418. Leaders shall give necessary commands; the leader shall march on the flank of the section; the second leader shall march at the head of the section when returning from recitation (not going). Sections and squads shall march in column of squads when practicable. Sections shall be formed independently in two ranks, as a squad. No guides when marching to recitations except for the leading section of each class. Upon swinging into column of squads, section leaders shall cause members of sections in excess of eight to form as nearly as possible ranks of four, following the squad.

419. Midshipmen shall form on the terrace opposite their respective wings facing away from Bancroft Hall in two lines, the first and second classes in rear of the third and fourth, respectively. The first and third classmen of the First Battalion on the left, and of the Second Battalion on the right, of their respective lines.

420. For First Battalion.-The officer of the day, northeast wing, shall station himself on the right of the first class. The midshipmen in charge of the first, third, and ground floors, northeast wing, shall station themselves, as class leaders, on the right of the second, third, and fourth classes, respectively. As soon as the sections have been mustered, the officer of the day and the class leaders will pass along the line of section leaders and take reports of absentees, then dress the classes to the left and take station on line with the section leaders, except the officer of the day, who shall proceed to the front and direct the senior cadet officer present, "Take charge, sir." The senior cadet officer shall give the command, (1) "First and second classes," (2) "Squads left," (or right, or right and left), (3) "March," (4) "Full step," (5) March," (6) "Class leaders take charge." Section leaders at the first command (squads right or squads left) will step one pace to the front and face to the right or left, respectively, and step off with their sections at the second command (march). When the first and second classes are clear of the third, the senior class leader of the third and fourth classes shall give the commands similar to those given by the senior cadet officer. The class leaders shall march the classes to the buildings in which they are to recite. Upon reaching the building, the class leaders will form column of squads, then march by the flank into the building, and give

the order, "Section leaders take charge." They will enter the building and see that the section leaders preserve order. They will then return and turn in their lists of absentees to the officer of the day, then resume their stations as midshipmen in charge of floors.

421. For Second Battalion.-Same as for First Battalion (art. 420), substituting "southwest" for " 'northeast," "right" for "left," and vice versa.

422. The second line (first and second classes) shall march off first. Section leaders of all classes shall march abreast the last man of their sections. Sections returning from recitations shall be dismissed on reaching walks leading to wing doors.

423. For drill.-Formations for drill shall be on the northwest terrace; the battalion which goes to the marine engineering building for drill will fall in by classes, similar to formations for recitation; the other battalion will fall in by divisions, with the second (or fourth) division in rear of the first (or third). The reports shall be taken by the officers of the day and the midshipmen in charge of the first floor in each wing. The internal arrangement of divisions shall be in accordance with plans of heads of departments concerned, previously submitted to and approved by the commandant of midshipmen. The senior cadet officer or squad leader will be in charge of the company or part of company. The companies and class squads shall march to drill separately in the same manner as sections to recitations, except when an entire battalion or the whole brigade is to fall in. In that case the formation shall be the same as for church.

424. When a detachment arrives at its place of drill the commander shall report it to the instructor and receive further orders from him.

FORMATIONS IN BAD WEATHER.

425. For mess.--The first and third divisions shall form in the wide corridor, ground floor of their respective wings, and the second and fourth divisions on the first floor immediately above. The first and third divisions shall march through the covered way leading from the center of their respective wings leading to the mess hall. The second and fourth divisions shall march to the mess hall by the passage leading to the end of the mess hall in their respective wings.

426. For recitations.-First and second class sections shall form in wide corridor, ground floors of their respective wings. Third and fourth class sections in first-floor corridor. The reports of absentees shall be taken in the same manner as for formations outside.

427. Formations for drill shall be by classes in the battalion which goes to the marine engineering building for drill; by divisions in the other battalion. Reports shall be taken as at

drill formations outside. (See article 420.)

428. In formation for bad weather, divisions will face in the same direction as for similar formations outside.

X. CADET OFFICERS AND PETTY OFFICERS.

429. The brigade cadet officers and petty officers shall be on duty at all times and are at all times responsible for the drill and the maintenance of good order and discipline in their commands.

430. They shall prevent or suppress all disorders and infractions of the rules and regulations of the Naval Academy, when cognizant of them, and report the same to the proper authorities.

431. Cases about which they may have reasonable doubt shall be referred to the commissioned officers of their divisions, who will determine what action shall be taken.

432. Cadet officers shall be selected from the first class.

433. The cadet officers are expected to realize fully the increased responsibility placed upon them, and by their strict attention to duty to show themselves worthy of the trust accorded, and thereby maintain the standard of discipline at the academy, as well as prepare themselves for the greater responsibilities soon to be encountered in the service at large.

434. Cadet officers may give orders to the midshipmen in charge of floors when necessary in emergency to preserve discipline, but any such order shall be reported to the officer in charge at the earliest possible moment by the one giving it. Bad judgment in interfering with the regular routine shall be a punishable offense. No "general orders" shall ever be passed by any midshipman without proper authority.

435. Reports against cadet officers shall be special and shall be referred to the commandant of midshipmen before being entered on the conduct report.

436. Cadet officers, brigade and battalion chief petty officers, and the first petty officers of companies have the privilege of visiting other rooms during study hours within the limits of their respective commands.

437. The taps inspection shall be made by the company officers and petty officers. At the taps inspection a written memorandum of all absentees shall be turned in to the officer in charge.

438. The cadet commander.-Under the officer in charge, he is charged with the maintenance of order in the building. He is empowered to make inspections of rooms at such times as he may deem necessary, and upon such occasions shall report all infractions of discipline to the officer in charge. He may order any midshipman to his quarters, but in all such cases he will immediately report his action and the reason therefor to the officer in charge.

439. The cadet lieutenant commanders.-They shall be the senior assistants to the cadet commander, each in immediate command of his own battalion, and shall assist him in every way in the maintenance of good order and discipline in quarters. Under the same restrictions as the cadet commander, they may order any midshipman to his quarters.

440. The adjutants shall assist their respective commanders in the discharge of their duties.

441. The company officers shall be quartered and messed with their companies. They are charged with the good order, discipline, and drill of their respective companies. Their relations to those under their command are similar to those of divisional officers on board ship. They shall lead, instruct, and advise their men. They shall punctually and zealously execute all orders received from proper authority; pay particular attention to the uniform as prescribed both in and out of quarters; see that the midshipmen under their command perform with diligence the duties assigned to them; be attentive to the conduct; check all profane, abusive, obscene, and improper language; protect the midshipmen of their command from improper interference by others; suppress any unseemly noise, confusion, or disturbance; see that proper order and decorum is preserved at mess, and report to the officer in charge those who are guilty of any infraction of the regulations or orders by which they are governed. In the execution of the above duties they may send

midshipmen to their quarters, but in all such cases they will immediately report their action and the reason therefor to the officer in charge.

CADET PETTY OFFICERS.

442. Cadet petty officers shall, as far as practicable, be selected from the first class.

443. The cadet petty officers are zealously to perform the duties required of them by the regulations and orders in force and loyally to support their immediate commanding officers in the performance of their duties.

444. The cadet petty officers and unrated midshipmen of the first class shall be assigned such duties, as assistant drill officers, etc., as will accustom them in the same measure, as far as practicable, as in the case of the cadet officers, to the exercise of command.

MIDSHIPMAN COMMISSARY AND ASSISTANT MIDSHIPMAN COMMIS

SARY.

445. The midshipman commissary and assistant midshipman commissary shall be elected, by the midshipmen of the first and second classes, respectively, at the beginning of each academic term, for the period of such term. They shall act in the capacity of assistants to the commandant of midshipmen, and shall submit to him at proper times such suggestions relative to the variety, quantity, quality, and service of the food supplied to the midshipmen's mess as they may deem expedient. These recommendations must be practicable, and changes proposed must be in line with a proper economical administration of the mess.

446. They shall, during working hours, have the right to enter the mess hall, kitchen, bakery, serving stations, pantries, and storerooms to inspect the food and mess outfit and shall report result of such inspections to the commandant of midshipmen. In case their tours of inspection should interfere with their regular meal hours, they may arrange to have an early meal at such times. They are not empowered to make changes or to give any order involving changes in the messing system. All such orders must be given by the commandant of midshipmen or the commissary officer.

447. The midshipman commissary shall be a member of the auditing committee on the midshipmen's mess accounts.
