170. A mark of 2.5 shall represent the minimum of proficiency, and midshipmen whose final average for a term in any branch falls below that mark shall be reported by the academic board as deficient in that branch.

171. No addition shall be made to a midshipman's mark affecting his class standing by any special or elective course of instruction or examination that is not participated in by every midshipman in his class, except that one-half of each class shall be instructed and marked in French and the other half in Spanish.

172. Any midshipman absent without proper authority from a recitation, examination, or exercise shall receive 0 as his mark.

173. Any midshipman not duly excused by proper authority who shall fail to hand in a theme at the time specified by his instructor shall be considered to have made a total failure and shall be marked accordingly.

174. Any midshipman who at an examination, recitation, or exercise, or in the preparation of a theme, shall copy from another, or shall receive any unauthorized assistance-written, printed, or oral-or shall attempt to obtain such assistance, or shall be found with any unauthorized printed or written matter in his possession relating to the subject of the recitation or exercise, shall receive 0 as his mark.

175. In all cases, except those mentioned in articles 172, 173, and 174, where 0 is given as a mark the instructor giving the mark shall before the close of the recitation inform the midshipman of the fact.

176. Marks given in recitation before the first Monday of the first term shall be combined with those of the following week.

177. Unless otherwise directed by the academic board, averages shall be computed in the following manner: Whenever a midshipman shall receive more than one mark during the week in any branch, the arithmetical mean of such marks shall constitute his weekly average in that branch. The mean of the weekly averages in any month combined with the examination mark, if monthly examinations are held, shall constitute the monthly average. The mean of the monthly averages for the term, combined with the semiannual or annual examination mark, shall constitute the final average for the term.

178. Marks in "conduct" shall be continuous throughout the year for all classes. The final mark for the year in “ conduct" shall be determined in accordance with the number of demerits assigned since the end of the preceding academic year. For each demerit received during the year, there shall be subtracted from 4:

179. Marks in "efficiency" shall be assigned to all classes for each of the two terms of the academic year, and in the case of the second and third classes, for the summer term as well. The arithmetical mean of the term marks assigned shall in each case be the final mark in "efficiency" for the year, to which the established coefficient shall be applied to determine the yearly multiple. The subject "practice cruise," with a separate coefficient, shall take the place of efficiency" in the case of the midshipmen of the first class for the summer cruise.

180. Marks in all other branches, except in such as may, by reason of the limited number of recitations assigned throughout the year, be specially exempted by the academic board, with the approval of the Navy Department, shall be complete for the term in which they are assigned, and shall not be combined with the marks for the preceding or succeeding term. A separate coefficient shall be assigned for each term in each such branch, to be applied to the final mark for the term to determine the term multiple. The multiple for the year in any branch to which a coefficient is assigned for each term of that academic year shall be the sum of the multiples for the respective terms. Branches of this character (having a coefficient assigned for each term of the academic year) shall be regarded, for convenience in the consideration of special action in cases of prolonged absence or of "turning back into the next lower class," as "continuing" throughout the year. A yearly coefficient, being the sum of the coefficients for the respective terms, shall be understood as existing in the case of each "continuing" branch.

181. The final mark of a midshipman for a month in any study in which monthly examinations are held shall be determined by adding the mean of his weekly averages, multiplied by 2, to the mark received for the examination and dividing the sum by 3, thus:

182. When monthly examinations are not held, the final mark of a midshipman for a month shall be the mean of the weekly averages. This regulation includes the case of marks in all branches for the academic months of January and May.

183. When the number of recitations made during a month by a midshipman, in any study in which monthly examinations are held, shall not exceed the number of recitations assigned to the study for one week, the final mark for the month shall be determined by adding the mean of all the marks received during the month for recitations to the mark received for the examination, and dividing the sum by 2, thus:

184. When the number of recitations made during a month by a midshipman, in any study in which monthly examinations are not held, shall not exceed the number of recitations assigned to the study for one week, the final mark for the month shall be the mean of the marks received for the recitations, and shall have only half weight in determining the mark for the term. This regulation, under the circumstances noted, includes the case of marks in all branches for the academic months of January and May.

185. When a midshipman shall make less than two recitations during a month in any study in which monthly examinations are held, and in which more than four recitations during a month are assigned, the mark received for the examination shall be his final mark for the month; except when his absence from his academic duties includes the date of the regular monthly examination, in which case he shall have no mark for that month in the study. in question. Whenever a midshipman has made a single recitation in a subject for an academic month, and the mark for which recitation will be thrown out under the provisions of this article unless another recitation is made, it

shall be his duty to bring the circumstances of his case to the attention of the instructor, who will, if practicable, hear him recite and assign him a mark.

186. In a study in which monthly examinations are held and in which not more than four recitations during a month (art. 183) shall govern in the

are assigned, the formula event of one recitation only being made; but the foregoing rule (art. 185) shall be substituted when no recitation is made, or when no recitation is made and the regular monthly examination is not taken.

187. When a midshipman shall make less than two recitations during a month in any study in which monthly examinations are not held, and in which more than four recitations a month are assigned, he shall receive no mark for that month in that study. This regulation includes the case of marks in all branches, within the specified limit of number of recitations assigned, for the academic months of January and May.

188. In a study in which monthly examinations are not held and in which not more than four recitations during a month are assigned, the mark received for one recitation, where only one is made, shall constitute the final mark in that study for that month, with diminished weight as provided in article 184. This regulation includes the case of marks in all branches, within the specified limit of number of recitations assigned, for the academic months of January and May.

189. When the weekly mark of any midshipman consists of a mark for a single recitation, in a study which has more than one recitation a week, the mark shall be considered as having one-half the weight of the average for any other week in computing the monthly mark.

190. The final mark for a term, in studies in which monthly examinations are held, shall be determined by adding the mean of the final monthly marks, multiplied by 3, to the mark received for the term examination, and dividing the sum by 4, thus:

The marks for January and May shall have equal weight with the other monthly marks in determining the mean of the final monthly marks" for the term in question.

191. When monthly examinations are not held, the final mark of a term shall be determined by adding the mean of the final monthly marks, multiplied by 2, to the mark received for the term examination, and dividing the sum by 3, thus:

192. When a midshipman receives during a term, in a study in which monthly examinations are held, the mark for only one month's completed work, his final mark for the term shall be determined by adding the mark thus received to the mark received for the term examination, and dividing the sum by 2, thus:

This regulation shall govern equally when the month for which marks are assigned is January or May, provided monthly examinations are held in the branch in question in the first three months of the term.

193. When a midshipman receives during a term, in a study in which monthly examinations are not held, the mark for only one month's completed work, his final mark for the term shall be determined by adding the mark thus received to the mark received for the term examination, multiplied by 2, and dividing the sum by 3, thus:

194. When a midshipman fails to receive during a term, in any study in which monthly examinations are or are not held, a mark for at least one month's completed work, the mark received for the term examination shall be his final mark for the term. When this situation arises at the end of the first term, and the midshipman is absent also from the regular semiannual examination, all marks for that term in any study which is continued throughout the year shall be thrown out, and the mark received for the second term shall be multiplied by the yearly coefficient to determine the final multiple for the academic year in that study. In studies "completed" at the semiannual examination, and in all studies at the annual examination, no midshipman shall be passed without having taken
