321. He shall wear a sword and white gloves when on duty, except in the office and at meals.

322. He shall have duties and responsibilities similar to those of the executive officer on board ship, under the commandant of midshipmen.

323. He shall use courtesy in his official intercourse with midshipmen, and he shall advise and direct them when it may

seem necessary.

324. He shall be charged with the cleanliness of buildings and servants under his care.

325. He shall attend formations as far as possible.

326. He shall make such inspection of the brigade at morning roll call as is practicable.

327. He shall inspect the mess hall and servants daily. 328. During meals he shall preside in the mess hall, and he shall make an inspection of the hall after meals.

329. He shall make an inspection of midshipmen's rooms at discretion.

330. He shall regulate the temperature of the midshipmen's rooms and shall see that they are not kept unnecessarily warm. 331. He shall make frequent inspections of all parts of the quarters under his charge, guarding especially against fire.

332. He shall not permit midshipmen to sit up or have lights after taps, except in case of illness or some extraordinary circumstance. (See article 762.)

333. He shall not make, or permit to be made, on the daily conduct report, scandalous or unusual reports against midshipmen. Such reports must be special and direct to the commandant of midshipmen; all reports made by midshipmen against other midshipmen shall be sent through the officer in charge.

334. Reports against all midshipmen of or above the rank of cadet ensign shall be referred to the commandant of midshipmen before being entered on the conduct report.

335. He shall see that midshipmen are not reported for offenses of which they are not guilty or guilty in a less degree than charged.

336. He shall not excuse midshipmen from formation or from the mess hall except in case of illness, nor shall he grant permission to change seats at meals except for good reasons, except on Saturdays, Sundays, and holidays. On Saturday and

Sunday he may allow midshipmen who have liberty to fall out after dinner and supper formations.

337. He shall have resignations and dismissals published at formations before being delivered.

338. He shall not publish at formation any order, nor allow it to be posted, unless signed by the superintendent or the commandant of midshipmen.

339. He shall keep on file the sick lists, details, and instructors' reports of the day.

340. He shall report each day on the efficiency and attention to duty of the officers of the day and the midshipmen in charge and, in case of marked efficiency or inefficiency, their assistants. He will also mark such other midshipmen as may show especial efficiency or lack of efficiency in their duties.

341. He shall pass to his relief the names of midshipmen under punishment and the character of the punishment.

342. He shall inform the commanding officer of the station ship whenever midshipmen have been given permission to use boats.

343. He shall examine and sign the journal before it is sent to the superintendent.

344. He shall see that entries are made in the journal of the officer of the day of the meeting and adjournment of courts and boards.

345. When the journal is returned from the office of the superintendent the officer in charge shall at once examine it and shall call the attention of his predecessor to any remarks entered therein.

346. The officer in charge shall order reefers, mackintoshes, cap covers, and overshoes when necessary. Overshoes shall be especially ordered for outdoor drills when the ground is very damp. Overcoats shall be ordered only on dress occasions.

347. The keys of the following buildings shall be kept on the keyboard in the office of the officer in charge, when not in use, and shall be under guard of the orderly on duty:

(a) Midshipmen's quarters, including kitchen, bakery, and laundry.

(b) Exterior master, for all outside doors of seamanship building, armory, chapel, library, gymnasium, and midshipmen's boathouses.

348. All keys taken from the keyboard must be obtained through the orderly on duty, who will see that persons taking or returning keys sign for the same, entering the time of such taking or returning in the book provided for this purpose.

VI. OFFICERS IN GENERAL.

349. Officers attached to the academy are on duty at all times unless relieved by proper authority. They shall report to the commandant of midshipmen all infractions of the regulations that may come to their notice. Reports of infractions which occur in the section room or examination room, and those which concern a department other than discipline, shall be forwarded to the commandant of midshipmen through the head of the department concerned; reports of infractions of general discipline shall be sent by the officer making the report to the commandant direct.

350. It shall be the duty of every professor, assistant professor, academic officer, or any cadet officer or cadet petty officer, or instructor, as well as every other officer stationed at the Naval Academy, to promptly report to the commandant of midshipmen any fact which comes to his attention tending to indicate any violation by a midshipman or midshipmen of any of the regulations of the Naval Academy.

351. Whenever it may be necessary to put Government quarters at the academy in quarantine, the occupants of such quarters are forbidden to visit any other Government quarters; or to use the Government grounds during the continuance of the quarantine, except under such special regulations as the superintendent may prescribe.

352. All persons connected with the academy are forbidden to visit quarters that are in quarantine unless specially authorized to do so by the superintendent or by the senior medical officer.

353. Whenever a court or board may be convened by order of the superintendent or the Navy Department, the senior member shall notify the officer in charge of the convening and of the adjournment of such court or board.

354. Midshipmen who are dismissed from the Naval Academy will not be permitted to enter the grounds or visit quarters or

buildings of the Naval Academy without written permission from the superintendent.

355. Whenever an orderly may be needed to attend on a court or board, the senior member shall notify the commanding officer of the station ship, who shall make the necessary detail. 356. No smoking shall be allowed in the grounds or in the public buildings, except the officers' quarters and the rooms of the senior class of midshipmen. This regulation does not prohibit commissioned officers from smoking in their offices in fireproof buildings.

357. No children shall be allowed in or about the public buildings, and no servants, unless employed there or sent there by proper authority.

358. Passes must be filled out in ink and must contain the following:

(a) Date.

(b) Name of person to whom pass is issued.

(c) Description of property covered by pass, including contents of box, package, or basket.

(d) Signature and rank of an officer, naval or civil. General passes are prohibited, and passes for Government property must be made out in accordance with the Navy Regulations.

The watchmen have been instructed to satisfy themselves of the identity of the person named in the pass, and of the contents of any box, package, or basket. Passes not complying with the foregoing will be retained by the watchman at the gate, together with the property involved, pending investigation by the commandant of midshipmen.

359. Leave of absence may be granted by the superintendent to any officers, naval or civil, attached to the academy from the close of one academic year to the beginning of the next, provided that their services are not required, and at other times for shorter periods, at his discretion. 360. Leave of absence not exceeding 24 hours may be granted by the head of any department to officers or instructors in his department; application for leave exceeding 24 hours shall be made to the superintendent through the head of department.

Absence from the end of the first period on Saturday until the beginning of the first period on Monday shall be construed as "not exceeding 24 hours." Heads of departments wishing to avail themselves of leave not exceeding the limits which they are authorized to grant their subordinates may do so by merely recording the fact at the superintendent's office, together with information as to the officers acting in charge of their departments during their absence.

361. All officers, naval and civil, shall report their return from leave of absence to the officers from and through whom the leave was obtained.

362. All officers and others obtaining leave of absence shall report to the superintendent in writing their intended place of residence, and any changes as they may occur.

363. Reports of delinquencies of midshipmen must be made in writing to the commandant of midshipmen, and must be signed by the officer making the report; they shall state the class and division of the midshipmen reported, using separate sheets for separate divisions. (See last paragraph, Art. 349.)

364. Blanks for reports may be found in the office of the officer in charge.

365. Midshipmen shall not go to the house or office of any officer to make a complaint or request in greater numbers than three at a time, and then only after obtaining written permission from the superintendent through the commandant of midshipmen.

366. No midshipman shall address an officer or instructor who has reported a delinquency on the subject of such report without permission from the superintendent; and officers shall not converse with offenders on the subject of such reports without permission. This does not apply to officers in the department of discipline.

367. Midshipmen are forbidden (a) to loiter about the entrance to officers' quarters except when on liberty; (b) to go to the entrances of houses occupied by officers between 9.30 and 10 p. m.

VII. INSTRUCTORS.

368. Instructors shall apply to the heads of their respective departments for library books wanted for professional use in the department.
