AS APPROVED BY THE SECRETARY OF THE NAVY, APRIL 17, 1911. 5 REGULATIONS OF THE UNITED STATES NAVAL ACADEMY, The following regulations, which are promulgated as supplementary to the United States Navy Regulations, will be obeyed by all persons connected with the Naval Academy: PART I.-ORGANIZATION AND GENERAL REGULATIONS. I. GOVERNMENT. 1. The United States Naval Academy shall be under the direct supervision and control of the Bureau of Navigation, Navy Department. 2. A line officer of the Navy, of a rank not below that of commander, shall be assigned by the Navy Department as Superintendent of the Naval Academy. 3. He shall be charged with the general superintendence and government of the academy, and all officers, professors, instructors, and midshipmen shall be under his command. He shall have charge of the grounds, buildings, vessels, and other public property in use at or belonging to the academy. He shall have the power to appoint or remove all persons employed at the academy, except those for whose employment or discharge special provision may be made by law, or by the Regulations for the Government of the Navy or of the Academy. 4. Whenever he shall believe the continued presence of any midshipman at the Naval Academy to be contrary to the best interests of the service, it shall be his duty to report in writing such fact, with a full statement of the facts upon which are based his reasons for such belief, to the Secretary of the Navy, who, if after due consideration of the said report he shall deem the superintendent's belief reasonable and well founded, shall cause a copy of the said report to be served upon the said midshipman and require him to show cause, in writing, and within such time as the Secretary of the Navy shall deem reasonable, why he should not be dismissed from the Naval Academy, and after due consideration of any cause so shown the Secretary of the Navy may, but with the written approval of the President, dismiss such midshipman from the Naval Academy. And the truth of any issue of fact so raised, except upon the record of demerit, shall be determined by a board of inquiry convened by the Secretary of the Navy under the Rules and Regulations for the Government of the Navy. (Act of Congress, approved April 9, 1906.) 5. He shall, subject to the approval of the Navy Department, regulate the uniforms of midshipmen. 6. At the end of each academic month he shall send a report of the marks and standing in each branch and the number of demerits of each midshipman to his parent or guardian, and a report of the relative standing of the midshipmen in the various branches, with the marks and the number of demerits, to the Bureau of Navigation. 7. At the end of each term he shall send a report of the marks and standing in each branch, and the number of demerits of each midshipman to his parent or guardian, with a statement as to the final disposition of his case, if found deficient in any branch. 66 8. At the end of the first term he shall transmit to the Bureau of Navigation the report of deficiencies," with the recommendation of the academic board as to the disposal of each case, and a report of the relative standing of the midshipmen in the various branches, with the marks and the number of demerits. 9. At the end of each academic year he shall transmit to the Bureau of Navigation copies of the "merit roll of the graduating class for the academic course," "merit rolls," and "reports of relative standing and demerits" for all four classes for the year, and a report of deficiencies similar to that sent at the end of the first term. 10.
