Subjects for research and demonstrations may include rehabilitation methods thich result free specific study findings; adaptations of new technological advances in service delivery systems; programs worthy of replication for evaluation; analysis concerning budgets, benefits, naagement, and the general economics of cerving sil.

A study and analysis of the possible coordination of programs within 9 vhich do contribute or night contribute to meeting the comprehensive service needs of LH as determined by the findings of the study.

b. Collect data on costs and benefits (rehabilitation success rates, ZDL success rates, etc.) needed to compare and catinate the Federal budgetmy cricct of providing comprehensive scrvice needs to 11.3, both on a chort and long term basis.

c. Prepare an initial cost/benefit analysis based on the various service alternatives found needed to cerva 15 providing a rationale for choosing the "best" alternative.

d. On the basis of findings, offer suggestions or designs for demonstrations or experiments to test and validate significant tenucus findings concerning model delivery systems or approaches, conto, benefits, program coordination, etc.

e. Suggest report recommendations which can be considered by the Department for the final report. These should treat matters of policy as a primary focus.

Location of Work and Necessary Travel:

The study must address the comprehensive service needs of IMSH
on a national scope (that is, not every State need be included,
but the study, by design, must be representative of the national
problem). It is understood that the örganization or consortium
conducting the study will be required to engage in extensive travel
to perform the various activities necessary to develop information
of national scope and significance. Periodic travel to coordinate
the study with the central office.of RSA in Washington will be
essential.

Number and Type of Personnel Needed:

It is expected that the study will require a level of effort of about 20 'an years.

Period of Performance and the Sequence of Work

A "preliminary schedule" detailing the activities of this study is
depicted on page 25 and reflects the approximate time frames for the
various intermediate elements in the Contract Scope of Work. The
Contractor agrees to provide by no later than July 30, 1974, a. "final es

to SRS for review, and upon acceptance by the project officer will be
incorporated herein by a modification to this Contract.

The dates for submittal of the Final Report (January 15, 1975) and
the completion of the Contract (May 31, 1975) are firm requirements.
These critical dates are based on the Congressional requirement of a
report due on February 1, 1975, and shall not be changed unless there
is a Congressional extension of the report due date. In the event
Congress extends the report due date of February 1, 1975, the budget,
period of performance and completion dates specified in the Contract
may be renegotiated at the request of either party.
