XI. OFFICERS OF THE DAY AND MIDSHIPMEN IN CHARGE OF FLOORS.

448. At lunch formation a midshipman of the senior class shall be detailed from each battalion for duty as officer of the day, beginning at 7.25 p. m. of the same day and continuing for 24 hours.

449. A midshipman in charge and an assistant shall be detailed for duty on each floor. A midshipman shall be detailed in charge of mail room and a midshipman as assistant officer of the day. These details shall be for the same period as that of the officer of the day.

450. No change in the detail shall be made except by authority of the commandant of midshipmen.

451. Requests for a change of duty shall be in writing.

452. Except at meals and in the office the officer of the day shall wear a sword and white gloves, and the midshipmen in charge and assistants white gloves and duty belts, but gloves need not be worn while writing.

453. During his detail a midshipman is always on duty unless regularly relieved.

454. Midshipmen on the detail shall prepare themselves for duty, and before taking charge shall read the regulations governing the same and all orders in their order book. (See Article 460.)

455. They shall be responsible for the order book, and shall turn it over to their reliefs.

456. Midshipmen on duty shall not visit the room of any midshipman except officially. They shall knock before entering an occupied room.

457. They shall at all times during their tour of duty conduct their intercourse with all persons in a strictly official and military manner.

458. They shall be excused from drills and all academic work except examinations.

459. They may be allowed to study during their tour of duty when it does not interfere with a proper performance of duty, but reading or writing for any other purpose is forbidden, except as required in the line of duty.

460. They shall muster in the corridor in front of the office of the officer in charge when going on duty and also when

coming off, at which latter time they shall submit written reports of all delinquencies that may have come under their observation while on duty. When going on duty, they shall bring their own regulation books to muster, and, in answering the muster, they shall report "All ready, sir," which report will be understood to mean that they have read all the paragraphs of the regulation book under Section XI, pertaining to their own detail, and also articles 752 to 799, inclusive, within the preceding 24 hours.

461. They shall report at once any serious breach of discipline or offense that may come to their notice.

462. They have no discretion in reporting infractions of the regulations.

463. They shall be responsible for all unnecessary soiling of the walls, ceilings, paint work, and floors, and for any damage to Government property under their charge.

OFFICERS OF THE DAY.

464. The officers of the day shall courteously receive all strangers and civilians who may visit the academy and apply to them for information.

465. They shall at all times enforce the regulations and report all infractions thereof.

466. They shall be present at all formations, shall superintend drill and section formations, receiving the reports of absentees, and shall seek and send to drill or recitation the absentees not accounted for.

467. They shall enter in the order book all new orders to the officers of the day issued during their tour of duty.

468. They shall supervise the books pertaining to absence from the building and see that the entries are correctly and neatly made.

469. The officers of the day shall arrange and prepare for the cadet adjutant all orders to be published at general formations.

470. They shall, during the absence of the officer in charge, assume his duties, and shall not during this time leave the office or immediate vicinity, except in case of absolute necessity. 471. They shall not sign passes or permits to take out boats. If these are required during the absence of the officer in charge, they shall be sent to him for signature, or held until his return

472. They shall attend dancing drill in their own battalion and shall preserve order there. Before proceeding to take charge of the dancing class, the officer of the day shall hand a signed list of absentees from the class to the commandant's clerk, stating opposite each name the cause of absence.

473. The officer of the day of the First Battalion shall take charge at meal formations of those under arrest.

474. The officer of the day of the First Battalion shall keep the journal on the odd-numbered days of the month, and the officer of the day of the Second Battalion on the even-numbered days, submitting the rough notes to the officer in charge for approval before being relieved, and shall sign same by 7.50 a. m. of the following day.

475. He shall enter in it the date, the state of the weather, and direction of the wind throughout the day, the readings of the barometer and thermometer, the drill and its character, and the following events whenever they occur: The visits of public functionaries of high rank or position and the ceremonies attending their reception; the beginning, continuance, and end of semiannual and annual examinations; dismissals and resignations; cases of suspension and restoration to duty; confinement and release of midshipmen; and other incidents of importance. 476. His relief shall copy the smooth journal and take it to the superintendent's office by 10 a. m. daily, except Sunday.

477. The officer of the day of the opposite battalion shall prepare and check up rough reports and deliver them to the midshipmen in charge of first and third floors, to be entered on the divisional conduct sheets.

478. Midshipmen on duty at the gate will require all midshipmen going on liberty to report their going and return, stating name, class, and conduct grade.

ASSISTANT OFFICER OF THE DAY.

479. The assistant officer of the day shall have charge of all records pertaining to midshipmen in the office of the officer in charge.

480. He shall cause all calls and signals to be sounded at the proper times, and shall carry out the routine.

481. He shall keep lists of midshipmen on duty, on leave, in hospital, on the sick list, on the excused list, and of those mid

shipmen who have been granted special privileges during his tour of duty, and the nature of the privilege.

482. When reports of absentees are received, he shall at once enter opposite the name of each absentee the cause of such absence. He shall notify the officer in charge at once of any midshipman absent whose name does not appear on the authorized lists of absentees.

MIDSHIPMEN IN CHARGE OF FLOORS AND THEIR ASSISTANTS.

483. They shall at all times enforce the regulations and report all infractions of the same.

484. They shall, upon taking charge, and frequently during their tour of duty, make an inspection of their floor.

485. They shall, at morning roll call, make an inspection of all occupied rooms under their charge to see that the regulations in regard to the beds have been complied with.

486. They shall, immediately after study calls, make an inspection to see that all midshipmen not at recitation are in their rooms, and at drill call shall inspect rooms to see that they have been vacated, reporting delinquents to the officer in charge. 487. They shall take care that unoccupied rooms on the floor of which they have charge shall not be entered or used by midshipmen, and that the doors are kept locked. They shall be at all times responsible for the name plates on the doors, and shall be considered to have carelessly performed their duty in case the plates have been tampered with during their tour.

488. They shall prevent loitering about their desks at all times, or elsewhere, during study hours.

489. They shall see that midshipmen pass through quarters in a quiet and orderly manner during study hours, and shall not allow any violent noise or conduct in the same at any time.

490. They shall see that all midshipmen go to their rooms promptly at warning call.

491. They shall see that midshipmen move off promptly to all formations.

492. Midshipmen in charge of floors on which there are bulletin boards may grant permission to midshipmen to visit these boards, but the boards on his own floor only.

493. One-half hour before breakfast and lunch and 40 minutes before dinner the midshipmen in charge of floors and assistants

shall form abreast the officer in charge's office and be marched to the mess hall by the senior cadet officer in the duty squad. When the meal is finished, they shall all leave the mess hall together, after which the midshipman in charge of first floor, sw. wing, will take charge of the sick and excused squads at the regular meal formation, report promptly to the officer in charge all midshipmen who are absent from or late at these formations, and shall enter the same in his written report.

494. The assistants in charge of floors may, on special occasions, at the discretion of the officer in charge, go to meals and leave the mess hall with the brigade.

495. The assistants to the midshipmen in charge of floors shall, when necessary, assist in sorting the mail, and when sorted by floors they shall personally distribute the mail with-.' out delay; but the assistants shall not be absent from their floors to sort the mail when the battalion of their wing is absent as a body at recitation or elsewhere except church. When the distribution is finished, the assistants shall report the fact in person to the midshipman in charge of mail, returning to him mail that for any reason has not been delivered.

496. They shall not handle mail immediately preceding section formations, nor ever leave it on their desks or tables.

MIDSHIPMEN IN CHARGE OF MAIL.

497. The midshipman in charge of mail shall, under the direction of the officer in charge, be responsible for the proper sorting and handling of the mail upon receipt of the mail from the mail carrier; he shall proceed at once to have it sorted by floors, and when this is done he shall turn it over to the assistants to the midshipmen in charge of floors for delivery.

498. He shall require the assistants to report in person upon completion of the distribution, and he shall in turn report the fact to the officer in charge.

499. Mail addressed to unknown persons, to graduates, to midshipmen on leave, or in the naval hospital shall be returned to the mail carrier upon his next round. Mail addressed to midshipmen in sick quarters shall be taken to sick quarters by the midshipman in charge of mail immediately after he has received the reports from the assistants that the other mail has
