VOLUNTARY SERVICE

SEC. 13. The Director is authorized to accept and em7 ploy in furtherance of the purpose of the Act or any Federal 8 drug abuse training, education, rehabilitation, research, pre9 vention, or treatment program or activity, voluntary and 10 uncompensated services notwithstanding the provisions of 11 section 3679 (b) of the Revised Statute (31 U.S.C. 12 665 (b)).

EFFECTIVE AND TERMINATION DATE

SEC. 14. (a) The provisions of this Act shall take effect 15 thirty days after the Director or Acting Director first takes 16 office or on such earlier date as the President may prescribe 17 and publish in the Federal Register, except that any of the 18 officers provided for in section 4 of this Act may be nomi19 nated and appointed and any of the interim officers provided 20 for by section 9 may be authorized to serve, at any time 21 after the date of enactment of this Act.

(b) This Act shall terminate on June 30, 1974, unless 23 extended by the President, in which case it shall expire on 24 June 30, 1976, or such earlier date after June 30, 1974, 25 as the President may prescribe and publish in the Federal

A BILL

To require community mental health centers and hospitals and other medical facilities of the Public Health Service to provide needed treatment and rehabilitation programs for drug addicts and other persons with drug abuse and other drug dependence problems, and for other purposes.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That (a) section 221 of the Community Mental Health 4 Centers Act (42 U.S.C. 2688a) is amended by adding at 5 the end thereof the following new subsection:

6 "(c) No grant may be made under this part with re

7 spect to any community mental health center for any fiscal

year beginning after June 30, 1972, unless the application

1 for a grant for such center contains assurances satisfactory to

2 the Secretary that

"(1) the center will provide in such fiscal year a treatment and rehabilitation program for drug addicts

and other persons with drug abuse and other drug dependence problems who are in the area served by the center or the need for such a program in the area served by the center is not of such magnitude to warrant the provision of such a program by the center; and

"(2) the center will enter into agreements with departments and agencies of the Government under which agreements the center may be used (to the maximum extent practicable) in treatment and rehabilitation programs (if any) provided by such departments and agencies for drug addicts and other persons with drug abuse and other drug dependence problems who are in the area served by the center."

(b) Section 224 (a) of such Act (42 U.S.C. 2688d (a)) 19 is amended by striking out "$60,000,000" and inserting in 20 lieu thereof "$220,000,000".

SEC. 2. (a) Section 341 (a) of the Public Health Serv22 ice Act (42 U.S.C. 257 (a) (relating to care and treat23 ment of narcotic addicts and other drug abusers) is amended 24 by adding at the end thereof the following new sentence: "In 25 carrying out this subsection, the Secretary shall establish in

1 each hospital and other appropriate medical facility of the 2 Service a treatment and rehabilitation program for drug

3 addicts and other persons with drug abuse and drug depend

ence problems who are in the area served by such hospital

or other facility; except that the requirement of this sentence 6 shall not apply in the case of any such hospital or other fa7 cility with respect to which the Secretary determines that 8 there is not sufficient need for such a program in such hospi9 tal or other facility."

(b) Section 341 of such Act is amended by adding at 11 the end thereof the following new subsection:

12 "(c) The Secretary may enter into agreements with 13 the Administrator of Veterans' Affairs, the Secretary of De14 fense, and the head of any other department or agency of 15 the Government under which agreements hospitals and other appropriate medical facilities of the Service may be used in

treatment and rehabilitation programs provided by such de

partment or agency for drug addicts and other persons with

drug abuse and other drug dependence problems who are in areas served by such hospitals or other facilities."
