To amend the Act entitled "An Act for the organization, improvement, and maintenance of the National Zoological Park", approved April 30, 1890.

National Zoological Park.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 2 of the Act entitled "An Act for the organization, improvement, and maintenance of the National Zoological Park", approved April 30, 1890 (26 Stat. 78), is amended by inserting immediately after "administer" 20 USC 81. the following: "and improve".

To amend section 109 of the Federal Property and Administrative Services Act of 1949, as amended, so as to remove the limitation on the maximum capital of the General Supply Fund.

Be it enacted by the Senate and House of Representatives of the

United States of America in Congress assembled, That the third General Supply sentence of subsection (a) of section 109 of the Federal Property and Fund.

Administrative Services Act of 1949 (63 Stat. 382), as amended (5

U.S.C. 630g (a)), is hereby deleted.

To provide for the construction of a fireproof annex building for use of the
Government Printing Office, and for other purposes.

Be it enacted by the Senate and House of Representatives of the

construction.

United States of America in Congress assembled, That there is hereby Government Printauthorized to be constructed in accordance with plans to be prepared ing office. by the Administrator of General Services and approved by the Public Annex building, Printer, a fireproof annex building for use of the Government Printing Office, including the mechanical equipment for the building, connections with the present Government Printing Office buildings and utilities, interconnections with the Capitol Power Plant in accordance with plans to be approved by the Architect of the Capitol, access facilities over or under public streets, other necessary appurtenances or facilities, and such mechanical and other changes in the present Government Printing Office buildings as may be necessitated thereby.

SEC. 2. (a) To carry out the purposes of section 1 of this Act, the Administrator of Administrator of General Services is authorized to acquire on behalf GSA. of the United States, by purchase, condemnation, donation, transfer Acquisition of without reimbursement, or otherwise, such publicly or privately real property. owned real property in the District of Columbia (including streets and alleys or parts thereof) as may be located in the area extending west of the property line at the rear of the Government Printing Office Building Numbered 3, along H Street west of North Capitol Street to the alley connecting G and H Streets and south to Jackson Alley, including that portion of Jackson Alley adjacent to the proposed site bordered on the south by present Government Printing Office property and to the north by lots numbered 823, 824, 47, 48, 49, 68, 67, and including the "T" shaped public alley bounded by lots 64, 65, and 66 on the north, lot 67 on the east, Jackson Alley on the south and lot 68 on the west, in square numbered 624 in the District of Columbia.

(b) Any proceeding for condemnation ordered under subsection (a) Condemnation shall be conducted in accordance with the pertinent provisions of the proceeding. Act entitled "An Act to provide for the acquisition of land in the District of Columbia for use in the United States", approved March 1, 1929 (16 D.C. Code, secs. 619-644).

(c) The Administrator of General Services is authorized to provide for the demolition and removal as expeditiously as possible of any buildings or other structures on, or constituting a part of, such real property as may be acquired under, or made available for the purpose of this Act.

(d) The Administrator of General Services is authorized to cause the building herein provided for to be constructed pursuant to the applicable provisions of the Public Buildings Act of 1959 (73 Stat. 479), but without regard to the requirements of sections 7 and 8(a) 40 USC 601 note, thereof. 606, 607.

SEC. 3. There is hereby authorized to be appropriated to the Govern- Appropriation aument Printing Office such sums as may be necessary to carry out the thorization. purposes of this Act, and such sums may be available for transfer to the Administrator of General Services to remain available until expended.

An Act

To provide for a National Portrait Gallery as a bureau of the Smithsonian
Institution.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may National Porbe cited as the "National Portrait Gallery Act".

SEC. 2. For the purposes of this Act

(a) The term "Board" means the Board of Regents of the Smithsonian Institution.

(b) The term "Commission" means the National Portrait Gallery Commission as provided for in this Act.

(c) The term "Gallery" means the National Portrait Gallery established by this Act.

(d) The term "gift" includes a gift, bequest, or devise, whether outright or in trust, and any legal instrument by which the gift is effected.

(e) The term "portraiture" for purposes of this Act shall mean painted or sculptured likenesses.

SEC. 3. (a) There is hereby established in the Smithsonian Insti- National Portution a bureau which shall be known as the National Portrait Gallery. trait Gallery. The functions of such bureau shall be those authorized by this Act. Establishment. The use for the purposes of the Gallery of any part of the building transferred to the Smithsonian Institution pursuant to the Act of March 28, 1958 (72 Stat, 68), is hereby authorized.

(b) The Gallery shall function as a free public museum for the exhibition and study of portraiture and statuary depicting men and women who have made significant contributions to the history, development, and culture of the people of the United States and of the artists who created such portraiture and statuary.

SEC. 4. There is hereby created the National Portrait Gallery Com- National Pormission. The number, manner of appointment and tenure of the trait Gallery members of the Commission shall be such as the Board may from time Commission. to time prescribe. The Board may delegate to the Commission any function of the Gallery or any function of the Board with respect to the Gallery. The Board may make rules and regulations for the conduct of the affairs of the Commission and the operation of the Gallery, and to the extent and under such limitations as the Board deems advisable, the Board may delegate to the Commission the power to make such rules and regulations.

SEC. 5. (a) The Board is authorized to accept for the Smithsonian Institution gifts of any property for the benefit of the Gallery.

(b) Legal title to all property (except property of the United States) held for the use or benefit of the Gallery shall be vested in the Smithsonian Institution. Subject to any limitations otherwise expressly provided by law, and, in the case of any gift, subject to any applicable restrictions under the terms of such gift, the Board is authorized to sell, exchange, or otherwise dispose of any property of whatsoever nature held by it, and to invest in, reinvest in, or purchase any property of whatsoever nature for the benefit of the National Portrait Gallery.

SEC. 6. For the purpose of carrying out any function authorized by section 3 of this Act, the Board may—

(1) purchase, accept, borrow, or otherwise acquire portraiture, statuary, and other items for preservation, exhibition, or study. The Board may acquire any such item on the basis of its general historical interest, its artistic merit, or the historical significance of the individual to which it relates, or any combination of any

such factors. The Board may acquire period furniture and other items to enhance its displays of portraiture and statuary.

(2) preserve or restore any item acquired pursuant to paragraph (1).

(3) display, loan, store, or otherwise hold any such item. (4) sell, exchange, donate, return, or otherwise dispose of any such item.

SEC. 7. (a) The Board may appoint and fix the compensation and Salary, duties. duties of a director of the Gallery, and his appointment and salary shall not be subject to the civil-service laws or the Classification Act of 1949, as amended. The Board may employ such other officers and employees as may be necessary for the efficient administration, operation, and maintenance of the Gallery.

(b) The Board may delegate to the Secretary of the Smithsonian Institution, as well as to the Commission, any of its functions pursuant to subsection (a) of this section.

SEC. 8. There are hereby authorized to be appropriated such sums as may be necessary to carry out the purposes of this Act. Approved April 27, 1962.

To prescribe names for the several House of Representatives office buildings.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That—

House of Representatives of

(1) the House of Representatives office building constructed fice buildings. under authority of the Act of March 3, 1903 (32 Stat. 1083, 1113), Designations. at a time when the Honorable Joseph Gurney Cannon of Illinois was serving as Speaker of the House of Representatives, is hereby designated, and shall be known, as the "Cannon House Office Building"; and

(2) the House of Representatives office building constructed under the authority of the Act of January 10, 1929 (45 Stat. 1071), at a time when the Honorable Nicholas Longworth of Ohio was serving as Speaker of the House of Representatives, is hereby designated, and shall be known, as the "Longworth House Office Building"; and

(3) the House of Representatives office building being constructed under the authority of the Additional House Office Building Act of 1955 (69 Stat. 41), the construction of which was begun while the Honorable Sam Rayburn of Texas was serving as Speaker of the House of Representatives, is hereby designated, and shall be known, as the "Rayburn House Office Building”. SEC. 2. Any law, rule, regulation, document, or record of the United States in which reference is made to any building to which the first section of this Joint Resolution applies shall be held to refer to such building under and by the name prescribed for such building by such section.
