AN ACT

To authorize the preparation of plans and specifications for the construction of a building for a National Air Museum for the Smithsonian Institution, and all other work incidental thereto.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Regents National Air of the Smithsonian Institution are hereby authorized and directed Museum. to prepare plans, including drawings and specifications for the con- Construction struction of a suitable building for a National Air Museum (with plans. requisite equipment, approaches, architectural landscape treatment of the grounds, and connections with public utilities and the Federal heating system) for the use of the Smithsonian Institution, to be located on that part of reservation which is bounded by Fourth Street Southwest on the east, Seventh Street Southwest on the west, Independence Avenue on the south, and Jefferson Drive on the north, title to which is in the United States.

SEC. 3. That the preparation of said drawings and specifications, and all work incidental thereto shall be under the supervision of the Administrator of the General Services Administration in accordance with provisions of the Public Buildings Act of May 25, 1926, as amended. SEC. 4. That there are hereby authorized to be appropriated to the Appropriation. Regents of the Smithsonian Institution such sums as may be necessary to carry out the provisions of this Act: Provided, That appropriations for this purpose, except such part as may be necessary for the incidental expenses of the Regents of the Smithsonian Institution in connection with this project, shall be transferred to the General Services Administration for the performance of the work.

Act of August 7, 1946, as amended, is further amended by striking 72 Stat. 15. out “1959" and inserting in lieu thereof “1961”.

JOINT RESOLUTION

To reserve a site in the District of Columbia for the erection of a memorial to Franklin Delano Roosevelt, to provide for a competition for the design of such memorial, and to provide additional funds for holding the competition.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That, in furtherance of the Franklin Delano joint resolution approved August 11, 1955 (69 Stat. 694), providing Roosevelt Memofor the establishment of a Commission to formulate plans for a rial, D.C. memorial to Franklin Delano Roosevelt, and of the interim report of the said Commission made to the President and to Congress, on January 2, 1959, recommending a site for the memorial and a competition for the design thereof, there is hereby reserved that portion of West Potomac Park, in the District of Columbia, which lies between Independence Avenue and the inlet bridge, being twenty-seven acres more or less, to be used as a site for the proposed Franklin Delano Roosevelt Memorial.

SEC. 2. The Commission is authorized to hold a competition or competitions for the proposed memorial, and to award a suitable prize or prizes in connection therewith, but may refuse to employ any successful competitor if it deems that his design should not be used. The competition for the proposed memorial shall be carried out so as to insure that it will be harmonious as to location, design, and land use with the Washington Monument, the Jefferson Memorial, and the Lincoln Memorial. In holding the competition the Commission shall avail itself of the assistance and advice of the Commission of Fine Arts, of the National Capital Planning Commission, and of the National Park Service, and such Commissions and Service shall, upon request, render such assistance and advice.

AN ACT

To provide for the conveyance of certain real property in the District of Columbia to the Association of the Oldest Inhabitants of the District of Columbia.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Board of Association Commissioners of the District of Columbia is authorized and directed of the Oldest to convey to the Association of the Oldest Inhabitants of the District Inhabitants of Columbia, all right, title, and interest of the District of Columbia of the Disin and to the real property in the District of Columbia described in Columbia. section 2 of this Act: Provided, That whenever the said real property Conveyance. no longer is occupied by the said association for the purposes of said association, all right, title, and interest of the said association in and to such property shall revert to the District of Columbia.

As used in this section, the term "purposes of said association", means substantially the purposes of the said association as they were set forth in the constitution and bylaws of the said association as of January 1, 1957, and such purposes shall be deemed to include the housing and care of such firefighting equipment belonging to the District of Columbia or to said association as was being housed and cared for by said ass iation as of January 1, 1956. No conveyance pursuant to this Act shall be effective until such time as there shall be filed with the Recorder of Deeds of the District of Columbia a certified copy of said constitution and bylaws, and an itemization of said firefighting equipment approved by the said Board of Commissioners: Provided, That the said Board of Commissioners may, without effecting a reverter, withdraw from the custody of said association such of the firefighting equipment as is the property of the District of Columbia.

SEC. 2. The property referred to in the first section of this Act is Description. part of lot 47 in square 1200 described as follows:

Beginning for the same at a point on the south line of M Street, said point of beginning being 127.50 feet west of the west line of Wisconsin Avenue; and running thence east along the south line of M Street 38.38 feet to the centerline of the west wall of the premises 3208 M Street northwest; thence in a southerly direction along the centerline of said wall and a continuation thereof 90.0 feet; thence in a westerly direction along a line parallel to the south line of M Street 38.88 feet, more or less, to a point 127.50 feet west of the west line of Wisconsin Avenue; thence in a northerly direction 90.0 feet to the point of beginning: all as shown on plat of survey recorded in the Office of the Surveyor of the District of Columbia in survey book 51, page 66.
