PROJECT FOREWORD The Subcommittee on National Policy Machinery was created in July 1959 for the purpose of making the first comprehensive review of our national security policy process undertaken since the discussion and debate preceding the National Security Act of 1947. The subcommittee's goal is twofold: (1) to review the effectiveness. of our present policymaking organizations and methods against the background of the changed perspectives and problems of the last 12 years; and (2) to make such recommendations for improvement of the policy process as are appropriate. Soon after it was established, the subcommittee concluded that a useful purpose would be served by determining how certain other countries, including nations of the Communist bloc, organize their machinery for the making of national policy. The staff was thereupon requested to prepare certain studies related to this matter, in cooperation with the executive branch. The subcommittee hopes that the present study, which deals with national policy machinery in Communist China, will prove of particular interest and lead to greater understanding of the nature of the challenge facing our Nation in the cold war.
