sell this land on a sealed-bid basis and thus deprive my clients of their investment, and the purpose of this letter is to enlist your aid in the introduction and passage of the necessary enabling act authorizing the conveyance of the land as first hereinabove described. The Farmers' Home Administration file on the subject matter is as follows: "Subject: 22-T17, title clearance, A. L. Erwin tract, 86-03-24-299 (1005)." In this connection, I invite your attention to the provisions of title 40, United States Code Annotated, section 484 (e). That act expired at 12 o'clock, noon, eastern standard time, June 30, 1955, and apparently has not been extended by subsequent legislation, but it does recognize the fact that there are instances which warrant the disposal of property without regard to any provision of existing law for advertising. If the effective date of this cited statute has been extended, it would appear that the Administrator could convey the property to Mr. and Mrs. Ames, without regard to any provision of law as to advertising. On the other hand, if such authority does not exist, it would be appreciated very much indeed if you would expedite enabling legislation in connection with this one particular matter. As I understand, that is the amount of money that the Department had put in this 2-acre tract. Mr. DUNN. I think the Secretary was setting out to make an effort to make it possible for these people to acquire title and straighten the matter out, and it seems as though this amendment would comply with the request of the Department. Do you have any comment on that, Mr. Campbell? Mr. CAMPBELL. It is my understanding that the $175 represents the recent appraised value of the tract with improvements of $500 less an appraisal of the value of the improvements at $325. The $175 roughly compares with the per acre value of a larger tract of land which the Government paid as the purchase price of the approximately 275-acre tract, of which this is a small part, so that the $175 represents return to the Government of its actual investment in this small 14-acre tract. Mr. GATHINGS. Mr. Chairman, you can see the advantage to Mr. and Mrs. Ames of having this legislation enacted because without it, they cannot make a loan on the property until this cloud in the title is removed on this small part of the tract that they had purchased which included these approximately 2 acres of land. Mr. MCMILLAN. Yes; we can readily understand that. Mr. WATTS. Mr. Chairman, do we want to go into executive session while we are here? Mr. MCMILLAN.
