It has been pointed out to us that effective treatment our hope is that the alcohol epidemic will be cured by family treatment Senator. A very adaquate facility exists, which you saw last September during your visit to Saint Mary's, where we could run such a program. Some effective efforts were made this year with inadequate funding. We have great confidence that with funds sufficient to run a modest program we would be able to prove our contention that large savings in public money would occur. There has been good interest on the part of local people for the program. Reports are that the few people that were treated in the program from a neighboring village benefited significantly from the meager program offered and are now forming support groups themselves in their village. People from Saint Mary's who volunteered their help during the treatment phase of the program plead that the program continue because they, themselves, saw hope and experienced healing within their own families. Senator, I thank you for listening and hope you hear in this short testimony our urgent appeal for help to get started, our hope to begin healing ourselves and becoming independent of those negative influences that have crept up on us while we trusted. Village Treatment Program These are components of a comprehensive program to treat those affected by alcohol abuse, alcoholism, and co-dependency in Western Alaska, to prevent such conditions, and to train local residents as qualified counselors. Our goals and objectives accurately reflect input from the targeted .communities and are in explicit agreement with SOADA philosophy. Although Pneuma began operations in July of 1988, the lack of funds prevented services beyond basic outreach and prevention work until SOADA avarded a small Children of Alcoholics grant in January. In March ve bagan additional treatment services. Without state funding for FY90, Pneuma will be forced to cease operations. We believe our proposal, focusing on the family, will be both innovative and effective, while avoiding duplication of existing efforts in the area. Alcoholism is a chronic, progressive, and fatal disease, and its associated co-dependency debilitates and destroys the family. These conditions are a root cause of most rural personal tragedies, accidents, suicides, violence, abuse, neglect, sickness, and desperation. It demands a comprehensive education, prevention and treatment program. Pneuma seeks funding for an innovative, comprehensive and cohesive, familyoriented program of education, prevention, outreach, intervention, and treatment which addresses the physical, psychological, social, and spiritual aspects of alcohol problems and co-dependency. The Family Life Program, focusing on each family unit, will seek to break the cycle of destructive, compulsive behavior while encouraging self-worth and personal development among all family members. Treatment for the alcoholic's addiction and the family's co-dependency vill enable the family and community to be supportive of healthy community life and sobriety. Prevention and outreach strategies will seek to prevent dependence on alcohol or other drugs. Education and prevention activities will change the community's attitude tovard alcohol and other drug use. Individual and group counseling, lecture-discussions, role playing groups, and in-depth searching into self are the heart of the treatment process. A structured aftercare program will provide an on-going program to help maintain recovery, helping the community to achieve an improved quality of life.
