This appropriation includes all proposed direct construction items of the Public Health Service except construction of Indian health facilities, and all continuing projects except the mental health-neurology research facility, which was appropriated under "Mental health activities" and "Neurology and blindness activities" in 1961.

Excluded from the estimates are funds for water pollution control laboratories, water quality standards laboratories, and facilities for field evaluation of advanced waste treatment, appropriated in prior years in this account. Balances related to these projects are now included in the account "Buildings and facilities, Federal Water Pollution Control Administration."

The justifications following are grouped under the appropriate Bureau headings, which include for each Bureau its portion of the estimate for major alterations, repairs, and improvements.

Also included is an estimate to permit contracting with a firm of independent architect-engineers to develop a master plan for construction of Public Health Service facilities.

The total estimate for 1967 is $18,279,000.

COMMUNITY HEALTH

Communicable disease facility, San Juan, P.R.-construction

Program activities of the communicable disease center, conducted jointly with the Puerto Rico Department of Health, include (1) investigations on the biology and control of schistosomiasis; (2) conducting of field tests, case finding, and followup studies on tuberculosis; and (3) epidemiology of venereal

diseases. In order for progress to be made in promoting sound communicable disease control practices, additional investigations are needed, and control methodology must be further developed suitable to the environment and economy of the Commonwealth. New activities not presently emphasized should include training in the control of preventable disease conditions, improved knowledge of the distribution and importance of various diseases, and field investigations to develop practicable control methods.

At the present time, the schistosomiasis investigations of the CDC Field Station at El Arsenal in Puerto Rico are housed in approximately 5,000 square feet of entirely unsuitable space. The buildings were built by the Spanish in the Spanish fortress style of the 19th century. Laboratories are large rooms with exposed roofs, housing laboratory and offices with no ventilation control. The area around the CDC occupied space is dilapidated and the adjoining buildings are empty and are gradually collapsing.

The need for construction of a new facility to include space designed specifically for schistosomiasis investigations is critical.. The inadequacy of the present building makes viral or bacteriological work unsafe, and makes it extremely difficult to carry on current activities and retain recognition as a valuable international resource in schistosomiasis investigations. The Puerto Rican government has recognized these problems and has offered to transfer, without cost to the Public Health Service, some 22 acres at the University of Puerto Rico Medical Center.

A total of 17,338 net square feet of buildings is required to provide the needed space. While no formal architectural plan has been developed, it is contemplated that the architect will propose a two-story reinforced concrete building in keeping with other Medical Center design to house the laboratories, offices and centralized scientific services. A separate structure or wing will house experimental animals.

The total cost of this project is estimated at $1,480,000. Planning funds were made available in 1966 amounting to $180,000.

(a) Atlanta, Ga., and vicinity, $453,000.-Enclose walkways, clean and point exterior brick, and enlarge lobby and adjacent parking areas necessitated by building additions and personnel increases.

Relocation or renovation of areas housing laundry equipment; biological reagent labs; and delicate equipment. of office space and lab unit of the medical audiovisual activity will be required.

The triannual fluorescent tube replacement, installation of a vehicle lift, synchronizing of switchgear, and the modification of exhaust fan are needed.

Additions of a still picture collection room balcony; built-in storage cabinets and office space in the animation unit: partitions in graphic arts and building B; a switchgear for the 600-ton a.c. unit; and concrete foundation for electron microscope.

(b) Field installations, $95,000.-Paint, replace doors, and repair plaster in existing buildings as needed; demolish woodshed and storage structures and replace with concrete and metal to reduce fire hazard; and install adequate fencing for protection.

Northeast Shellfish Sanitation Research Center-Construction

$1, 108, 000 The 1966 appropriation included funds for planning an addition to the Narragansett laboratory which will increase its functional utility by (1) permitting additional research to be carried out in support of the overall program on shellfish virology, and (2) providing specialized facilities for hazardous research on pathogenic organisms and toxic chemicals. The new construction being planned will consist of minor modifications to the existing structure at Narragansett, R.I., and the addition of approximately 10,500 net square feet of contiguous laboratory, office, and general support space. The construction will provide the existing Center with much-needed, high-safety laboratories for research with viruses and toxic chemicals (such as botulinum and paralytic shellfish poisons); office space for staff currently housed in temporary buildings at a military establishment; and general purpose laboratories to assist the Division of Environmental Engineering and Food Protection in fulfillment of shellfish sanitation program missions in the New England areas. The request for construction funds excludes initial portable equipment costs.

Present laboratory facilities at the Northeast Shellfish Sanitation Research Center are of conventional design. As such, they cannot be readily used for research with infectious agents including many viruses and toxins, which may be present in, or used for research on shellfish. The proposed facility will include laboratories which can be used for this purpose with safety to the investigator, other employees, and the surrounding community.

The addition will be constructed adjacent to the existing structure and will be of comparable external design. Relatively minor internal changes will be made in the existing building to permit the new unit to function as an efficient unit, for example, an expanded animal unit will serve both the present laboratory and the projected addition.

Northwest shellfish sanitation research center-Construction

Funds for planning and site acquisition for this facility were included in the 1966 appropriation. There is, in fact, an urgent need for construction of this facility during 1967 both to avoid interruption of current research and to permit much-needed research programs in chemistry and marine toxicology. Present research programs are being carried on in a small temporary facility at Purdy, Wash. This facility is located on privately owned land which will not be available to the Public Health Service beyond 1968. The inadequacy of the present facility has prevented chemical research into such public health problems as effects of pesticides on shellfish, paralytic shellfish poison, or industrial wastes in shellfish; virus research work has been extremely limited as well.

The facility will provide the research support necessary for effective administration of the national shellfish sanitation program in the Western States. In general, all projects to be undertaken at the facility will be related to the shellfish species of commercial importance in these States, including Alaska. Laboratories will be provided for research in virology, microbiology, chemistry, shellfish toxins, and marine biology. A portion of the laboratory units will be of the high safety type, which protects both workers and nearby communities and which are necessary for work with highly infectious or toxic materials. Large aquaria

supplied with flowing sea water will be provided for use in direct experimental work with shellfish, i.e., oysters, clams, and mussels. Laboratory support facilities include media preparation, instrumentation, glass washing, offices, library and conference rooms, constant temperature rooms, animal facilities, filing, reproduction, and lunch rooms. The facility will be primarily research oriented; however, space and staff will be provided to enable it to function as a shellfish sanitation training center and to provide scientific and engineering backup for State agency operating control programs.

The facility, with a net area of 12,000 square feet, will be of permanent construction using a modular design to the extent feasible and will have a staff of 40 persons, including scientific, supporting, and maintenance personnel. Construction costs are estimated at $930,000. Initial portable equipment will cost $70,000.

1967 appropriation estimate_-_Funds in the amount of $395,000 are requested to equip the solid waste pilot plant research facility at Johnson City, Tenn., for the cooperative project with the Tennessee Valley Authority. Funds for initiating construction of the basic facility were provided in the 1966 appropriation and the current request will provide for equipping of the facility. Heavy process machinery, conveyors, materials handling equipment, hoppers, electromagnetic separators, windrow forming and turning machinery, instrumentation and other essentials for operation and scientific investigations will be processed and installed. A tentative agreement with the Tennessee Valley Authority has been reached. Clearance has been requested from the General Services Administration for construction of the facility and negotiations between Johnson City and the PHS are underway concerning operating procedures.

Design funds of $1,285,000 are requested for a permanent Government facility to house 750 research and support personnel for environmental health programs located in Cincinnati, Ohio.

Approximately 1,200 personnel are now engaged in a variety of environmental health activities in the Cincinnati area. Of these, about 450 are located in the Government-owned Robert A. Taft Sanitary Engineering Center, and the remainder are accommodated in leased buildings at 8 separate locations scattered throughout the city. At its inception, the existing sanitary engineering center on Columbia Parkway was specifically designed as a water pollution laboratory, and it is anticipated that the Federal Water Pollution Control Administration (FWPCA) will assume occupancy of this facility as soon as other PHS activities are relocated.

The assignment of the Taft Center to FWPCA, coupled with the planned expansion of PHS environmental health programs, creates a need for the establishment of a new, permanent environmental health facility in the Cincinnati

area.
