PRECIS OF BILL.

The Bill recites, that the Preservation of the Quay Walls of the River Liffey is by several Acts of Parliament vested in the Corporation for preserving and improving the Port of Dublin, and certain Taxes were imposed on Grounds and Houses for the Purpose of repairing the Quay Wall Westward of Carlisle Bridge:

That by an Act of 1st and 2nd Vict. it was declared that the levying of those Taxes should cease, and it was directed that whenever the Corporation should at Times therein mentioned furnish an Estimate of Expenses for Repairs, the Grand Juries of the City and County of Dublin should present the whole Amount of the Estimate to be levied out of Houses, &c. in the District of the Metropolis according to the Valuation for Maintenance of the Police Establishment:

That by an Act of the 12th and 13th Vict. the Power of levying all Rates specified in Schedule (A.) in said Act was taken away from all Bodies, and vested in the Collector General of Dublin:

That by the Dublin Improvement Act, 1849, the Powers of the Grand Juries of the City of Dublin and Sessions Grand Jury were vested in the Council of the Borough of Dublin, who should once in every Year receive Applications for Presentments, and deliver same if approved of to the Clerk of the Peace, to be decided on by the Court of Queen's Bench or Recorder respectively:

That since the passing of the last Act the Ballast Board have expended One thousand three hundred and ten Pounds Sixteen Shillings and Elevenpence about the repairing of the Quay Wall within the before-mentioned Limit, but that same cannot be levied by reason of the Changes in the Law:

That it is necessary to provide for reimbursing the Board and for future Repairs.

It then enacts:

1st Clause. That the Town Clerk shall include the Sum of One thousand three hundred and ten Pounds Sixteen Shillings and Elevenpence in the Schedule of Applications previous to next Michaelmas Term with Thirty-two Pounds Fifteen Shillings and Fivepence, Fees for Collection, making in all One thousand three hundred and forty-three Pounds Twelve Shillings and Fourpence.

2d Clause. That upon the Application being fiatted the Collector General shall have Power to applot, levy, and pay over the said [Bill 49.]

One thousand three hundred and forty-three Pounds Twelve Shillings and Fourpence.

3d Clause. That the Sum of One thousand three hundred and ten Pounds Sixteen Shillings and Elevenpence, when collected, shall be lodged in Bank of Ireland, to Credit of Ballast Board.

4th Clause. That as often as it shall be necessary to repair the Quay Wall before mentioned the Ballast Board shall furnish Estimates to the Council, and Levies shall be made as therein mentioned if the Estimates approved of.

5th. Clause-That if the Estimate be not approved of by the Council Application may be made to the Court, and if Court approve then it shall be added to the Schedule.

6th Clause. That all Sums so fiatted shall be applotted, raised, and levied by the Collector General, as therein mentioned.

7th Clause. That so much of all Acts respecting Quay Walls as

are contradictory or inconsistent herewith be repealed.

8th Clause. That so much of the Acts recited therein as may be necessary for the Purposes of this Act shall be considered as incorporated herein.

9th Clause. That this Act to commence from the Day of

One thousand eight hundred and fifty-four.

Enable the Collector General of Dublin to levy Money to repay a certain Outlay by the Corporation for preserving and improving the Port of Dublin in and about repairing the Quay Wall of the River Liffey, and for future Repairs thereof.

HEREAS under several Acts of Parliament the Building, Preamble. Repair, and Preservation of the Quay Walls of the River Anna Liffey was intrusted to the Corporation for preserving and improving the Port of Dublin, and in consideration thereof 5 a certain Assessment or Frontage Rate was imposed upon Grounds, Houses, and Buildings adjoining and fronting any of the Quays of said River: And whereas by an Act passed in the First and Second Years of the Reign of Her present Majesty, intituled "An Act to "make further Provisions and to amend the Acts relating to the "Harbour of Kingstown and the Port and Harbour of Dublin," it is recited, that the Quay Walls Westward of the Bridge called Carlisle Bridge, and extending to the Bridge called Barrack Bridge, had been built, and were then in good Order and Repair, and would not require for the maintaining or repairing of the same a Sum equal to the full [Bill 49.]
