DEPARTMENT OF DEFENSE

Civilian employees in professional and scientific services-Military medicine

The Secretary of Defense may establish not more than 120 civilian positions in the Department of Defense, and not more than 25 civilian positions in the National Security Agency, to carry out research and development relating to the national defense, military medicine, and other activities of the Department of Defense and the National Security Agency, respectively, that require the services of specially qualified scientists or professional personnel. [NOTE. An earlier similar provision in U.S.C. Supp. 5: 171p was repealed by the Act of Sept. 2, 1958, cited above. Also repealed by the Act of Sept. 2, 1958, were related provisions of U.S.C. Supp. 10: 4021, 7471, and 9021.]

Advisory personnel: Research and development

The Secretary of each military department may establish such advisory committees and panels as are necessary for the research and development activities of his department and may employ such parttime advisers as he considers necessary to carry out those activities. [Aug. 10, 1956, c. 1041, § 1, 70A Stat. 9; U.S.C. Supp. 10: 174(a).] Army: Research and development programs

The Secretary of the Army may conduct and participate in research and development programs relating to the Army, and may procure or contract for the use of facilities, supplies, and services that are needed for those programs ***. Navy

Scientific research and investigations generally

(a) The Secretary of the Navy may make such expenditures as he considers appropriate for scientific investigations and research from any naval appropriation available for those purposes.

(b) The Secretary, to the extent he considers proper, may delegate the authority conferred by this section to any person in the Department of the Navy, with or without the authority to make successive redelegations. Office of Naval Research:

Duties

The Office of Naval Research shall perform such duties as the Secretary of the Navy prescribes relating to

(a) The Secretary of the Navy may appoint a Naval Research Advisory Committee consisting of not more than 15 civilians preeminent in the fields of science, research, and development work. One member of the Committee must be from the field of medicine. Each member serves for such term as the Secretary specifies.

(b) The Committee shall meet at such times as the Secretary specifies to consult with and advise the Chief of Naval Operations and the Chief of Naval Research.

(c) Each member of the Committee is entitled to compensation of $50 for each day or part of a day he attends any regularly called meeting of the Committee and to reimbursement for all travel expenses incident to his attendance.

(d) No law imposing restrictions, requirements, or penalties in relation to the employment of persons, the performance of services, the payment or receipt of compensation in connection with any claim proceeding or matter involving the United States applies to members of the Committee solely by reason of their membership in the Committee. DEPARTMENT OF AGRICULTURE

Animal diseases

Disease investigations

In order to promote the exportation of livestock and/or live poultry from the United States the Secretary of Agriculture shall make special investigation as to the existence of pleuropneumonia, or any contagious, infectious, or communicable disease, along the dividing lines between the United States and foreign countries, and along the lines of transportation from all parts of the United States to ports from which livestock and/or live poultry are exported, and shall, from time to time, establish such regulations concerning the exportation and transportation of livestock and/or live poultry as the results of said investigations may require. Research laboratories and contracts

The Secretary of Agriculture is authorized to establish research laboratories, including the acquisition of necessary land, buildings, or facilities, and also the making of research contracts under the authority contained in section 427i (a) of title 7, for research and study, in the United States or elsewhere, of foot-and-mouth disease and other animal diseases which in the opinion of the Secretary constitute a threat to the livestock industry of the United States: Provided, That no live virus of foot-and-mouth disease may be introduced for any

purpose into any part of the mainland of the United States except coastal islands separated there from by waters navigable for deepwater navigation and which shall not be connected with the mainland by any tunnel, and, except that the Secretary of Agriculture may transport said virus in the original package across the mainland under adequate safeguards, and except further, that in the event of outbreak of foot-and-mouth disease in this country, the Secretary of Agriculture may, at his discretion, permit said virus to be brought into the United States under adequate safeguards. To carry out the provisions of this section, the Secretary is authorized to employ technical experts or scientists without regard to the Classification Act of 1949, as amended: Provided, That the number so employed shall not exceed five and that the maximum compensation for each shall not exceed $19,000 per annum. There is authorized to be appropriated such sums as Congress may deem necessary; in addition, the Secretary is authorized to utilize in carrying out this section, funds otherwise available for the control or eradication of such diseases. Cooperation with Mexico in control and eradication of footand-mouth disease and rinderpest

For purposes of section 114b-114d of this title [sections relating to cooperation with Mexico in control and eradication of foot-and-mouth disease or rinderpest], funds appropriated pursuant thereto may also be used for ***the construction and operation of research laboratories, quarantine stations and other buildings and facilities. Cattle grub research

In order to protect, promote, and conserve livestock and livestock products and to minimize losses, the Secretary of Agriculture, either independently or in cooperation with States or subdivisions thereof, farmers' associations, and other organizations and individuals, it [sic] is authorized to increase and intensify research and investigations into problems and methods relating to the eradication of cattle grubs and to undertake measures to eradicate these parasites.
