INTRODUCTION

The bill H.R. 5010, reported by the Committee on House Administration on August 1, 1979, subsequently passed the House on September 10, 1979. After adding certain amendments to H.R. 5010, the Senate passed the bill on December 18, 1979; the House accepted the Senate amendments of December 20, 1979, and the President signed H.R. 5010 into law on January 8, 1980 (Public Law 96-187 the text of which begins on page 27).

Due to widespread interest in H.R. 5010 the supply of the House Administration Committee Report, No. 96-422, has been exhausted. In order to meet the continuing public demand the Committee on House Administration is reprinting the explanatory portions of Report No. 96-422 (pages 2 through 27). Readers are cautioned, however, that this material reflects the views of the Committee on House Administration with respect to the House passed bill; certain changes were made by the Senate amendments, which are not reflected herein. Nevertheless, it is hoped that the following material will prove useful to both practitioners and students of our Federal campaign laws.
