(3) All after "Coast Guard shore establishments" in section 92 (c) of section 1 of the Act of August 4, 1949 (63 Stat. 503; 14 U. S. C., Supp., 92 (c)).

(4) Of "are surplus or" in section 1 of the Act of March 4, 1921 (41 Stat. 1438, ch. 166; 20 U. S. C. 60).

(1) Section 93 (i) of section 1 of the Act of August 4, 1949 (63 Stat. 504; 14 U. S. C., Supp., 93 (i)) is revised to read: "acquire, accept as gift, maintain, repair, and discontinue aids to navigation, appliances, equipment, and supplies;".

(2) By deleting all after "authorized" in line 1 through "authority" in line 11 of section 3 and by adding "but subject to section 207 of the Federal Property and Administrative Services Act of 1949" after "appropriate" in line 12 of said section, in the Act of April 5, 1944 (58 Stat. 191; 30 U. S. C. 323).

(3) By inserting "or as provided in section 204 of the Federal Property and Administrative Services Act of 1949, or in other law," between "authorized by law," and "shall be deposited" in section 3618 of the Revised Statutes (31 U. S. C. 487).

(4) By deleting all after "serviceable" in line 3 of section 5 of the Act of June 13, 1902 (32 Stat. 373; 33 U. S. C. 558) and by substituting therefor "and is transferred or sold, the proceeds thereof may be credited to the appropriation for the work for which it was acquired”.

(5) By deleting "It" in line 1 of section 5 of the Act of March 3, 1883 (22 Stat. 599; 34 U. S. C. 492) and by substituting therefor "Except as otherwise provided under the Federal Property and Ad- 63 Stat. 777. ministrative Services Act of 1949, as amended, it". 41 U.S.C. 201

(6) By deleting "section 34 (a) of the Surplus Property Act of note. 1944 (58 Stat. 765; 50 U. S. C. 1611)" in section 1 of the Act of August 7, 1946 (60 Stat. 897; 34 U. S. C. 546f), and by substituting therefor "section 602 (c) of the Federal Property and Administrative Services Act of 1949, as amended,".

(7) By deleting "or" in line 11 under the heading "Supplies for Postal Service" in the Act of June 26, 1906 (34 Stat. 476; 39 U. S. C. 355), and by substituting therefor "and, subject to applicable regulations under the Federal Property and Administrative Services Act of 1949, as amended, may similarly contract for such envelopes".

(8) The fourth full paragraph on page 1112 of volume 32 of the Statutes at Large, in the Act of March 3, 1903 (40 U. S. C. 304), is revised to read: "The General Services Administration is authorized to take custody, for disposal as excess property under the Federal Property and Administrative Services Act of 1949, as amended, of such lands as have been or may hereafter be acquired by the United States by devise."

(9) By amending the fourth full paragraph appearing on page 547 of volume 44 of the Statutes at Large, in the Act of May 13, 1926 (41 U. S. C. 6a), to read as follows:

"Hereafter the purchase of supplies and equipment and the procurement of services for all branches under the Architect of the Capitol may be made in the open market without compliance with

section 3709 of the Revised Statutes of the United States, as amended, 41 U.S.c. § 5. in the manner common among businessmen, when the aggregate amount of the purchase or the service does not exceed $500 in any

instance."

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 2 of Foreign the Foreign Service Buildings Act, 1926, as amended (22 U. S. C., sec. 293), is amended by redesignating the last subsection thereof as subsection (d) and by adding at the end thereof the following new subsection:

"(e) Section 1 (e) of the President's Reorganization Plan Numbered II (53 Stat. 1432) is incorporated herein by reference and applies 5 U.S.C. to the Foreign Service Buildings Act, 1926, as amended."

SEC. 2. Section 4 of such Act, as amended (22 U. S. C., sec. 295), is amended by inserting "(a)" after "SEC. 4."; by amending the last sentence thereof to read as follows: "In the case of the buildings and Expenditures. grounds authorized by this Act, after the initial alterations, repairs, and furnishing have been completed, subsequent expenditures for such purposes may be made out of the appropriations authorized by this Act in amounts authorized by the Congress each fiscal year."; and by adding at the end thereof the following subsection:

"(b) For the purpose of carrying into effect the provisions of this Appropriation. Act there is hereby authorized to be appropriated, in addition to amounts previously authorized, an amount not to exceed $90,000,000, which shall be available exclusively for payments representing the value, in whole or in part, of property or credits in accordance with the provisions of the Act of July 25, 1946 (60 Stat. 663). Sums appropriated pursuant to this authorization shall remain available until 295b. expended."

SEC. 3. Section 5 of such Act, as amended (22 U. S. C., sec. 296), is amended to read as follows:

"SEC. 5. For the purposes of this Act the Secretary of State is Authority of authorized to supervise, preserve, maintain, operate, and, when deemed Secretary. necessary, to insure the Foreign Service properties in foreign countries and the other properties acquired in accordance with the provisions of this Act; to rent and insure objects of art; to collect information and formulate plans; and, without regard to civil service and classification laws, to obtain architectural and other expert technical services as may be necessary and pay therefor the scale of professional fees as established by local authority, law or custom, and to make expenditures without regard to that part of 52 Statutes 441 (22 U. S. C. 295a) requiring purchase of articles manufactured in the United States."

SEC. 4. Section 6 of such Act, as amended (22 U. S. C., sec. 297), is amended to read as follows:

"SEC. 6. The authority granted to acquire sites and buildings by Leaseholds. purchase or otherwise shall include authority to acquire leaseholds of

not less than ten years."
