is paid for and that he has no debt contracted during the time he has been a midshipman.

93. The superintendent may authorize a charge in the account of each midshipman for mess entrance fee, not to exceed $30.

94. He shall, under instructions from the commandant of midshipmen, fix the dietary of the midshipmen's mess, and, at the beginning of each week, shall submit to the commandant of midshipmen for his approval a menu for each day of that week. He shall be charged with the purchase and care of all articles of provisions, tableware, table linen, kitchen ware, and stores in general needed for the complete ordering of the midshipmen's mess. He shall be responsible for the proper preparation, cooking, and serving of all articles of table consumption. When supplies are received for the midshipmen's mess, the commissary or his clerk shall inspect them as to quality and quantity, and shall keep a record of the same. He shall, with the approval of the commandant of midshipmen, employ such labor for the mess as may be required in addition to that provided by the Government. No change in the rates of pay for such labor shall be made without the approval of the superintendent. The names of such employees shall be placed upon a pay roll, which shall be paid by the commissary after approval by the superintendent.

95. He shall keep the midshipmen's store supplied with such articles as are approved by the superintendent, and shall issue the same to the midshipmen upon requisitions approved by the commandant of midshipmen.

96. The cash balance of the capital used for making purchases for the midshipmen's store shall be deposited in the subtreasury, subject to the check of the midshipmen's storekeeper.

97. The store account of each midshipman shall be submitted to the superintendent on the last day of each month for his approval.

98. He shall keep a set of books showing the mess entrance fee and other moneys received, with the monthly cost of maintaining the table and laundry for the midshipmen, and the amount charged therefor against their individual accounts.

99. A board of three officers, the senior of whom shall be the senior assistant to the commandant of midshipmen, shall be

appointed by the superintendent to audit the accounts of the midshipmen's mess monthly, the audit to be complete before the 20th of each month.1

100. When any midshipman shall sever his connection with the Naval Academy by graduation, resignation, or from any other cause, the midshipmen's pay officer shall, upon the written order of the superintendent, pay to said midshipman the total amount due to his credit, including his mess entrance fee.

XI. MARINE BARRACKS, NAVAL HOSPITAL, AND EX

PERIMENT STATION.

101. The marine barracks, naval hospital, and experiment station shall be included with the Naval Academy under the jurisdiction of the superintendent, who shall exercise control in the manner prescribed by the Navy Regulations for commandants of naval stations in general with regard to similar auxiliary establishments.

102. The medical officer in command of the naval hospital shall establish regulations, subject to the approval of the superintendent, governing undergradute midshipmen while in the hospital. These regulations shall be in as strict accord with those for the interior discipline of the academy as the logical requirements of the health of the midshipmen patients will permit. Midshipmen transferred to the hospital on account of diseases of venereal origin shall be regarded as on the stricted list."

103. He shall require all undergraduate midshipmen granted leave of absence while in the hospital to report to the commandant of midshipmen before their departure.

104. He shall keep the "nearest of kin" informed of the progress of all cases of serious illness, and shall make special reports to the superintendent in the case of the serious illness of midshipmen.

105. He shall promptly report to the superintendent all cases of death occurring at the hospital, suggesting an appropriate hour for the burial, allowing, if practicable, 24 hours for the digging of the grave. He shall notify the "nearest of kin"

and inform him that interment will be made at the Naval Academy on a specified date, unless the nearest of kin" requests otherwise. The telegraph shall be used for this purpose, unless the "nearest of kin" is in the immediate vicinity. He shall make the necessary arrangements for the funeral with the chaplain or minister of a desired denomination and with the undertaker. He shall, on application, furnish the officer designated to command the escort all necessary information to insure proper cooperation.

106. He shall make the following routine reports to the superintendent: Weekly "report of sick," weekly report of midshipmen discharged, daily memorandum report of midshipmen discharged, and a retain copy of all "reports of medical survey" in cases of midshipmen.

XII. NAVAL ACADEMY CEMETERY,

107. The assignment of lots in the cemetery shall be made by the Superintendent of the Naval Academy, who is charged with their care and preservation.

108. Except in the case of officers of the Navy of the rank of captain or above, or of officers of the Marine Corps of the rank of colonel or above, lots shall be assigned only for the purpose of immediate burial.

109. Burials in the Naval Academy cemetery shall be restricted to the following:

(a) Officer of the Navy or Marine Corps.

(b) Enlisted man of the Navy or Marine Corps dying at the Naval Academy or in its immediate vicinity.

(c) Member of the immediate family of an officer or enlisted man of the Navy or Marine Corps who may die while the latter is resident in the academy or in its immediate vicinity.

(d) The widow of an officer or enlisted man of the Navy or Marine Corps buried there.

(e) The unmarried children of an officer or enlisted man of the Navy or Marine Corps whose father or mother is buried there.

(f) Enlisted man of the Navy or Marine Corps whose wife or children are buried there.

(g) Ex-officer of the Navy or Marine Corps whose wife or children are buried there.

110. A record of the assignment of lots shall be kept in the office of the assistant to the superintendent.

XIII. MEMORIALS AND EXHIBITS.

111. Under the rules prescribed by the Navy Department, the acceptance and disposition of memorial and other offerings to the Naval Academy shall be determined by the academic board, on the recommendation of the "committee on memorials and exhibits."

XIV. SECRETARY.

112. The Secretary of the Naval Academy shall keep the official midshipmen's rolls, which shall contain the following: A list of the midshipmen, with the name in full, date of admission, place, and date of birth, age, place from which appointed, and the residence, name, and occupation of parent or guardian; monthly, semiannual, and annual class reports; conduct records; merit rolls; and the semiannual and annual deficiency sheets.

113. He shall keep the record of all candidates reporting for admission and the academic and conduct records of all midshipmen. He shall prepare for the superintendent's approval all reports, emanating from the superintendent's office, concerning candidates or midshipmen; and shall, throughout the year, assemble the data required for the compilation of the Annual Register.

114. He shall notify the heads of departments daily of midshipmen discharged from the sick quarters or naval hospital, and shall inform them of any special action affecting a midshipman's academic status, of resignations, deaths, dismissals, and of leaves of absence, exceeding 10 days in length, granted to midshipmen.

115. He shall perform such other duties in connection with the general correspondence of the Naval Academy as the superintendent may direct; and shall have charge of the office force in the absence of the superintendent's aid.

XV. ACADEMIC YEAR.

116. The academic year shall begin October 1 and end May 31, consisting of two terms; the first term from October 1 to the Saturday nearest to January 31, and the second term from the close of the first term to May 31.

117. The summer term" will comprise the time from the annual examination to October 1, and shall include the service on board the practice vessels and such practical instruction at the academy as shall be authorized.

118. Each academic term shall contain four months, those in the first term being named October, November, December, and January; and in the second, February, March, April, and May. The first month of each academic term shall comprise the four weeks beginning with the first Monday of the term, and the two months following shall each comprise four weeks. The fourth month of the first term shall end on the Saturday nearest to January 23, and the fourth month of the second term on the Saturday nearest May 23.

119. Studies and exercises shall be suspended on January 1, February 22, May 30, July 4, the first Monday in September, December 25, and on such other days (including the day for national thanksgiving) as may be designated by the President as national holidays.

120. Recitations and other academic exercises shall be suspended during the time of the semiannual and annual examinations.

121. The daily routine of studies, recitations, and exercises during the academic year shall not be interrupted by extra parades or exercises on account of the presence of visitors, except by order of the Navy Department.

XVI. ADMISSION.

122. There shall be two examinations each year of candi dates for admission as midshipmen. These examinations shall be held on the third Tuesday in April and on the third Tuesday in June, under the supervision of the Civil Service Commission, at various authorized points throughout the country.

123. The examination papers used in both examinations shall be prepared at the Naval Academy, and the examinations of candidates shall be finally passed upon by the academic board.
