or information may be used to initiate or substantiate charges.

"(d) To carry out the purposes of this section, the Sec4 retary may under regulations make grants to centers or 5 facilities described in subsection (b) (1) to assist them in 6 meeting the costs of participating in the program established 7 under subsection (a). There are authorized to be appropriated $200,000,000 for the fiscal year ending June 30, 1972, 9 and such sums as may be necessary for each fiscal year there10 after to make grants under this subsection.

"(e) To assure the availability of trained medical and 12 other professional personnel for centers and facilities par13 ticipating in the program established under subsection (a), 14 the Secretary may under regulations make grants to medi15 cal schools and other appropriate public or nonprofit private 16 educational institutions to establish and operate short-term 17 educational programs to train such personnel. There are au18 thorized to be appropriated $50,000,000 for the fiscal year 19 ending June 30, 1972, and such sums as may be necessary 20 for each fiscal year thereafter, to make grants under this 21 subsection.

22 "(f) The Secretary shall conduct periodic surveys to 23 evaluate the effectiveness of the program established under 24 this section. The Secretary shall make comprehensive reports 25 to Congress of his findings and recommendations resulting

1 from such surveys. Such reports shall be made semiannually 2 in each fiscal year beginning with the fiscal year ending 3 June 30, 1972.

4 "(g) No provision of Federal law shall be construed to 5 prohibit the administration of any drug under the program 6 established under subsection (a) of this section."

7 SEC. 4. Section 303 (a) of the Public Health Service 8 Act (42 U.S.C. 252a (a)) is amended (1) by striking out 9 the period at the end of paragraph (2) and inserting in lieu 10 thereof "; and", and (2) by adding immediately after that paragraph the following new paragraph:

"(3) to support and conduct programs of research into all phases of drug use and abuse, including the origins, causes, physical manifestations, and prevention

of drug use, abuse, and dependence, the abuse potential

of drugs, and the therapeutic and rehabilitation agents, techniques, and programs."

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

ESTABLISHMENT

SECTION 1. There is established in the Executive Office

5 of the President an office to be known as the Office of Drug
6 Abuse Control (hereafter referred to in this Act as the
7 "Office") which shall be headed by a Director appointed
8 by the President, by and with the advice and consent of

1 the Senate. The President shall also appoint, by and with

2 the advice and consent of the Senate, a Deputy Director.

DUTIES OF THE DIRECTOR

SEC. 2. (a) The Director shall carry out the following:

(1) DOMESTIC DRUG CONTROL PROGRAM.-The Direc6 tor shall prepare for the President a comprehensive program 7 for the control of drug abuse in the United States. Such 8 program may provide for—

(A) stimulation of an expanded research program

to create a synthetic analgesic to replace opium and its derivatives in medical use;

(B) stimulation of an expanded research program into the development and dissemination of a long-lasting blocking or antagonistic drug for treatment of drug addiction;

(C) stimulation of expanded research into the development of a detoxification agent which, when administered, will ease the physical effects of withdrawal from heroin addiction;

(D) development of a large-scale, national program of methadone maintenance, with appropriate supporting services, or similar program for any methadone substitute, if and when developed; and

(E) development of programs for the control of the production and distribution of psychotropic sub

stances including a program for the development of a

computer capability to monitor their manufacture, dis

3 tribution, and dispensing;

(F) development and evaluation of drug abuse pre

vention education programs.

(2) INTERNATIONAL DRUG CONTROL PROGRAM.

7 The Director shall prepare for the President a program for 8 the effective use of facilities and personnel of governmental 9 and international organizations in controlling drug abuse. 10 Such program may provide for

(A) the offer to international organizations or foreign countries of technological assistance including(i) advanced computer technology,

(ii) high-altitude and satellite surveillance

photography,

(iii) the use of infra-red sensors and radioactive and chemical tracer elements,

and

(iv) sophisticated administrative techniques,

(v) agricultural expertise for use in crop diversification; and

(B) effective cooperation with international insti

tutions (such as the World Health Organization, the

Food and Agricultural Organization, Interpol, and inter
