Government

(a) Construction of owned housing may be undertaken at a given location only when specifically authorized through the usual budgetary processes.

(b) Leased quarters may be provided employees at a given location only when the determinations contemplated by paragraph 2 of Office of Management and Budget Circular No. A18, Revised, have been made by the head of the bureau and funds are available for this purpose. It must be kept in mind, however, that where housing is available for lease on the private market, it would be virtually impossible to find that the circumstances warranted the provision of housing, except to satisfy a short-term need.

§ 114-51.103 Design standards.

Employee housing units constructed by Bureaus and Offices of the Department of the Interior shall:

(a) Not exceed the following standards:

(1) Standard materials, millwork, equipment, and fixtures that are readily available at local supply centers will be used in all dwelling construction.

(2) Design will be simple with no features that increase building costs, such as irregularities in roof framing.

(3) Not to exceed one and a half baths.

(4) One stall garage in areas subject to deep snow or prolonged periods of below freezing temperatures, carports in warmer climates.

(5) Sun porches, enclosed patios, or similar features will not be provided.

(6) Floor area shall not exceed-twobedroom dwellings, 1,250 square feet; three-bedroom dwellings, 1,300 square feet; exclusive of basement and garage space (or service and storage space in lieu of basement).

(7) No four-bedroom dwellings shall be permitted.

(8) Fireplaces will not be permitted except where essential for adequate heating.

(b) Be designed taking energy conservation into consideration as a prime design goal.

§ 114-51.104 Housing cost limitation.

A maximum amount of $45,000 (regardless of the source of financing) may be expended for single family employee housing units in the continental United States, Alaska, Hawaii, and the Territories, including costs of engineering and design.

§ 114-51.104-1 Elements of costs chargeable to limitation.

The following elements of cost will be charged against the $45,000 cost limitation:

(a) Adaptation of standard dwelling plans to a specific site. Revision or alteration of standard plans and specifications to reflect latest developments

in economic construction and materi-1 als should be prorated to the dwellings: to be constructed from the plans during the fiscal year.

(b) Preparation of necessary plans | and specifications to accompany invitations to bid. This will include all costs incurred in providing the contracting officer with data that is to be included as part of the construction contract.

(c) Preparation of site development plans showing location of buildings and other facilities existing or to be installed on the site. These costs will be prorated to number of buildings both existing and to be constructed on the site.

(d) Contract or force account cost of construction of the dwelling including excavation for basement or foundation. Include all construction costs to build a dwelling according to the plans and specifications which accompany the bid or that are approved for force account.

(e) Garage or carport whether attached or detached.

(f) Grading, landscaping, walks, driveways, retaining walls, fences and subsurface drainage. If this work is to serve more than one building, prorate costs accordingly.

(g) Costs incurred in development of landscape plans. Prorate as in paragraph (f) of this section.

(h) Installation of public utilities from the lot line to the dwelling. Prorate as in paragraph (f) of this section. (i) Cost of air conditioning units, including cost of installation.

§ 114-51.104-2 Elements of cost not chargeable to limitation.

The following elements of cost should not be charged against the housing cost limitation.

(a) General supervision by administrators. Indirect costs, such as payrolling, purchasing, fund accounting, etc.

(b) Revision of standard plans to meet standards specified herein.

(c) Preliminary investigations and field surveys necessary to determine feasibility, location, physical characteristics of the site, etc. This fre
