LETTER OF TRANSMITTAL

COMMISSION ON INTERGOVERNMENTAL RELATIONS,

DEAR MR. PRESIDENT:

WASHINGTON, D. C., June 20, 1955.

The Commission on Intergovernmental Relations has submitted its report to you separately.

In carrying out its work, the Commission had the benefit of information and recommendations from its study and advisory committees, from organizations interested in the programs it examined, and from a wide variety of other sources.

As part of the material ancillary to the Commission's own report, there is submitted herewith a report prepared by the Governmental Affairs Institute, a private research organization which was engaged to make an independent study of the impact of Federal grants-in-aid on the structure and functions of State and local governments. The report contains much valuable information. The Commission, however, arrived at its own findings and recommendations which are confined to those appearing in its own report.

Respectfully,

Triger Festuraum

MEYER KESTNBAUM,

THE PRESIDENT,

THE WHITE HOUSE.

Chairman.
