PROJECT SUMMARY

Pneuma Corporation, as a community non-profit organization, proposes an innovative, family-oriented program that will provide intensive residential treatment for entire Native Alaskan villages at Pneuma's facilities in St. Mary's. Treatment will seek to improve the health of the people and break the cycle of destructive compulsive behavior while encouraging self-worth and personal development. Culturally sensitive group and individual counseling will be professionally directed in a structured program that includes follow-up aftercare.

FIRST YEAR BUDGET NARRATIVE

The Village Treatment Program budget has fixed and variable cost components for the first two years. A three year program is anticipated, with the third year budget eliminating variable costs as it becomes a full-time program. As the number of village projects increases from three to five and then seven, the costs change, reflecting additional costs for the additional services provided.

In the first year, 66% of the grant request funds are for personnel required to operate the program effectively. Nearly 25% of the total project costs are provided by in-kind or other donations.

The executive director responds to Pneuma's Board of Directors and is directly responsible for overall management, operation, and administration of all program activities, including staff professional direction.

2. RURAL PROGRAM DIRECTOR 1.0 FTE

This position is responsible to the executive director for all phases of the Village Treatment Program (VTP), including staff hiring. This position requires a close working relationship with the targeted villages and the Pneuma network of area supporters..

3. ADMINISTRATIVE ASSISTANT - 0.2 FTE

This position provides administrative and personnel management support for VTP services, providing all required reports and accounting data, while reporting to the rural program director and the executive director.

4. SECRETARY AIDE - 1.0 FTE

This position provides reception for all visitors and clerical support for the VTP staff, reporting to the administrative assistant. It also provides non-treatment support for the VTP activities under the direct supervision of the counseling staff.

These positions include nationally certified CCDC 1 counselors, some with special training and expertise. The success of treatment will depend on the quality and dedication of the counseling staff which is under the direction of the rural program director. Their duties will include remote village travel as well as VTP counseling efforts during residential treatment. One counselor should not have more than 12 counseling patients, so to serve the 110 villagers in each project, ten counselors or counselor trainees are required. The permanent staff will provide prevention, intervention and aftercare services in addition to their residential counseling duties when a village project is in residence.

This position is for counselors lacking CCDC I certification and will be responsible to certified counselors. They are expected to upgrade their status to CCDC I and directly assist the VTP counseling program.

This position provides general program support, performing monitoring and other duties as assigned by the counseling staff.

Variable Cost Personnel - Variable costs vary with length of residential treatment,

based on an average duration of 7 1/2 weeks per village project, with three such programs the first year. The FTE means that number of people will be hired for only the project duration period.

1. CERTIFIED CCDC I COUNSELORS 2.0 FTE

These positions are similar to year-round counselor positions, but are only required during the residential projects at St. Mary's.

During the residential program, aides are required for general support functions and to monitor the two dormitory areas on a 24 hour basis.

Considerable volunteer help is anticipated to be organized, scheduled and directed by this position. Volunteers will help with parenting skills, monitor recreation activities, assist at social functions, and a variety of other tasks.

These positions are responsible to the administrative assistant. Foodservice is responsible for menu planning, food purchasing, preparation, serving, and cleanup. Housekeeping and maintenance are responsible for the facility.

These positions are for neighboring villagers who will move to the targeted village during their stay at St. Mary's. They will feed the dogs, keep heating systems operating, and provide general security for the villagers while gone.

Travel must be by airplane due to the lack of area roads. Coordination and follow-up services also necessitate considerable staff travel. See program narrative.

Facility costs include use of 69,000 sf of the St. Mary's Mission leased by the Pneuma Corporation from the Catholic Bishop of Alaska, provided as an in-kind donation, worth $300,000 annually, of which $200,000 is allocated to the VTP as an in-kind donation.
