RECOMMENDED LAND ACQUISITION

The proposed reclamation withdrawal appears to provide ample lands for the anticipated recreation development at Emigrant Reservoir.

ESTIMATED COST OF DEVELOPMENT

Cost of the recreation development at Emigrant Reservoir, which would include facilities for picnicking, swimming, boating, and play areas, is estimated to be approximately $106,000. Operation and maintenance cost for the recommended facilities is estimated to be $16,000 annually. These figures are necessarily conjectural as they deal with many intangibles that are difficult to evaluate and involve an attempt to foresee conditions that may or may not materialize. The following table shows a breakdown of the estimated cost of development, operation and maintenance.

It is estimated the monetary value of the recreation benefits resulting from the joint use of the reservoir will be $800,000, and an equal amount arising specifically from the development of recreation facilities. In the judgment of the National Park Service, these figures represent a reasonable and conservative evaluation of the recreation benefits accruing to the public as a result of the construction of the project. They are necessarily conjectural as they deal with many intangibles that are difficult to evaluate and involve an attempt to foresee conditions that may or may not materialize. Following is a breakdown of the method whereby this estimate was determined:

PROPOSED HOWARD PRAIRIE RESERVOIR

GINERAL DESCRIPTION OF AREA

Howard Prairie Reservoir site is located on Grizzly Creek in the western headwaters of the Klamath River drainage. It is approximately 20 miles northeast of Ashland. Dead Indian Road between Ashland and Lake of the Woods passes the upper end of the reservoir site. The reservoir will also be accessible from the south by approximately 11 miles of dirt road from Hyatt Prairie Reservoir. Operation

The proposed Howard Prairie Reservoir will store water primarily for power purposes. Water releases from this reservoir would be diverted by the Howard Prairie delivery canal and conveyed across the Cascade Divide into Emigrant Creek watershed. After passing through the Green Springs powerplant at Tyler Creek, the waters will be reregulated for irrigation use in the Emigrant Reservoir.

Howard Prairie Reservoir, at maximum storage elevation of 4,526.4 feet, will have an area of 1,980 acres. The proposed reservoir will be approximately 4.5 miles long and 1 mile across at the widest point. At minimum storage elevation of 4,469 feet, it will have an area of 210 acres. This indicates an average annual drawdown of 28 feet. However, the drawdown during the summer recreation season is expected to average only 6 or 7 feet, which will provide a pool with an area of approximately 1,725 acres.

Types of recreation for which area is suitable

The proposed Howard Prairie Reservoir will have many characteristics similar to Hyatt Prairie Reservoir. It will form a lake with large sections of relatively shallow water, a flat shore on the west side and the headwaters section, and steeper shores on the east side. The higher altitude will afford warm days and cool nights. Conditions are favorable for all types of recreation activity. With the relatively easy access, Howard Prairie Reservoir should have greater use and demand for both day-use and vacation facilities than Hyatt Prairie Reservoir.

ESTIMATE OF RECREATION USE

Recreation use of Howard Prairie Reservoir will be almost entirely during the 3 summer months. Some early fishing and late fishing and hunting may occur, but access to the area is difficult, if not impossible, throughout most of the winter. The demand for both day-use and vacation facilities will be heavy. The development of Howard Prairie Reservoir will supplement facilities at the existing lakes and reservoirs.

It is estimated that the average weekday attendance at Howard Prairie Reservoir would be 100 man-days, with 1,000 man-days over Saturday and Sunday. For the 13-week season the average annual attendance would be approximately 20,000.

RECOMMENDED RECREATION DEVELOPMENT.

Recreation developments at Howard Prairie Reservoir would be of three types: day use, vacation use, and summer homes. The priority for land use would be in the order named. Public developments should be on the east side where the steeper shores would be more conducive to recreation use and fewer mud flats would be exposed with water fluctuations.

The major developments should be in the vicinity of the dam where water views and water use would be damaged least by surface fluctuations. Developments here should be of three types; day use, camping, and resort. Day-use facilities would include boating, swimming, picnicking, and play areas. A public campground should be located adjacent to the day-use area. Resort facilities should include boat rentals, lodge, cabin, or overnight accommodation, and other service facilities.

A secondary development should be located in the headwaters area. This would be a day-use and camping area of more primitive character. This area would serve three purposes: as an overnight stop for people traveling Dead Indian Road, as a more primitive area for those not wanting the crowds which go with greater conveniences, and as an overflow area for the primary development.

Summer home areas could be developed at desirable points around the reservoir as needed. However, the east shore will offer more advantages for this type of development also.

RECOMMENDED LAND ACQUISITION

The dam and lower section of Howard Prairie Reservoir and the headwaters and upper section lie within the boundaries of the Rogue River National Forest. The midsection of the reservoir lies within an exclusion from the national forest. The proposed reclamation withdrawals recommend the purchase of most of this exclusion for flooding and reservoir operation. The remainder of this exclusion should be purchased to consolidate the holdings and for ease of administration. This will involve the northeast quarter and the northwest quarter southeast quarter of section 30, T. 38 S., R. 4 E., totaling 200 acres. This additional purchase would provide an ample area in the Hoxie Creek section for possible future development.
