tion 104 (paragraphs k, l, m, n, and o) are all, in effect, brought within the terms of section 1415 by their language which requires provision to be made in appropriation acts. Also, section 105 provides that any agency using Public Law 480 foreign currencies must pay for them if used for a purpose for which funds (dollars) have been appropriated.

Since, as indicated in Mr. Baird's letter to Senator Humphrey, this is a rather complicated subject, I will be glad to try and answer any further questions you may have and provide additional data if you wish.

(8) These currencies are contributed by the
foreign countries only for the purpose
of defraying the local currency ex-
penses of U.S. MAAG's.

(9) This is similar to item 2 above but the
agreement with the United Kingdom
restricts the use to educational and
building programs.

(10) These are Italian lire allocated to ICA
under sec. 104(d) as provided for in the
Public Law 480 agreement with Ital
and may be used only for purchasing
goods or services in Italy for other
friendly countries.

(11) These are German marks acquired by
the sale of agricultural commodities to
Germany under the Commodity
Credit Corporation Charter Act. By
agreement with Germany they are to
be used to purchase construction ma-
terial (intended for use in military
construction in Spain).

Represents the proceeds from the sale of military
equipment to France. The francs may be
used for the procurement in France of military
material for other countries (OSP) or for pro-
curement of goods and services for U.S. Forces
over and above currently planned dollar ex-
penditures in France. When used for the 1st
purpose they may be used under sec. 104(c) of
the Mutual Security Act without payment to
the Treasury. When used for the 2d purpose
they must be paid for as described above unde
the heading of "Sales accounts."
