At this time, we have our new Secretary of Education before the subcommittee. It is a distinct pleasure and an honor to have you, together with members of your staff. This begins the hearings, as we all know, on the budget request for the fiscal year 1990 for the Departments of Labor, Health and Human Services, and Education. Mr. Secretary, as you now know, we are very much concerned on this subcommittee about education. We will bring out a good bill, and you will help us to bring it out, Mr. Secretary. We will bring out a good bill for the Department of Education. Mr. Secretary, at this time, we will be pleased to hear from you. Secretary CAVAZOS. Mr. Chairman, members of the committee, I am pleased to appear before you to discuss the 1990 budget for the Department of Education, my first budget as Secretary. Before presenting to you. an overview of our proposed budget, I would like to share briefly with you my priorities. American education today is facing greater challenges than ever before.
