6. Upon notification of an emergency weather warning of a condition of immediate danger to life and property from the U.S. Weather Bureau, broadcast radio station licensees may broadcast such warnings immediately. 2. Responsibilities A. A Defense Commissioner, a Defense Coordinator, and a Defense Steering Committee are designated to plan for the emergency utilization of personnel, facilities, and equipment; to train personnel; to provide for the assignment of technical personnel to advise and assist other agencies; and to perform such other duties as may be required as a result of disaster or the threat of imminent disaster. Plans are to be concurred in by the Secretary of Defense and the Director, OCDM. B. Due to the critical nature of their normal assignments, involving the monitoring of distress frequencies and the policing of all radio frequencies, the field personnel of the Commission are not generally available for local disaster assistance. C. Upon proclamation by the President that there exists a state of public peril or disaster or other national emergency, the Federal Communications Commission may suspend or amend, for such time as it may see fit, the rules and regulations applicable to any or all stations or device and/or its apparatus and equipment, by any department of the Government under such regulations as may be prescribed. D. The Defense Coordinator serves under the general direction of the Defense Commissioner and has the responsibility for: 1. Coordinating plans for continuation of the regular functions of the Federal Communications Commission, and the protection of its personnel and property. 2. Planning for the emergency utilization by other agencies of Federal Communications Commission personnel and property not required for its regular functions during the period of the disaster or emergency. 3. Liaison and coordination with the OCDM and local and Federal relief organizations and agencies. 4. Training Federal Communications Commission in relief activities. 5. Assignment of technical personnel to other agencies to advise and assist in problems of mutual concern. E. Representatives of bureaus and staff offices, serving as members of the Defense Steering Committee: 1. Advises and assists the Defense Coordinator. 2. Keeps Defense Coordinator informed as to the progress of planning and relief activities. 3. Assists and advises other agencies. F. Defense Steering Committee: Meets with other agencies and renders technical and other assistance and advice. G. Upon request for assistance by other agencies, Federal, State, or local, the Commission then arranges for the proper field office or station to provide such assistance as is within the power of the Federal Communications Commission. The senior Federal Communications Commission officer present in the disaster area is then in charge of FCC activities in the area. 3.
