Department as far as may be necessary to complete its organization.

11. No person connected with the academy shall, unless authorized by the Navy Department, give any certificate, sign any paper, or take any action whatever in relation to a decision of the Navy Department or of the academic board concerning any person who is or who may have been connected with the academy, and no person connected with the academy shall make any statement relative to the qualifications, standing, or character of any midshipman, or of any person who may have been a midshipman, or concerning the examination of any candidate for admission, unless authorized by the Navy Department or by the superintendent.

12. No person connected with the academy shall cause publications, or correspond with official persons, in regard to transactions at the academy in a manner not authorized by the Regulations for the Government of the Navy.

13. No officer of the Navy nor any person connected with the academy shall take or receive any present or gratuity, directly or indirectly, from midshipmen, or candidates for admission, or from their relatives or friends, nor shall any such person or officer of the Navy receive any compensation for tuition of midshipmen or candidates or persons wishing to become candidates.

14. It shall be the duty of all officers, naval and civil, at the academy, who have knowledge of any violation of a regulation or of any neglect or improper conduct of which a midshipman has been guilty, to report the fact to the commandant of midshipmen. Cases of negligence or impropriety on the part of any other person connected with the academy shall be reported by the person observing them to the superintendent.

The attention of all persons attached to the Naval Academy is called to their obligations in regard to the suppression of the offense of "hazing," as provided in an act of Congress approved April 9, 1906, the text of which is quoted in full in the Regulations of the United States Naval Academy, Part II, "Interior discipline and government" (appended).

15. No officer of the Navy shall exercise authority at the academy, unless subordinate to the superintendent.

16. All persons employed at the academy shall be subject to these regulations.

II. COMMANDANT OF MIDSHIPMEN.

17. The commandant of midshipmen shall be a line officer of the Navy, of a rank not below that of commander, and he shall be next in command and authority to the superintendent.

18. He shall command the Corps of Midshipmen, and shall be charged with the enforcement of the regulations for interior discipline.

19. He shall have charge and supervision, under the orders of the superintendent, of the police and police force of the academy, and of the fire department; and he shall perform such other duties as the superintendent may direct for the preservation of discipline and for the general security.

20. He shall have general direction of all drills and tactical instruction.

21. Under general instructions from the superintendent, he shall, when practicable, command the Naval Academy practice squadron during the annual summer cruise.

22. He shall have immediate charge of the academy band, and shall be responsible for its appearance, discipline, and general efficiency.

23. He shall be the head of the department of discipline, and as such shall submit to the superintendent monthly, semiannual, and annual reports of the standing of midshipmen in their respective classes in efficiency and attention to duty" and annual reports in "conduct." As soon as practicable after the end of each summer cruise; he shall submit to the superintendent a report, covering the period of the cruise, of the standing of the midshipmen of the first class in "practice cruise," and similar reports of the standing of the midshipmen of the second and third classes in efficiency." The marks assigned in the last-mentioned reports ("efficiency" for the cruise) he shall subsequently embody in his annual reports of class standing in the general subject of " efficiency." He shall also submit to the superintendent the standing of midshipmen of the first, second, and third classes in aptitude.

24. He shall have charge of the laundry arrangements of the midshipmen and shall order the supplies therefor. He shall employ the force required for the laundry, but no changes in wages shall be made without the approval of the superintendent. He shall be the general inspector of the midshipmen's

mess, and shall be responsible for its administration, in accordance with the provisions of article 94. He shall be responsible for the discipline and police of the mess hall.

25. He shall frequently, with the aid of his assistants, inspect the buildings used by the midshipmen, and when any repairs or alterations appear necessary, he shall report the fact to the superintendent. He shall call the attention of the superintendent to any defects, and shall suggest any change that may conduce to the comfort or health of the midshipmen.

26. He shall report to the superintendent any violation of the Regulations on the part of anyone attached to the academy, or temporarily within its precincts, that shall come to his knowledge, and he shall promptly and authoritatively check any such irregularity, using (if need be) the police force under his command for this purpose.

27. He shall submit the daily conduct report to the superintendent, and shall cause it to be entered on the record as approved. No person except himself or his assistants shall have access to the record, nor shall its contents be communicated to anyone, except for authorized public purposes, without a written order from the superintendent.

28. At the end of each academic month he shall report the number of demerits of each midshipman to the superintendent, and he shall send a copy of the annual reports of demerits to the superintendent and officer charged with the preparation of the merit roll.

29. Whenever a midshipman is absent from a recitation without proper authority, the commandant of midshipmen shall notify the head of the department in which the recitation took place.

30. In the absence of the commandant of midshipmen, the line officer next in rank attached to the academic staff, exclusive of those not eligible under the Navy Regulations to the exercise of military command, shall perform the duties of his office.

III. ASSISTANTS TO SUPERINTENDENT.

31. A line officer of the Navy shall be detailed as an aid to the superintendent. He shall be known as the officer in charge of buildings and grounds, and as such will be in charge of,

and responsible for, all construction, maintenance, and repair work done at the Naval Academy, except work specially delegated by the superintendent for such repair and maintenance as may be carried on by the heads of departments of the Naval Academy within their own departments, utilizing the service of the mechanics and others specially employed by their department in connection with the instruction of midshipmen. He shall further be in charge of, and responsible for, the materials used in the construction, maintenance, and repair work before mentioned, after they are drawn from the general store; of all apparatus, utilities, and other property not held on the property account of the general storekeeper in the name of the heads of departments and others, for official use, and of Government property held on the property account in the names of the officers and others for present temporary personal use; and of the appointment, employment, direction, supervision, control, and discharge of all labor in connection with the work above mentioned. He shall have charge of and be responsible, under the direction of the superintendent, for the accounts of the academy, and of reports in connection therewith, and of the appropriations therefor; of the preparation of requisitions and pay rolls; of the preparation of the annual estimates of the academy; of the records of appointments, promotions, resignations, and dismissals of all employees; of the preparation of the efficiency reports of employees; of the records of heat, light, and water furnished to officers' quarters, marine barracks, naval hospital, and ships, and of the preparation of all vouchers and returns in connection therewith; of the assignment, and the record of the assignment, of quarters to officers and others; and of all correspondence relating to the business of the office of buildings and grounds; he shall be the representative of the superintendent and responsible for the proper conduct of the cemetery and of all public works; he shall perform such other duty as he may be assigned by the superintendent.

All requests for surveys for articles pertaining to the property account shall be submitted through the officer in charge of buildings and grounds, and when such surveys have been made they shall be forwarded through him for recommendation to the superintendent.

When Government quarters, official or private, are vacated, or are temporarily unoccupied, the keys shall be delivered to the officer in charge of buildings and grounds.

32. When a civil engineer is attached to the Naval Academy he shall be regarded as an assistant to the officer in charge of buildings and grounds, and shall perform such duties as may be assigned him by that officer in connection with such construction, maintenance, and repair work of the Naval Academy as would ordinarily require the services of a civil engineer, and shall be held responsible for the proper performance of the

same.

He shall make plans, drawings, and estimates as required for all projected improvements, reports, and other technical work in the line of his profession at the Naval Academy.

When directed to construct work for which estimates have been made, he shall prepare all necessary schedules of materials to be used in their construction.

When buildings are being erected and other work done by contract the civil engineer will keep a record of inspections made and work done. This record shall be complete in all respects, covering the time from the signature of the contract until its completion, so that in case defective work or material is subsequently discovered it may be practicable to place the responsibility therefor. He shall also superintend such contract work, make estimates, as the work progresses, of the proportion completed, and certify and sign all bills for the work done in accordance with the terms of the contract.

He shall make to the superintendent such suggestions in the line of his profession and duty as he may consider for the interests of the service.

He shall have prepared and sign all reports of the work under his special charge.

All correspondence of the civil engineer with the superintendent shall be forwarded through the officer in charge of buildings and grounds.

He shall perform such other duty as may be assigned by the superintendent.

33. A line officer of the Navy shall be detailed as aid to the superintendent and secretary of the academic board. He shall perform such other duties connected with the superintendent's office as may be assigned him.
