INTRODUCTION

Mr. MURTHA. The committee will come to order.

We welcome to the Committee today Secretary of Defense Dick Cheney and General Colin Powell, Chairman, Joint Chiefs of Staff. We certainly admire the way you have handled Operation Desert Storm and the public certainly feels the same way. You not only handled it very articulately and successfully in private, but also publicly, and we appreciate the hard work that both of you have been involved in and your success.

After talking and meeting with both of you on our way to Saudi Arabia, we then got a briefing from General Norman Schwarzkopf and Ambassador Freeman. I have to say, Mr. Secretary, that your estimates of damage are conservative compared to the estimates of damage by the Commander in Chief. I don't say this as criticism of General Schwarzkopf, I say that as a compliment to your Department, because you are so conservative in sending estimates of damage over here to the Congress.

TRIP TO SAUDI ARABIA

Let me give you a short report on the results of my trip. I know you were just over there. Norm Dicks, Bill Young and Bob Livingston went with us. We had about five hours with Ambassador Freeman and General Schwarzkopf. The meeting lasted well into the evening and he wore us down finally. He wasn't going to quit until we were worn out and we weren't going to quit until he was worn out. He finally exhausted us and we had to stop the briefing. I asked him why we have had such phenomenal success, what is your experience in the field?

He said three reasons. First, the technical superiority of the weapons. I have to say it made me proud because you, Mr. Secretary, myself and the Members of this Committee have been in the forefront of trying to make sure that the equipment was up to date. It was technically superior and we spent a lot of money, and have
