Letter from Mrs. Thomas Riggs Cox, Gunston Hall, Lorton, Va., to 102 The special subcommittee met, pursuant to notice, at 9 a.m., in room 3302, New Senate Office Building, Senator Claiborne Pell (chairman) presiding. Present: Senators Pell, Javits, and Pearson. Also present: Walter L. Reynolds, chief clerk and staff director; Ann Grickis, assistant chief clerk; and W. E. O'Brien, professional staff member. Senator PELL. Gentlemen, the subcommittee which is meeting today is the special subcommittee appointed by the chairman of the Senate Government Operations Committee to consider H.R. 6237. The members of this subcommittee, besides myself, are Senators McIntyre, Ribicoff, Miller, and Pearson. H.R. 6237 passed the House of Representatives on October 14, 1963, with certain amendments. The vote of the House was very close, 157 yeas to 154 nays. The fact that the legislation passed by such a narrow margin indicates that there is some misunderstanding as to the purpose and operation of the bill and that there are many questions left unanswered in the minds of the Members of Congress. It is hoped that this subcommittee may be able to explore some of these questions and elicit information from the expert witnesses who have been kind enough to come before us today so the Members of the Senate can make a decision as to the need for enactment of this legislation. At this point I would like to have H.R. 6273 as it passed the House and a letter from the Bureau of the Budget in support of the bill be printed in the record of these hearings. (H.R. 6237 and the report follow:) [H.R. 6237, 88th Cong., 1st sess.] AN ACT To amend section 503 of the Federal Property and Administrative Services Act of 1949, as amended, to authorize grants for the collection, reproduction, and publication of documentary source material significant to the history of the United States, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 503 of the Federal Property and Administrative Services Act of 1949 (44 U.S.C. 393) be amended as follows: Subsection 503 (d) is amended by inserting after the words "United States." the second time it appears the following language: "The Administrator is authorized, within the limits of appropriated and donated funds available therefor, to make allocations to Federal agencies, and grants to State and local agencies and to nonprofit organizations and institutions, for the collecting, describing, preserv 1 ing and compiling, and publishing (including microfilming and other forms of reproduction) of documentary sources significant to the history of the United States. Prior to making such allocations and grants, the Administrator should seek the advice and recommendations of the National Historical Publications Commission." Section 503 is further amended by the addition of four new subsections as follows: "(e) The Commission is authorized to establish special advisory committees to consult with and make recommendations to it. The members of such special advisory committees shall be chosen from among the leading historians, political scientists, archivists, librarians, and other specialists of the Nation. Members of such special advisory committees shall be reimbursed for transportation and other expenses on the same basis as members of the Commission. "(f) There is hereby authorized to be appropriated to the General Services Administration for the fiscal year ending June 30, 1965, and each of the four succeeding fiscal years an amount not to exceed $500,000 each year for the purposes specified in (d) above: Provided, That such appropriation shall be available until expended when so provided in appropriation Acts. "(g) (1) Each recipient of grant assistance under subsection (d) of this section shall keep such records as the Administrator shall prescribe, including records which fully disclose the amount and disposition by such recipient of the proceeds of such grants, the total cost of the project or undertaking in connection with such funds are given or used, and the amount of that portion of the cost of the project or undertaking supplied by other sources, and such other records as will facilitate an effective audit. "(2) The Administrator and the Comptroller General of the United States or any of their duly authorized representatives shall have access for the purposes of audit and examination to any books, documents, papers, and records of the recipients that are pertinent to the grants received under subsection (d) of this section. "(h) The Administrator shall make an annual report to the Congress concerning projects undertaken and carried our pursuant to subsection (d) of this section, including detailed information concerning the receipt and use of all appropriated and donated funds made available to the Administrator." The amendments are as follows: Page 2, line 11, strike out "two" and insert in lieu thereof "three".
