russell, McCarran, O'Mahoney, Chavez, Maybank, Ellender, Hill, Kilgore, McClellan, Bridges, Cordon, Saltonstall, Young, and Knowland. DEPARTMENT OF DEFENSE STATEMENTS OF HON. GEORGE C. MARSHALL, SECRETARY OF DEFENSE; HON. ROBERT A. LOVETT, DEPUTY SECRETARY OF DEFENSE; GEN. OMAR BRADLEY, CHAIRMAN, JOINT CHIEFS OF STAFF; GEN. WADE H. HAISLIP, VICE CHIEF OF STAFF, UNITED STATES ARMY; GEN. HOYT S. VANDENBERG, CHIEF OF STAFF, UNITED STATES AIR FORCE; HON. WILFRED J. MCNEIL, ASSISTANT SECRETARY OF DEFENSE (COMPTROLLER); BRIG. GEN. R. S. MOORE, SPECIAL ASSISTANT TO THE COMPTROLLER, DEPARTMENT OF DEFENSE; MAJ. GEN. WILLIAM REEDER, ASSISTANT CHIEF OF STAFF, G-4, LOGISTICS, DEPARTMENT OF THE ARMY Chairman MCKELLAR. The committee will be in order. I might announce that Senator Wherry states he was under the impression that the meeting on Friday having been called off, there would be no meeting on Saturday. He therefore made engagements, and he finds it impossible to break them. He wanted to hear the testimony, and asks that the witnesses be requested to return at a later date so that he may have an opportunity to ask certain questions of the Joint Chiefs of Staff. If that is necessary, I am quite sure that the witnesses will be willing to come back after this is over. Gentlemen, this is an executive session. General Marshall, you are the first witness, and we will hear from you. TOTAL MILITARY FUND REQUESTED Secretary MARSHALL. Mr. Chairman and gentlemen, this second supplemental estimate for funds, as you know, amounts to $16,844,000,000. To add to that the special request regarding atomic energy funds, carries it up toward $18,000,000,000. I think that I should say, in general explanation of the proposal, that the decision reached in early September, in the light of the then conditions, contemplated a plan of expansion carrying up to 1954.
