recreation hours visitors will be admitted to the gallery only, and must be accompanied by an officer.

681. No ladies or children shall be allowed on the ground floor of the gymnasium, except during such hours as the swimming tank may be reserved for their exclusive use.

682. No one shall be allowed to exercise on the gymnasium floor without gymnasium shoes.

683. No one shall be allowed to use or handle any apparatus in the use of which he has not had instruction.

684. No disorderly conduct shall be permitted in the gymnasium.

685. Midshipmen may be assigned lockers in the gymnasium for their athletic clothes. They shall be responsible for the keys of the same and must turn them in before the close of each academic year.

686. No exercise shall be allowed in the gymnasium during the half hour after each meal.

687. The boxing master shall be present in the gymnasium during the hours assigned to the midshipmen for the use of the same.

688. Midshipmen are forbidden to use the swimming tank except by permission of the officer in charge, officer in charge of physical training, or one of his assistants.

689. The swimming instructor shall be in attendance at stated times for instruction.

690. Midshipmen shall not enter the tank for swimming during the half hour after each meal.

XVIII. LEAVES OF ABSENCE.

691. During the academic year leave of absence will not be granted by the superintendent to any midshipman except in case of urgent necessity.

692. Applications of midshipmen for leave of absence on account of ill health shall be accompanied by a certificate of the senior medical officer.

693. When a midshipman absent on leave is prevented by ill health from returning to the academy, he must, on the first day of each month, transmit a certificate of the state of his health to the superintendent, which shall be signed by a medical

officer of the Navy when practicable; but should there be none in the vicinity, a resident physician of the place must sign the

same.

694. All persons granted leave of absence shall keep the superintendent informed of their addresses.

695. When a midshipman for any reason has been absent from examination, he shall report his return to duty to the head of department concerned in order that the date may be set for examination.

XIX. LIBRARY.

696. The library shall be under the supervision of a committee composed of the librarian and two members of the academic board designated by the superintendent at the beginning of each academic year.

697. The committee shall recommend the purchase of books for the library, and shall have charge of the arrangement of books and catalogues, and of the exchange and disposal of duplicates and undesirable books, subject to the approval of the superintendent.

698. During the academic year the library shall be open from 9 a. m. until 6 p. m. on week days. During the remainder of the year the library shall be open at such hours as the superintendent may designate. The library shall be closed on Sundays and holidays. The librarian or an assistant shall always be in the library when it is open.

699. On Wednesdays after 3.30 p. m. and on Saturdays after 1 p. m. the use of the library shall be restricted to officers and midshipmen.

700. No books shall be issued during graduation week.

701. The privileges of the library are granted to all midshipmen. They may visit the library during recreation hours for the purpose of reading and drawing books under the provisions of succeeding paragraphs, but not with the object of holding conversation or of meeting friends. No midshipman shall visit the library in working clothes.

702. Midshipmen shall not draw books for each other. When sick, they must send a written request for any book wanted.

703. No unbound numbers of periodicals shall be issued to midshipmen.

704. No midshipman shall have in his possession more than one volume at a time. He shall not keep any book longer than one week without renewal.

705. Any midshipman who shall mutilate any book, number of a periodical, or paper, or who shall, without proper authority, remove from the library any book, periodical, or paper, shall be made the subject of a special report to the superintendent.

706. No book or periodical shall be drawn from the library without the knowledge and presence of the librarian or one of his assistants, and an entry thereof shall be made in all cases. When returning a book or periodical, care shall be taken to mention the name of the person to whom it is charged. 707. None but persons connected with the academy and the immediate families of officers of the Navy, Army, or Marine Corps residing in Annapolis, and such other persons as may be authorized by the superintendent, shall take books from the library. Permission to use the library is not transferable outside of the immediate family of the authorized person.

708. All books taken from the library shall be charged to the head of the family, and not more than eight volumes shall be charged to one account at one time. Each unbound number of a periodical shall be regarded as a volume.

709. Books may be kept four weeks and periodicals may be kept one week. At the end of that time, if not specially wanted, they may be renewed for the same periods. Requests to renew in advance or to reserve books shall not be granted. 710. Heads of departments shall not be limited in the number of professional books they may take for use in their departments, but all books thus taken shall be renewed as other books.

711. Instructors shall apply to the heads of their respective departments for library books wanted for professional use in the department.

712. Books may be renewed by oral or written message.

713. The last number of a periodical shall not be taken from the library unless it be a duplicate.

714. No library book or periodical shall be loaned or transferred from one account to another, or taken beyond the limits of Annapolis.

715. Persons leaving Annapolis for seven days or longer shall return all library books in their possession before departure.

716. All library books and periodicals shall be returned to the library not later than the Saturday before graduation week, and no books or periodicals shall be taken from the library until the Monday following graduation day.

717. Any marking or writing in library books or periodicals, except by the librarian or his assistants, is expressly prohibited. Even errors of the press shall not be corrected, but shall be reported to the librarian.

718. Any book lost, mutilated, or injured in any way shall be replaced at the expense of the person to whom the book was charged.

719. Children and youths shall not be permitted to remain in the library during the recreation hours of the midshipmen. 720. Quiet and decorum shall be strictly observed in the library building by all persons.

721. Library books shall not be used as textbooks.

722. Midshipmen are forbidden to enter the librarian's office without permission.

723. Upon entering the library building midshipmen shall hang their caps and overcoats on the racks in the lower hall. 724. The librarian is charged with the observance of these regulations.

XX. MAIL.

725. Official mail must be delivered at the superintendent's office promptly at 10 a. m. and 2.30 p. m. daily, except on Sundays and holidays. Such as may be regarded as of emergency and requiring immediate action may be sent at other times, with the necessary explanation.

726. Mail shall not be removed from the mail room except by the assistants to the midshipmen in charge of floors and midshipmen in charge of mail.

727. No person except midshipmen in charge of mail and the assistants to the midshipmen in charge of floors shall handle or distribute midshipmen's mail unless so authorized by the officer in charge.

728. In forwarding packages, photographs, etc. (other than letters), by mail, midshipmen shall write their names and room

numbers on the outside wrapper, to enable the mail carrier to ascertain to whom the articles belong in case the postage is insufficient.

729. All packages addressed to midshipmen must be placed in charge of the officer in charge and delivered by him in person. He will direct the midshipman to whom the package is delivered to report whether or not it contains contraband articles.

730. To facilitate the sorting of mail, midshipmen will request their regular correspondents to put the numbers of their rooms on all mail matter.

XXI. MESS HALL.

731. The officer in charge shall preside at meals, and, assisted by the cadet officers and petty officers, shall maintain decorum in the mess hall.

732. A seat at meals shall be assigned to each midshipman, which he shall not change without permission.

733. When the midshipmen have entered the mess hall before a meal, the cadet commander, when directed by the officer in charge, shall give the order, "Seats." Thirty minutes shall be allowed for breakfast and lunch, and forty minutes for dinner. At the end of this time the cadet commander shall give the order, "Rise," the companies shall be marched from the hall and the doors shall be closed.

734. Cadet officers in charge of tables shall correct any breach of good manners or decorum, reporting offenders, if necessary. 735. Midshipmen shall not leave the mess hall without permission.

736. Midshipmen shall dress with care for meals.

737. It is forbidden to indulge in loud talking, singing, or any unnecessary noise at the mess table, or to carry reading matter into the mess hall.

738. Throwing food or any missile in the mess hall shall be considered as disorderly conduct and be reported as such.

739. Midshipmen are strictly forbidden in any way to muti. late or deface napkin rings or mess furniture. Midshipmen breaking articles of mess outfit shall sign for them in the book provided for the purpose.

740. No midshipman shall introduce any person into the mess hall without permission of the commandant of midshipmen.
