perienced enlisted man with the party. A crew of midshipmen for a steam launch shall consist of not less than five.

645. When any boat is taken out by a crew of midshipmen, one of the crew shall be detailed by the officer in charge to take charge of and to be responsible for the boat. No landing shall be made outside of the academic limits.

646. When any boat belonging to the Naval Academy is out, the commanding officer of the station ship shall cause a lookout to be kept upon it and shall be ready to send immediate assistance in case of accident. In case of any injury to the boat or its equipment, the person in charge shall, immediately upon his return, report the fact to the officer in charge, who shall notify the commanding officer of the station ship without delay.

647. The authority of the officer in charge to grant permission to midshipmen or others to use boats belonging to the Naval Academy shall not be delegated to the officer of the day.

648. All boats shall be properly secured upon their return and shall be so reported by the person in charge to the officer in charge.

649. Each boat shall have its recall painted on the stern board. The commanding officer of the station ship is authorized to recall boats at any time if he deems it advisable. A lookout for such signal shall be kept from every boat at all times, and the recall shall be immediately obeyed by bringing the boat to the wharf.

650. Midshipmen owning canoes shall not use them without the permission of the officer in charge. They are forbidden to take canoes outside the Santee's wharf, and they are also forbidden to take out in a canoe any other person than a midshipman, except male friends or relatives, by special permission from the commandant of midshipmen. The commanding officer of the station ship is responsible for the execution of this regulation. He shall report all infractions thereof, with the names of the offenders, to the officer in charge and shall direct the midshipmen concerned to report immediately to that officer. After September 30, 1910, no further permits to purchase canoes will be granted.

651. Midshipmen are forbidden to use craft of any kind not authorized by the commandant of midshipmen or to go upon the water after sunset without special permission, or to go in swimming from any academy boat at anchor or underway.

652. The midshipmen's boathouses shall be open for midshipmen during recreation hours and at no other time.

653. Only officers, midshipmen, and rowing coaches will be allowed within the boathouses during recreation hours.

654. During other hours visitors may be allowed in them if accompanied by an officer.

655. During the academic year sailboats belonging to the Naval Academy shall be reserved for the exclusive use of midshipmen during recreation hours.

656. During study hours these boats may be used by officers and others attached to the Naval Academy and by their families, under the conditions prescribed in the foregoing.

XV. FIRE ORGANIZATION.

657. The company organization will be the basis of the fire bill. 658. Copies of the fire bill shall be kept posted in conspicuous places.

659. Exercises at fire quarters shall take place at such times as the commandant of midshipmen shall direct.

660. The fire alarm shall be at all times the rapid ringing of the bell, the blowing of the steam siren, and sounding the gong in Bancroft Hall; the locality of the fire being indicated by one or more strokes of the bell and blasts of the siren. The rattle and gongs shall be the signal for abandoning Bancroft Hall.

XVI. BUILDINGS AND GROUNDS.

661. The grounds and buildings of the academy shall be under the special charge of the assistant to the superintendent.

662. The academic limits include the grounds within the walls south of Dorsey Creek, the wharves, and the public ships moored alongside.

663. Heads of departments and officers occupying Government quarters shall, upon reporting for duty at the Naval Academy, receipt for public property turned over to their charge. In the case of heads of departments, officers detached shall obtain such receipt from the officers detailed as their relief. Officers occupying Government quarters shall, upon detachment, give due notice to the officer in charge of buildings and grounds and general storekeeper of the day and hour when it will be con

venient to have the furniture list of the house verified and to give up the keys.

664. Families of officers, and all other persons residing within the academic limits are required to observe such regulations as may be established for the preservation of public property, and officers shall enjoin this rule upon persons under their control or in their employ.

665. Work upon public buildings, including Government quarters, shall be done only upon the order of the superintendent or of his assistant in charge of buildings and grounds. Requests for necessary work shall be made by the officer concerned to the officer in charge of buildings and grounds. Steam or water leaks such as require immediate repair to prevent damage to public property shall, however, be reported direct by the officer occupying the building or by the employee discovering the leak to the foreman of the power house. To prevent accidents, occupants of Government quarters must familiarize them. selves with the method of turning off the water or steam.

666. Officers desiring the installation of a private telephone in their quarters, or other public building, shall submit a request to that effect to the superintendent. If the request is approved, a permit to install the desired telephone, at the expense of the officer concerned, and under such regulations as may be neces sary for the protection of public property, will be issued to the telephone company concerned.

667. No highly inflammable substance, such as gasoline, wil! be allowed in any of the Government quarters at the Naval Academy, except by special permission from the superintendent.

668. The tennis court in the vicinity of the officers' mess and that in the extension of Sampson Row are allotted for the use of officers and instructors attached to the Naval Academy, and for their families and friends-the last named, however, only upon special invitation for each occasion; the tennis courts in the vicinity of the officers' mess are reserved, after 4 p. m., daily, for the exclusive use of officers, instructors, and their specially invited guests with whom they may be playing. All other tennis courts are reserved for the exclusive use of midshipmen.

669. Automobiles owned by officers may enter and leave the yard by any gate that is open at the time. Those owned by licensed local transfer or livery companies, when run as public

conveyances, may, for the convenience of persons living in or visiting in the yard, enter and leave under the same restrictions that govern vehicles in general. No privately owned automobiles, other than those mentioned, shall be admitted to the grounds at any time. Under no circumstances shall an automobile be run within the academic limits at a greater speed than 6 miles an hour.

670. The crew of the U. S. S. Bagley and all laborers will use Gate No. 3.

Chief petty officers will use either gate No. 1 or gate No. 3. All other enlisted men will use gate No. 1. All employees of Bancroft Hall, excepting the chief cook, the bakers, and the master-at-arms will use gate No. 1. This includes employees of Bancroft Hall proper, the armory, the gymnasium, and the laundry, and does not include clerks to the midshipmen's storekeeper and tailor shop employees, who are permitted to use gate No. 2.

Carriages conveying guests to entertainments held either in the gymnasium, the armory, or Bancroft Hall will use gate No. 1.

Foremen and leading men in buildings and grounds department are authorized to use gates Nos. 1, 3, and 4.

671. No person shall mark, deface, or injure in any way the buildings, walls, trees, or other public property within the academic limits, or post any placard or notice except by authority. Injury to public property shall be made good by the person causing it.

672. During the progress of any drill all persons, not officially connected therewith, are forbidden to cross or to go upon the drill ground devoted to that purpose; which must be cleared promptly upon the approach of the drill party.

673. Midshipmen are forbidden to visit the following places: (a) Interior courts, kitchen, bakery, laundry, and storerooms in basement of Bancroft Hall.

(b) Carpenter and paint shops.

(c) Yard steam works and its inclosures.

(d) Stables and inclosures.

(e) The storerooms of the general storekeeper.

(f) The superintendent's garden.

(g) Alleyway in rear of officers' quarters, chapel, administration building, and the road in rear of officers' mess.

(h) Roof or central portion of Bancroft Hall above third floor.

(i) Marine barracks, camp, and inclosure, except officers' quarters.

(j) Except at authorized times, or with permission from proper authority: Mess hall, section rooms, armory, gymnasium, buildings under control of heads of departments, vessels attached to the Naval Academy, or any vessel lying at the wharf temporarily, pay office, and offices of the general storekeeper.

674. Midshipmen are forbidden to loiter in and around the gateways of the academy, or to go on any wharf at the academy while an excursion steamer is lying there.

675. They are prohibited from loitering in front of officers' quarters, or going to the entrances of the same, except when on liberty. They are prohibited from leaving the immediate vicinity of their quarters or going to the entrances of officers' quarters or sick quarters between 9.30 p. m. and taps.

676. During study hours midshipmen passing through the grounds for any purpose, except when on the sick list, will be considered as in ranks, and shall conform to the rules for midshipmen marching in a body.

677. Midshipmen passing in or out of the grounds shall use gate No. 3, and no other gate, except the Catholic Church party on Sundays. When going to and from the Government farm they shall use the bridge from the academy grounds to the

same.

XVII. GYMNASIUM.

678. The commandant of midshipmen shall have charge of the gymnasium and shall, subject to the approval of the superintendent, formulate the necessary rules for its use for all purposes and for its care and cleaning. All instructors and employees connected therewith shall be under his orders.

679. The gymnasium shall be used only by midshipmen, and by officers (naval and civil) and their families.

680. It shall be used only by midshipmen during all recreation hours; by officers and their families at such times and under such regulations as may be prescribed. During drill and
