The Regulations of the United States Naval Academy are so far modified that "Part 2, Interior Discipline," shall be under the control of the superintendent of the academy, who is authorized to revise that portion and make such changes as he may from time to time find necessary. PART II.-INTERIOR DISCIPLINE AND GOVERNMENT.

I. COMMANDANT OF MIDSHIPMEN.

301. The commandant of midshipmen is charged with the enforcement of the regulations for interior discipline, and shall be assisted by line officers detailed for the purpose.

II. SENIOR ASSISTANT TO COMMANDANT OF
MIDSHIPMEN.

302. The senior assistant to the commandant of midshipmen shall be charged with the administration of the mess hall, kitchen, and laundry, and with the cleanliness of the property in use in those places.

303. He shall be the senior member of the board of audit of the midshipmen's mess accounts.

304. He shall inspect and pass upon all uniforms and top clothing to be issued to midshipmen, and shall keep the record of uniform clothing ordered and accepted.

305. He shall inspect charges for repairs made by the cobbler and the tailor.

306. He shall keep the records of the midshipmen in efficiency. 307. He shall arrange for papers for reading rooms.

308. He shall make inspections of midshipmen's quarters and outbuildings belonging thereto, and shall notify the commandant of midshipmen of needed repairs.

309. (a) He shall have charge of the fire organization under the commandant of midshipmen.

(b) He shall, under the commandant of midshipmen, have general supervision of the expenditure of various subscriptions of midshipmen allowed by the superintendent, excepting subscriptions for athletics, and no expenditures will be made, nor contracts entered into, nor any goods ordered without his authority.

(c) He shall assist the commandant of midshipmen in matters of discipline, at inspections, and in such other matters as ordered.

(d) He shall act for the commandant of midshipmen during the temporary absence of the latter.

III. OFFICER IN CHARGE OF PHYSICAL TRAINING AND ATHLETICS.

310. The officer in charge of physical training shall have charge, under the supervision of the commandant of midshipmen, of the physical training and athletics of the midshipmen and of the organization and administration of the gymnasium and gymnasium force.

311. He shall keep records of expenditures of midshipmen's athletic funds.

312. He will be available for " officer-in-charge" duty only when the number of officers assigned for that purpose to the department of discipline is reduced below four.

313. The medical officer detailed to duty, under the commandant of midshipmen, in connection with physical training shall be responsible for the physical measurement at frequent intervals of all midshipmen, with a view to the determination of the forms of exercise required in each individual case to secure the desired systematic development. He shall tabulate the results of all measurements taken, and shall make appropriate recommendations to the officer in charge of physical training, who shall be responsible that such recommendations are carried into effect as far as practicable. The medical officer shall also make such suggestions on the subject of physical training as his experience and observation may dictate. He shall cooperate with the officer in charge of physical training with a view to obtaining the best results from the system pursued. He shall attend all athletic contests and drills where accidents requiring immediate medical attention are liable to

occur, and shall observe the methods of training adopted by the various civilian coaches and trainers employed by the two athletic associations, to the end that no midshipman may suffer injury thereby.

IV. OFFICERS IN CHARGE OF DIVISIONS.

314. The other assistants of the commandant of midshipmen shall be known as "officers in charge."

315. Four of them shall be assigned, as far as practicable, to a division of the brigade consisting of three companies, and be charged with the general discipline, neatness, and good order of their commands. Immediately under the direction of the officers in charge shall be the officers of the brigade of midshipmen, upon whose zeal and proper performance of duty the conduct of the midshipmen of all classes will largely depend.

316. The officers in charge of divisions shall be present daily at a specified time in assigned rooms in Bancroft Hall to confer with the battalion and company officers, receive reports from them, and see that their duties are systematically and uniformly performed. They shall also make the regular forenoon inspection, after 9 a. m., of the quarters of the companies under their command. The fifth officer in charge shall perform the duties of officer in charge during the time that the officers in charge of divisions are performing the above duties and those indicated in articles 317 and 318.

317. They shall report daily the condition of their divisions to the commandant of midshipmen, bringing to his notice infractions of regulations.

318. On Sundays the inspection of rooms shall be followed by divisional inspections of the midshipmen before they are marched to divine service.

V. THE OFFICER IN CHARGE.

319. The officers in charge shall take the duty in rotation, according to seniority. The tour of duty shall be from 9.15 a. m. of one day to 9.15 a. m. of the day following.

320. The officer in charge shall be responsible for the carrying out of the Naval Academy regulations and shall exercise a general supervision over the midshipmen and their quarters.
